Realize the harmony and unity of man-machine environment in the three stresses and one implementation and two and a half hours of activities, and solidly promote the work of creating intrinsically safe enterprises. In order to implement the responsibility of production safety and strengthen the risk management and control ability of provincial companies to subordinate enterprises, the system of signing the newspaper for the top leaders of enterprises was implemented at the beginning of the year. Adhere to the system of monthly safety supervision meeting, clarification, daily scheduling and rectification notice within a time limit, focus on solving the two problems of safety production management and responsibility system, establish a comprehensive responsibility management mechanism of confirming responsibility from top to bottom, investigating responsibility, understanding responsibility from bottom to top, and implementing responsibility, and carry out performance appraisal of all employees at the video conference on safety production according to the requirements of the group company.

Strengthen the daily maintenance of equipment, prevent and eliminate leakage, deepen the horizontal activities of civilized production, and promote the transformation of civilized production from relying on assault, cleaning and brushing oil to relying on equipment support. Formulate civilized production standards, and carry out comprehensive management work by benchmarking. Organize appraisal and exchange activities, incorporate civilized production into production management assessment, and promote the transformation of civilized production level and quality.
4. Standardize management and process control, and accelerate the implementation of key technological transformation projects.
The desulfurization reconstruction and supporting projects of units 3 and 4 of Changchun No.2 Thermal Power Plant started. According to the current construction progress, it is expected to be completed in the first half of 20xx. Complete the industrial water pretreatment project of Hunchun factory; Complete the comprehensive energy-saving renovation project of Changchun No.3 Thermal Power Plant 1 Unit. In order to ensure the quality and effect of technical transformation projects, the provincial company issued the Management Measures for Post-evaluation of Technical Transformation Projects, organized an expert group to conduct a comprehensive evaluation of the technical transformation projects completed in 20xx, and investigated the project leaders and competent leaders who violated the superior regulations and failed to achieve the expected target values.
Three. Main problems and analysis in 20xx year
1. The implementation of the four responsibilities is not in place, and the four inspections and four reforms are not paid enough attention.
The failure to implement the four responsibilities has always restricted our safety production management to create excellence. The three dependence phenomena are that the system and mechanism are imperfect, but more importantly, the first responsible persons at all levels of production safety are bureaucratic to varying degrees, do not go deep into the floating phenomenon of work style, and take the initiative to undertake and perform their duties. The long-term existence and gradual diffusion of these "three dependencies" will lead to the formation of on-the-job technical training. Four inspections and one change is a special activity deployment of the group company after the start of the safety month activity in view of the grim situation of system safety production, and its significance and importance are self-evident. And some companies feel good about themselves, don't pay attention to it or even haven't been there.
2. The foundation of safe production is not firm, and the safety management is not standardized.
There are loopholes in production management, technical monitoring, operation management and maintenance management to varying degrees. Management needs to be standardized, and personnel safety awareness and comprehensive quality need to be further improved. Some enterprises have too many requirements and arrangements for safe production, and less inspection and implementation, and the work is superficial and formal. They have low standards and lax requirements for problems in safety production, and can't find the root of the problem. As a result, the responsibility system for production safety is not implemented, the rules and regulations for production safety are not implemented in place, and the management of production safety tends to be extensive.
3. The management of outsourcing team and temporary employment needs to be further strengthened.
Each unit has a different number of temporary workers, some of whom are still in important production positions. Due to the high mobility of temporary workers, it brings practical difficulties to normal training and evidence collection, and there are cases in which temporary workers take up their posts without a license and operate without a license. In some units, the on-site operations of outsourced maintenance and construction teams are difficult to manage, and illegal operations, cross operations and disobedience occur from time to time. Especially for the subcontracting team, due to frequent personnel changes and uncertain supervision relationship, the management difficulty and risk increase.
4. The progress of power generation, economic dispatch, energy saving and consumption reduction is uneven.
According to the power supply and demand situation in Jilin Province in 20xx, it is extremely difficult to predict the power generation. Therefore, the provincial company issued the "20xx Power Generation Competition Measures". However, there is still a gap in the implementation measures of individual units, and the analysis of factors affecting power generation such as equipment, coal blending combustion, power grid and start-stop is not in place, and the measures taken are not specific and decisive. Due to the influence of coal quality, the reduction of equivalent output caused by equipment defects is still the main factor affecting power generation.
5. Equipment investment, maintenance management and defect control capabilities need to be improved.
With the rising cost of power generation, the pressure of enterprise development and operation is increasing. Some enterprises have insufficient funds for equipment overhaul and technical transformation, more equipment investment has been delayed, and the health level of equipment has declined. There is still a big gap between maintenance management and refined requirements, and extensive management problems still exist to varying degrees, mainly manifested in imperfect maintenance planning, inadequate preparation before repair, failure to seriously carry out equipment condition analysis before repair, poor timeliness of maintenance summary and untimely thermal test after repair. The civilized construction of the maintenance site needs to be further improved, and the implementation of the three-level acceptance system is not strict, which is a mere formality. Some managers haven't really sunk, so they can't grasp the situation on the spot in time, and their work needs to be improved. Judging from the equipment defects that occurred this year and were found after the disintegration of the units, some units lacked the ability to predict equipment problems, lacked the comprehensive analysis link, lacked the ability to analyze and judge equipment defects, and failed to achieve advanced control. The treatment of equipment defects in individual units is not timely, the professional managers are not deep enough in the field, and the subjective consciousness of finding and solving problems is not strong. There are many phenomena in technical management, such as saving trouble, being afraid of things and breaking the rules. The activities to reduce equipment defects still need to be further deepened.
6. The level of civilized production management needs to be further strengthened.
First, the standards and systems related to civilized production are not perfect, the division of labor is not clear, and the responsibilities are unclear; Second, due to the unstable coal source, the decline of coal quality, serious equipment wear and tear, equipment management and civilized production work is more difficult; Third, the idea of emphasizing power generation and economic indicators and neglecting civilized production still exists in some units, and the traces of infrastructure have not been eliminated; Fourth, the on-site running, leakage, dripping and leakage have not been effectively controlled, the difficulty of equipment leakage has not been completely eradicated, and repeated leakage is serious; Fifth, the maintenance work is not completed, the materials are clean, the site is clear, and the site signs and signs are missing.
7. The ranks of cadres and workers do not meet the development requirements, and the safety quality needs to be improved urgently.
The improvement of enterprise's safety production level ultimately depends on the improvement of personnel quality. In particular, some simple, routine and low-level personnel liability incidents have exposed the problem that some personnel's safety quality is not high from different aspects, reflecting that we are still lacking in the training of workers' safety production skills and safety awareness education, which weakens the supervision and management of front-line safety production.
Four, 20xx years of safe production work ideas
1. Implement the responsibilities and put them in place to further improve the management and control ability of production safety.
With perfecting the system and strengthening the responsibility as the core, we will earnestly strengthen the construction of safety production system, make great efforts to promote the implementation of safety responsibilities, and sign safety production responsibility letters step by step to ensure the implementation of safety objectives and responsibilities. Strengthen the assessment of the responsibility system for production safety, effectively decompose and implement safety responsibilities and pressures, do a good job in four aspects: responsibility, system, assessment and supervision, and highlight the safety awareness of "safety first". Focusing on strengthening emergency management and improving emergency capacity building, we will effectively strengthen the construction of safety guarantee capacity, focus on improving the level of safety production control, and effectively improve the safety awareness and emergency capacity of all staff. Standardize emergency procedures, enrich the ranks of emergency agencies and departments, and strengthen the control of major hazard sources. Taking improving quality and strengthening training as the carrier, we will earnestly strengthen the construction of safety supervision team and strive to improve the performance ability of safety supervision personnel.

Focusing on "four inspections and one reform" and cracking down on "three violations", we will strictly implement the spirit of the order of 1, the general manager of the provincial company, and deepen the safety inspection activities. Cadres at all levels should go deep into the grassroots to strengthen safety supervision, conscientiously carry out on-site safety supervision activities, and maintain a high-pressure situation of cracking down on "three violations." Focus on special inspection activities, deepen safety production management actions, and strive to implement the guiding ideology of safety first and prevention first. Solidly carry out the investigation and management of hidden dangers, draw inferences from others, deepen the work of reducing the amount without stopping, and improve the level of intrinsic safety.
3. Tap the potential by benchmarking, comprehensively manage and benchmark first-class.
In accordance with the principles of goal-oriented, problem-oriented and project-oriented, we will conscientiously formulate the "five confirmations and one implementation" action plan and continue to intensify energy-saving transformation. Give full play to the role of thermal test, regularly carry out unit optimization operation adjustment test, and strive to make the unit run on the red line and straight line; Focus on routine tests such as steam-water balance, pulverizing system and oxygen optimization, and carry out special treatments for boiler air leakage, high exhaust temperature and low vacuum of steam turbine. Relying on the energy efficiency benchmarking management platform, the four consumption items are compared with the design value and advanced value, and the existing problems are analyzed and found out. For the problem of high electricity consumption rate in thermal power plants and the 33 key energy-saving measures of the group company, we should make full use of the contract energy management policy, pay close attention to governance and implementation, and strive to reach the average level of the group company by the end of 20xx and strive to catch up with the first-class level.
4. Take precautions and actively carry out the construction of environmentally friendly enterprises.
20xx is the second year of the Twelfth Five-Year Plan. The current national environmental protection laws and standards have been promulgated, and the task of reaching the standards is very arduous, and environmental protection transformation is facing great difficulties. First, with the expansion of coal prices, the operating pressure of thermal power enterprises is increasing. Second, the sewage payment system is becoming more and more strict. It is estimated that the environmental pollution discharge fee of Jilin Company will reach 40 million yuan next year. Third, according to the requirements of the "Twelfth Five-Year Plan" for environmental protection, the preparatory work for denitration transformation began in 20xx, and the low-nitrogen combustion process was given priority in accordance with the requirements of the group company, and the pilot work for the transformation of low-nitrogen burners was carried out. In view of the current market situation, the company put forward corresponding countermeasures after analysis and research. The key is to see how we implement it. At present, the company is in an extraordinary period, and managers at all levels should have a sense of urgency and crisis. For the work that is not completed within the specified time in the future, the company will conduct the assessment in accordance with the upper limit of the assessment, and we should be fully psychologically prepared for this. Although the current situation is not optimistic, we still have to strengthen our confidence. With the smooth commissioning of No.2 continuous caster in 2 10 converter plant and No.2 heating furnace in 2250 hot rolled plate plant, the internal process conditions of the company will be greatly improved; The stock of raw materials is also sufficient, which provides good conditions for production organization; Compared with the same period last year, our production and operation performance has made great progress, which is where our confidence lies.
As far as the coking plant is concerned, in the first half of the year, it overcame the double pressure brought by production and operation and technical transformation construction, conscientiously implemented benchmarking and tapping potential, solidly promoted standardization operations, and strictly implemented the responsibility system assessment, basically maintaining balanced and stable production. During1~ May, except tar and CDQ, which were not achieved due to objective factors, the output targets of other products were equal to or exceeded the company's targets, and the cumulative cost was reduced by1160,000 yuan. While seeing these achievements, we should also clearly see some problems and shortcomings we are currently facing:
One is how to ensure the stability of coke quality. Due to the shortage of coal resources, it is difficult for the company to purchase and transport, and the phenomenon of incomplete coal types and broken files sometimes occurs. The coal blending plan made at the beginning of the year is difficult to implement; It is difficult to guarantee the grade and quality of coal, and it is difficult to completely prevent inferior coal from entering the factory; The sense of responsibility and professional quality of staff need to be further improved. Several coal blending incidents in the first half of the year have greatly affected the stability of coke quality.
The second is how to strengthen standardized operation. In the first half of the year, a number of minor operation accidents and equipment accidents occurred in our factory, and coke oven smoke and fire also occurred from time to time. Most of them were caused by employees not operating according to the specifications, which had a certain impact on the product quality and stable production of our factory. How to further strengthen employees' awareness of standardized operation and improve the level of standardized operation is a problem that we must seriously consider.
The third is how to improve the main economic and technical indicators to ensure the completion of the annual cost reduction target. In the second half of the year, the company plans to give us an additional cost reduction index of 7 million yuan in the first file and 654.38+million yuan in the second file. We should be able to feel the extraordinary difficulty of this task. In the first half of the year, various favorable factors were fully mobilized, and through the efforts of all parties, the cost 1 654,38+0.6 million yuan was reduced only in June-May, although many major economic and technical indicators were greatly improved. In the second half of the year, we will go all out to solve several problems in reducing costs. First of all, it is necessary to strengthen coal quality monitoring and production process control to ensure that the consumption of clean coal is stable within 1380kg/t in the second half of the year. Secondly, the problem of coke oven gas output. It is necessary to further strengthen external coordination and internal balance, reduce gas emission times and reduce losses. In addition, efforts should be made to improve metallurgical coke ratio, increase CDQ power generation, increase coke by-product output, reduce production consumption, and strengthen controllable cost management. To ensure that the cost reduction work in the second half of the year can be successfully completed.
Fourth, under the increasingly severe situation of energy conservation and emission reduction, how to achieve the annual environmental protection goal. At present, we are under great pressure in wastewater treatment, coke oven smoke and fire control and the effective operation of dust removal facilities. Although we have done a lot of work in the first half of the year and achieved certain results, we are still assessed by the company every month. There are some unreasonable assessment indicators and some problems in their own management. Therefore, we need to further strengthen management and straighten out these tasks as soon as possible in order to effectively improve the environmental quality of the factory and its surrounding areas and enhance the external image of our factory.
Fifth, how to ensure that the technological transformation construction can achieve production and increase efficiency on schedule. Due to the influence of design progress and weather, the construction period of the overhaul of No.3 coke oven and the transformation of chemical production system was delayed for more than one month. The company required the desulfurization and ammonia phosphate washing system to be put into operation at the end of August, and the coke oven was put into operation at 65438+ 10 on June and 3/kloc-0 on October. The construction period was very stressful and the tasks of each node were even more arduous. At the same time, a large number of personnel needed for the new system to be put into production have not been deployed, and the training of personnel has begun. How to coordinate and solve these problems is directly related to whether the project can start smoothly and whether it can achieve rapid production and high efficiency, which needs our high attention.
Third, the basic idea of the next step.
The main tasks and objectives of our factory in the second half of the year are: to improve and optimize the production organization and management, to ensure the stability of product quality and the smooth balance of production, and to provide quality services for the next working procedure; Vigorously promote benchmarking and activity-based cost management, continuously improve major economic and technical indicators, and achieve all-round cost reduction and efficiency improvement; Improve the environmental awareness of all employees, pay close attention to comprehensive environmental management, and improve and upgrade the environmental quality of the factory and its surrounding areas; Accelerate the progress of technical transformation and construction, strive to ensure the quality of the project, and strive to achieve production and increase efficiency on schedule.

It is necessary to strengthen the quality management of incoming clean coal, coordinate and communicate with the production quality management center and the purchasing department in time, improve the structure of incoming coal, ensure the balance of coal quality, and continuously optimize the coal blending structure according to the inventory and incoming coal, which is consistent with the annual coal blending plan. Strengthen the operation management of coal yard, ensure reasonable storage, non-mixing coal and good storage, strictly implement the "straight-taking" operation system, and strive to improve the accuracy of coal blending. Special attention should be paid to the operation and temperature management of coke oven, and the heating system should be adjusted reasonably according to the changes of furnace temperature and production plan to ensure the maturity and uniformity of coke. Do a good job in the control and coordination of the production process of coke oven and CDQ system, ensure that the CDQ rate is always stable above 93%, maintain the stability of coke quality, and create good conditions for ironmaking production. At the same time, do a good job in the training of desulfurization operators, constantly standardize the operation, and strive for a smooth start of the desulfurization system after the completion of the transformation of the recovery system, so as to increase production and efficiency as soon as possible and improve the quality of coke oven gas.

It is necessary to strengthen communication and coordination with the production quality management center, reduce the volatile matter of blended coal as much as possible and steadily reduce the consumption index of tons of coking coal on the premise of ensuring the quality of coke. It is necessary to seriously organize and carry out research on energy conservation and consumption reduction, strengthen operation management and process control, and reduce the consumption of gas, electricity, steam, water and compressed air in high-temperature and coke oven. It is necessary to strengthen the management of controllable expenses, strictly check the acquisition system and further reduce the four expenses. Quantitatively analyze each index, further formulate and improve the index improvement measures, and ensure the in-depth and continuous improvement of each index through self-management and activity-based costing.

Due to the influence of design progress and weather, the construction period of overhaul of No.3 coke oven and transformation of chemical production system was delayed for more than one month, which increased the pressure of construction period and made the work of each node more arduous.
