If the administrative counterpart violates the laws, regulations and rules of human resources and social security, it shall be given a lighter punishment in any of the following circumstances:

Article 10:
If the administrative counterpart violates the laws, regulations and rules of human resources and social security, he shall be given a heavier punishment in any of the following circumstances:
(a) plays a major role in the illegal acts of * * *;
(two) involving personal health, life safety, public safety, social stability, economic order, social insurance fund security, if the circumstances are serious or cause harmful consequences;
(three) the illegal behavior caused by the masses to reflect strongly or petition;
(four) against the interests of the disabled, the elderly, women, children, farmers and other groups;
(five) the law enforcement organs explicitly prohibit or warn the continued implementation of illegal acts through news media, announcements and other means;
(six) within 2 years after being punished, the illegal acts that violate the laws, regulations and rules of labor security occur again;
(seven) adverse effects on national, provincial and municipal key work;
(eight) do not accept inquiries or provide relevant information, unreasonably resist or obstruct the implementation of administrative law enforcement;
(9) Deliberately concealing facts, issuing perjury or concealing or destroying evidence;
(ten) refused to correct after being ordered to correct;
(eleven) to take revenge on complainants, informants, witnesses and so on;
(twelve) have the conditions stipulated by laws, regulations and rules according to law.
