The urban management departments of each district are specifically responsible for the supervision and management of the collection, transportation and disposal of kitchen waste within their respective jurisdictions.
Food and drug supervision and management, environmental protection, industry and commerce, animal husbandry and other relevant departments shall, according to their respective functions and duties, do a good job in the supervision and management of kitchen waste. Article 5 The disposal of urban kitchen waste shall follow the principles of reduction, harmlessness and recycling, and implement unified collection, transportation and centralized fixed-point disposal. Sixth kitchen waste generating units shall pay the living garbage disposal fee. Article 7 The land for kitchen waste disposal facilities shall be included in the scope of urban yellow line protection, and no unit or individual may occupy or change its use without authorization.
The construction of kitchen waste collection, transportation and disposal facilities shall conform to the kitchen waste control plan and relevant national technical standards. Article 8 The catering trade association shall formulate the industry self-discipline system, and urge its member units to strengthen the management of the generation, transportation and transportation of kitchen waste. Article 9 The urban management department shall establish an information exchange mechanism for the management of kitchen waste. Urban management, food and drug supervision and management, environmental protection, industry and commerce, animal husbandry and other relevant departments shall enjoy the following relevant information obtained in daily management activities in a timely manner:
(1) Information on the business place, business scope, business subject and license period of the catering service unit;
(two) the type and quantity of kitchen waste;
(3) Issuing service licenses for collection, transportation and disposal;
(4) Harmless treatment and resource utilization of kitchen waste;
(five) the handling of illegal activities of kitchen waste generation, collection, transportation and disposal units;
(six) the handling of complaints and reports.
All relevant departments should make full use of the management information of kitchen waste to strengthen supervision, and promptly investigate and deal with the illegal acts of kitchen waste generation, collection, transportation and disposal units. Tenth units engaged in the collection, transportation and disposal of urban kitchen waste shall obtain the service license for the collection, transportation and disposal of urban kitchen waste. Eleventh urban management departments should determine the units that have obtained the service license for the collection, transportation and disposal of kitchen waste through public bidding.
The urban management department shall sign an agreement with the winning bidder to clarify the service scope, service period, service standard and liability for breach of contract. Article 12 Units that generate, collect, transport and dispose of kitchen wastes shall establish ledgers to truly and completely record the types, quantities, destinations and uses of kitchen wastes. The retention period of ledger data is not less than 2 years. Thirteenth kitchen waste generating units shall comply with the following provisions:
(a) kitchen waste should be collected and stored separately, and it is forbidden to mix it with disposable tableware, beverage containers, plastic tablecloths and other solid domestic waste;
(two) set up a standard kitchen waste collection container, not bare storage of kitchen waste, and keep the collection container and the surrounding environment clean and tidy; The collection container shall be kept intact and sealed, and the words kitchen waste collection container shall be marked;
(three) according to the requirements of environmental protection, set up oil-water separator or oil-water isolation tank and other anti-pollution facilities, and maintain normal use;
(four) timely delivery of kitchen waste to the licensed kitchen waste collection and transportation unit for collection and transportation, so as to achieve Nissan Nissin;
(five) other provisions made by laws, regulations and rules. Fourteenth kitchen waste collection and transportation units shall comply with the following provisions:
(a) timely collection and transportation of kitchen waste to the kitchen waste generating unit;
(two) equipped with special transport vehicles and related transfer facilities, and keep them in good condition and clean;
(three) the implementation of closed transportation, transportation process shall not drip, spill, transportation shall not be naked storage;
(four) timely delivery of the collected kitchen waste to the unit that has obtained the license for the disposal of kitchen waste;
(five) to formulate an emergency plan for the collection and transportation of kitchen waste and report it to the urban management department for the record;
(six) other provisions of laws, regulations and rules. Fifteenth kitchen waste disposal units shall comply with the following provisions:
(a) equipped with disposal equipment and facilities in accordance with the requirements, to ensure the good operation of equipment and facilities, due to normal maintenance or update need to suspend the operation of disposal facilities, it should be reported to the urban management department in advance 15;
(two) in accordance with the relevant provisions of the state and technical standards for the disposal of kitchen waste, kitchen waste that can not be recycled should be treated harmlessly;
(three) strictly abide by the relevant provisions of national, provincial and municipal environmental protection in the process of kitchen waste disposal, and take effective prevention measures to ensure the discharge standard;
(four) the products produced by the resource utilization of kitchen waste shall meet the requirements of relevant quality standards, and shall be reported to the relevant administrative departments for the record according to law;
(five) to formulate an emergency plan for the disposal of kitchen waste and report it to the urban management department for the record;
(six) other provisions of laws, regulations and rules.
