Enterprises, institutions, social organizations and other social organizations with legal personality, or China citizens with political rights and full capacity for civil conduct may apply for the establishment of vocational training institutions.

The basic conditions for the establishment of vocational training institutions include:

(1) Having an organizational structure and management system: including the school charter and development planning, teaching management, teacher management, student management, financial and health safety management, equipment management and other systems.

(2) Having teachers and managers suitable for the applied vocational training activities;

1, should be equipped with a full-time principal, who should have a college degree or above, intermediate professional and technical post qualifications or national vocational qualifications above Grade III, and have more than 2 years of vocational education and training experience;

2, full-time teaching management personnel should have a college degree or above and intermediate professional and technical titles or national vocational qualification level 3 or above, with more than 2 years of vocational education and training experience;

3, should be equipped with relevant personnel engaged in vocational guidance and employment services;

4, financial management personnel should have the qualification certificate of financial personnel;

5, full-time teachers are generally not less than 1/4 of the total number of teachers, and each training major (type of work) is equipped with at least two theoretical teachers and practical guidance teachers. Both theoretical teachers and practical guidance teachers should have the required teacher qualifications.
