All the arrivals and returnees who have lived in the epidemic-related high-risk areas in China within 1.14 days will be subjected to medical observation measures of 7 days of centralized isolation and 7 days of home isolation, and the nucleic acid detection will be carried out 1 times on the 1 th, 4 th, 7 th, 11 th and 14 th days respectively.
those who have lived in the counties (cities, districts and banners) where the epidemic-related medium and high-risk areas are located within p>2.14 days, and those who have arrived in the counties (cities, districts and banners) where the medium and high-risk areas are located before they are released, must report to the local communities (villages) before they arrive, and the transit cities can check the negative certificate of nucleic acid test and the green code of health code within 48 hours after they arrive, and they will be released.
3. Arrivals from other counties (cities, districts and banners) in the city where the middle and high-risk areas are located need to hold negative nucleic acid test certificates within 48 hours. After arrival, the negative nucleic acid test certificates and the green code of health code can be released within 48 hours in the transit city. Home health monitoring measures will be implemented for 7 days after arrival at the residence destination, and nucleic acid tests will be carried out for 1 times on the 1 th, 4 th and 7 th days respectively.
4. People from other low-risk areas outside the province should hold negative proof of nucleic acid test within 48 hours upon arrival, report to the local community (village) and unit as soon as they arrive at their residence destination, and conduct 1 more nucleic acid tests within 24 hours. Do a good job of self-health monitoring for 7 days, and seek medical advice in time if you have symptoms such as fever, dry cough and fatigue.
5. Arrivals and returnees after the expiration of direct entry quarantine in Harbin are strictly "point-to-point" closed-loop transported to the territory, and 14-day home health monitoring measures are implemented. If the entry personnel's living conditions are not up to standard (poor living conditions, poor ventilation, etc.), centralized health management is required. During the period of home health monitoring, all inbound arrivals and returnees are given "yellow code" and are not allowed to go out. During this period, they are not allowed to participate in various group activities, and they are not allowed to have meals or gather at home. On the second, seventh and fourth days, they are given 1 nucleic acid tests respectively. The arrival and return personnel released from the first entry place in other provinces shall fill in the corresponding days of centralized isolation and health monitoring and the number of nucleic acid tests according to the prescribed time limit.
6. College students who have returned from epidemic-related cities outside the province, if they hold a letter of return (certificate) issued by the epidemic prevention and control headquarters of the city where the school is located, prove that they have been in a low-risk area and have always been under closed management, and the results of many local nucleic acid tests are negative, they can return to their places of residence "point-to-point" with the negative certificate of nucleic acid test within 48 hours and the green code of health code, implement home health monitoring measures for 7 days, and carry out 1 nucleic acid tests on the 1 th, 4 th and 7 th days respectively.
7. People from all over the province and cities should strengthen personal protection and move freely and orderly with the green code of health code, without providing negative proof of nucleic acid test. People leaving or entering the land border port cities must hold negative nucleic acid test certificates within 48 hours.
8. Persons who need medical observation in home isolation need medical observation at centralized isolation points until the isolation period expires if they have no local residence or their residence does not meet the conditions for home isolation observation. People who need home health monitoring should not go out unless it is necessary, do not participate in various group activities, have dinner or gather together, and report their health status according to community requirements. During the period of home health monitoring, except for the health code of the inbound returnees, other personnel can be given a "yellow code" if the local headquarters has the conditions for on-site sampling, and the municipalities can judge and implement it by themselves, and the personnel given a "yellow code" are not allowed to go out.
9. Counties (cities, districts and banners) that have reported 1 or more local cases in China have not adjusted and announced the risk level, and if there is a risk of community transmission after expert evaluation, it is regarded as a medium-high risk area; If the epidemic area is adjusted to a low-risk area, the investigation and control policy will be automatically terminated.
11. Close contacts of close contacts, close contacts of close contacts, time and space companions and residents in key areas identified by the epidemic investigation and local investigation shall be implemented according to the original control policies.
