The term "public safety video image information system" as mentioned in these Measures refers to a system that uses video image acquisition technology and equipment to collect, transmit, display and store image information in places and regions involving public safety. Article 3 The municipal, district (city) people's governments shall strengthen the organization and leadership over the work of video image information systems, establish inter-departmental coordination mechanisms, and incorporate the construction of video image information systems into urban and rural planning and smart city construction.
The public security organs shall be responsible for the guidance, supervision and management of the planning, construction, management and application of the video image information system within their respective administrative areas.
Development and reform, industry and information technology, finance, natural resources and planning, housing and urban construction, urban management, market supervision, big data, transportation, emergency management and other departments shall do relevant work according to their respective responsibilities.
The supervision departments of various industries and systems shall guide and inspect the planning, construction, management and application of video image information systems in their own industries and systems. Article 4 The construction and application of video image information systems shall follow the principles of unified planning, overall consideration, resource sharing and legal use. Article 5 The construction and application of video image information systems shall not reveal state secrets and commercial secrets, and shall not infringe upon personal privacy and other legitimate rights and interests. Chapter II Planning and Construction Article 6 The public security organ shall, jointly with the development and reform, big data, emergency management and other relevant departments, formulate plans for the construction of video image information systems within its administrative area, and report them to the people's government at the same level for approval before implementation.
The planning and construction of video image information system should make full use of existing network resources and avoid repeated construction.
Encourage the construction of video image information system facilities consistent with the landscape environment. Article 7 Video image information systems shall be built in the following places and areas involving public safety:
(1) Main roads, squares, tunnels (underground passages), bridges, etc. ;
(two) airports, ports, stations, docks and other transportation hubs, buses, rail transit, ferries and other public transport;
(three) large-scale material storage units, large-scale energy and power facilities, water conservancy facilities and urban water, electricity, gas and heat supply facilities, gas stations and refined oil warehouses;
(4) Units that develop, produce, sell and store dangerous goods or experiment and preserve infectious strains and viruses;
(five) radio stations, television stations and other important news units, telecommunications, postal delivery logistics, finance and other units;
(six) commercial centers, educational, scientific research and medical institutions, cultural and sports entertainment places, tourist attractions, key cultural relics protection units, etc.;
(seven) residential quarters, accommodation and catering service units, farmers' markets, public parking lots and public areas;
(eight) precious metals, jewelry business places, flea markets, important parts of pawn shops, securities, bills manufacturing or centralized storage places;
(nine) other places and areas involving public safety.
The municipal competent department of video image information system construction may determine other places and areas where the video image information system should be installed according to needs, and report to the municipal government for approval.
In the construction of public security video image information systems around military restricted zones and military administrative zones, the opinions of military facilities management units shall be solicited. Eighth urban trunk roads, important traffic intersections, bridges, tunnels and key areas involving public safety shall be organized and implemented by the relevant departments of the municipal and district (city) governments.
Places and areas where video image information systems should be built outside the provisions of the preceding paragraph shall be organized by the management and use units.
Other units and individuals are not allowed to build video image information systems in public places without authorization. Article 9 It is forbidden to install video image information systems in hotel rooms, dormitories, public bathrooms, toilets, changing rooms, nursing rooms, fitting rooms and other places and areas involving citizens' privacy.
In places and areas where video image information systems should be built, if video image acquisition equipment is installed, measures should be taken to prevent invasion of personal privacy. Tenth new construction, renovation and expansion projects should install video image information system, video image information system should be designed, constructed and put into use at the same time as the main project. Eleventh the construction of video image information system, the construction unit can choose qualified security technology prevention products and security technology prevention system design, construction and maintenance units. Public security organs and other administrative departments shall not designate brands and sales units of products, nor design, construction and maintenance units. Twelfth the construction of video image information system, shall comply with the relevant national standards and technical specifications published by the relevant government departments.
