The notice pointed out that in order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, fully implement the tasks of "six stabilities" and "six guarantees", further solve the outstanding difficulties and problems currently faced, and solidly promote the work of "ensuring residents' employment, basic livelihood and market players", the following measures are now formulated to promote the development and increase employment opportunities of market players such as self-employed individuals and small and micro enterprises, on the basis of a series of policies and measures already issued in the early stage.

first, increase tax exemption.
