Article 22

The state implements hygiene license management in public places except parks, sports venues and public transportation. After obtaining the business license issued by the administrative department for industry and commerce, the operators of public places shall also apply to the health and family planning administrative department of the local people's government at or above the county level for a health license in accordance with the regulations before starting business.
