template of environmental assessment report
template of environmental assessment report, EIA can be divided into three types: report form, report form and registration form, among which report form is the most mainstream EIA project. In recent years, many enterprises have not approved the construction first, resulting in fines. Enterprises should report EIA projects in advance! The template of environmental assessment report is shared below. Environmental assessment report 1
How to handle the EIA procedures? Handling process of EIA report
Environmental impact assessment is referred to as EIA for short, which refers to the method and system of analyzing, predicting and evaluating the possible environmental impact after the implementation of planning and construction projects, putting forward countermeasures and measures to prevent or mitigate adverse environmental impact, and tracking and monitoring. It can be simply understood as analyzing the possible impact on the environment after the project is completed and put into use, and then putting forward pollution prevention countermeasures and control measures.
I. determining the classification of environmental impact assessment of construction projects
before the construction of the project, the construction unit shall confirm whether the construction project belongs to a report, a report form or a registration form in accordance with the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on Environmental Protection Management of Construction Projects and other relevant environmental laws and regulations.
environmental assessment report: enterprises or units that have serious environmental impact or pollution around them need to make environmental protection reports.
EIA report form: enterprises or units that have general environmental impact or pollution on the surrounding areas need to make an environmental report form.
EIA registration form: enterprises or units that have no environmental impact or pollution around them need to make an environmental registration form.
before doing the environmental impact assessment of construction projects, for the long-term development of enterprises, enterprises should first consider the following three aspects:
Whether the project will land in the planned park, if other things are the same, it is recommended to give priority to the park that has done the environmental impact assessment of planning.
if the pollution of the project is serious, whether the site selection of the project is reasonable and whether it is close to the sensitive points of the surrounding environment, consider the possibility of expanding the plane layout of the pollution production workshop of the project in advance.
whether the project conforms to local environmental protection planning and industrial policies.
if there is no problem in evaluating the above three points, you can proceed to the next step.
second, choose the EIA unit
if it belongs to the registration form category, the procedure is very simple, just fill in the relevant information as required for online filing, and there is no need to entrust the EIA unit to handle it.
if the report or report form is prepared, according to the reform plan of the 13th Five-Year Plan for EIA, the threshold of EIA units is not limited, and the EIA report is commissioned by units that meet the relevant national requirements, and the EIA units with good industry reputation, professionalism and good service are found to cooperate with and not blacklisted, so as to avoid unnecessary troubles in the EIA process. Sign a formal EIA entrustment contract, and specify the EIA cost (including environmental monitoring cost and expert review cost), project schedule and responsibilities of both parties.
III. Cooperate with the EIA unit to prepare the EIA report
Provide the project feasibility report or written summary materials, project approval, investment situation, project plan, project overview, project pollution situation, planned use of environmental protection facilities and other materials and information to the EIA unit, and arrange the technical personnel of the enterprise to communicate with the EIA unit, so that the EIA unit can know the project technological process and pollution production links in detail and accurately. Enterprises cooperate with EIA units to prepare relevant information and environmental monitoring data required for EIA approval.
IV. Examination and approval of environmental impact assessment
According to the Environmental Impact Assessment Law, the time limit for project examination and approval for preparing a report is 61 working days, the report form is 31 working days and the registration form is 15 working days.
examination and approval of environmental impact report of construction project
application for approval of environmental impact assessment document of project by the construction unit
explanatory materials for full disclosure of environmental impact assessment document according to regulations (including public draft of environmental impact report of construction project, Description of whether the construction project involves state secrets, commercial secrets and personal privacy matters)
Environmental impact report of the construction project
Description of public participation
Examination and approval of the environmental impact report of the construction project
Description materials for the full disclosure of the environmental impact assessment documents according to regulations (including the public draft of the environmental impact report of the construction project, Description of whether the construction project involves state secrets, commercial secrets and personal privacy matters
Application for the approval of the project environmental impact assessment document by the construction unit
The application materials required by different places are inconsistent. Please consult the local protection department for details.
with the assistance of enterprises, the EIA unit completes the compilation of relevant materials and submits them to the environmental protection department for examination and approval. If there are any problems, it will inform the applicant to make corrections at one time, and after passing the examination, it will be approved by the EIA and publicized.

V. Acceptance of EIA
After the environmental protection report is approved, the enterprise starts construction according to the requirements of EIA approval, and applies for acceptance after completion.
the enterprise entrusts the environmental monitoring agency to carry out the acceptance inspection project after the completion of the main project and environmental protection facilities;
after the inspection agency has passed the acceptance monitoring, it shall submit the environmental protection acceptance data for the completion of the construction project to the relevant environmental protection department for approval;
the environmental protection department shall conduct on-site inspection and acceptance (the project accepted by the environmental protection sub-bureau shall organize the acceptance by itself
The environmental protection acceptance of the completed construction project meets the requirements of relevant specifications, and the acceptance shall be approved and the acceptance opinions shall be issued; For those who are unqualified, issue unqualified opinions and make rectification, and re-apply for acceptance after rectification and improvement. Environmental impact assessment:
Environmental impact assessment, referred to as EIA, refers to the method and system of analyzing, predicting and evaluating the possible environmental impact after the implementation of planning and construction projects, putting forward countermeasures and measures to prevent or mitigate adverse environmental impact, and tracking and monitoring. Generally speaking, it is to analyze the possible impact on the environment after the project is completed and put into operation, and put forward pollution prevention countermeasures and measures.
Why environmental impact assessment is needed:
The Law of the People's Republic of China on Environmental Impact Assessment was revised at the 21st meeting of the 12th the NPC Standing Committee (July 2, 2116). Article 3 Environmental impact assessment shall be conducted in accordance with this Law when projects that have an impact on the environment are built within the territory of the People's Republic of China and other sea areas under the jurisdiction of the People's Republic of China. Therefore, newly-built enterprises must make an EIA report and submit it to the environmental protection administrative department for approval and acceptance.
EIA includes the following contents:
(1) General situation of construction projects;
(2) the present situation of the surrounding environment of the construction project;
(3) Analysis, prediction and evaluation of the possible impacts of construction projects on the environment;
(4) Environmental protection measures for construction projects and their technical and economic demonstration;
(5) the economic profit and loss analysis of the environmental impact of construction projects;
(6) Suggestions on implementing environmental monitoring for construction projects;
(7) conclusion of environmental impact assessment.
Classification of environmental impact assessment:
According to the degree of environmental impact of construction projects, the state implements classified management on environmental impact assessment of construction projects.
(1) If it may cause significant environmental impact, an environmental impact report shall be prepared to comprehensively evaluate the environmental impact;
(2) If it may cause slight environmental impact, an environmental impact report form shall be prepared to analyze or specially evaluate the environmental impact;
(3) If there is little impact on the environment and it is unnecessary to carry out environmental impact assessment, an environmental impact registration form shall be filled in. Environmental assessment report 3
How to prepare an EIA report form
According to the provisions of the EIA Law and the EIA Technical Guidelines, the preparation of the EIA report form should set up special topics such as project overview, current situation investigation, engineering analysis, environmental impact prediction, environmental impact assessment, cleaner production, total amount control, economic profit and loss analysis, etc. according to the engineering characteristics and environmental characteristics of the construction project; In practical work, it should be treated differently according to the specific situation and technological process of the project, pollutant discharge, ecological environment impact and so on.
When preparing EIA documents, such as report forms, the project site and the area where it is located should be surveyed according to the requirements of the guidelines, and the status quo of its environmental elements should be grasped, and analyzed by means of mathematical modulus, material balance, analogy analysis and reference materials.
it is mainly manifested in technological process and pollution production, analysis and accounting of pollution source intensity, analysis of cleaner production level, environmental management, the relationship between general layout and external environment, storage and transportation of resources and energy, and analysis of transportation impact. Ecological impact projects should be analyzed in the whole project, the key projects should be clear, and the cumulative impact and irreversible impact should be paid attention to. Finally, the conclusions and suggestions on whether the project is environmentally feasible are drawn.
the report form or EIA document completed according to the above format and requirements can basically meet the requirements of project EIA. For some similar projects, you can also refer to previous successful cases and the content and format of EIA documents to make inferences and improve efficiency.
