The chaos of scanning code and ordering food
From the original point of view, scanning code to order food can be described as the most direct and simple value-added service of digital payment, and it is also the highest improvement of business efficiency of merchants.
Before the outbreak of the epidemic, practitioners of international cross-border payment described the benefits of overseas scanning code ordering to the mobile payment network.
Many China people travel abroad, and most of them have natural language barriers and currency exchange troubles. If there is no local electronic payment, the payment habits are different.
However, if the popular tourist attractions increase scanning code to order food, multiple problems can be solved at the same time. After customers enter the store, they can scan the code, and there are photos of dishes and Chinese details on the ordering page, and they can even add taste preference recommendations. Payment can be made in RMB, which saves the trouble of communication and currency and improves efficiency. This scheme is particularly popular in many tourist attractions frequented by China people.
In China, scanning code to order food also has excellent expressive force in reducing manpower and material costs, reducing unnecessary communication time and improving the digital management level of stores.
But if good things are abused, they will be chaotic.
Excessive information collection and abuse. Last year's 3 15 party, face information was collected without the user's consent, and the so-called "big data" of users came to the store for analysis. While scanning the code to order food, there are also many information collection requirements, such as consumption records, birthdays, avatars, nicknames, consumption habits and other data are relatively primary, and even name, mobile phone number, ID card information and so on. , greatly increasing the risk of information leakage. At the moment when telecom fraud is rampant, no one is afraid that their information will be abused.
The aging adaptability is insufficient. In order to increase their own drama ability and reduce operating costs, some restaurants force scanning codes to order food without providing other ordering methods, which brings a lot of inconvenience to the elderly who are not good at using smart phones.
Policy implementation background
Abuse of scanning code to order food is contrary to the current multiple policies.
Promote the transformation of adapting to aging. In the past two years, especially after the outbreak of the epidemic, the digital upgrade has accelerated, and the issue of aging has also received regulatory attention. The Ministry of Industry and Information Technology also urged the App to undergo aging transformation. In this context, restaurants that only support scanning code to order food are inconsistent with policy orientation.
Efforts by all parties to contain chaos
It is a good thing to scan the code and order food, but we must curb abuse and misuse, and all parties are working hard.
Since April, 20021,Shanghai Consumer Protection Committee has repeatedly called for "restaurants should not collect consumer information or collect as little as possible".
On 20021May 17, Shenzhen Consumer Council and Futian Consumer Council jointly launched "Self-discipline Commitment for Code-scanning Consumer Industry", which is the first self-discipline commitment for code-scanning consumer industry in China.
On February 22nd, 20021year, Shanghai's first Code-scanning Ordering Guide was officially released to guide operators to regulate related behaviors. The Guidelines clarify that catering service operators should follow the principles of legality, legitimacy and necessity when collecting consumer information. When providing scanning code ordering service, it should be limited to the minimum processing purpose, and consumers should not be forced to register or authorize personal information such as mobile phone numbers and micro-signals, and should not collect consumer information excessively.
Recently, a catering company in Shanghai was punished by the market supervision bureau for scanning the code to order food. The main reason is that the purpose, method and scope of collecting and using mobile phone numbers are not clearly explained to consumers in the scan code. In addition, the company did not take necessary security management measures for personal information such as mobile phone numbers collected to ensure the safety of consumers' personal information.
