Water conservancy, development and reform, public security, finance, land and resources, planning, housing construction, civil affairs, transportation, agriculture, forestry, health, industry and commerce, quality supervision, tourism, animal husbandry and fishery departments of the people's governments of cities and counties shall, according to their respective functions and duties, do a good job in the protection of drinking water sources.
The township (town) people's government and sub-district offices involved in the protection of drinking water sources in Nianyushan Reservoir shall do a good job in the protection of drinking water sources according to law within the scope of their duties.
The reservoir management agency is responsible for the daily management of drinking water sources.
Village (neighborhood) committees shall do a good job in the protection of drinking water sources in this area according to law. Article 6 The municipal and county people's governments shall organize and carry out publicity on the protection of drinking water sources, popularize laws, regulations and scientific knowledge on the protection of drinking water sources, and raise public awareness on the protection of drinking water sources. Article 7 All units and individuals have the obligation to protect the drinking water source of Nianyushan Reservoir according to law, and have the right to stop and report the acts of polluting and destroying the drinking water source of Nianyushan Reservoir.
Units and individuals that have made remarkable achievements in protecting the drinking water source of Nianyushan Reservoir shall be commended and rewarded by the municipal and county people's governments. Chapter II Protection of Water Sources Article 8 The drinking water source protection areas of Nianyushan Reservoir are divided into first-class protection areas and second-class protection areas; Designate a certain area around the drinking water source protection area as the quasi-protection area.
Scope of the first-class protected area: the area within the radius of 500 meters of the water intake, the area within the reservoir dam and its connecting highway.
Scope of the secondary protection zone: 3000m from the periphery of the primary protection zone, and the area from the northeast to the connecting line of No.3 auxiliary dam-Dam-No.25 auxiliary dam of the reservoir.
Quasi-protected area: the area outside the second-class protected area and within the highway around the lake.
The adjustment of the scope of protected areas is proposed by the Municipal People's Government and promulgated and implemented after being approved by the provincial people's government. Ninth County People's Government shall set up clear geographical landmarks, obvious warning signs and isolation protection facilities at the boundary of drinking water source protection areas.
No unit or individual may alter, damage or move geographical landmarks, warning signs and isolation and protection facilities without authorization. Article 10 The water quality of the first-class protected areas shall meet the second-class standard of "Environmental Quality Standard for Surface Water" stipulated by the state;
The water quality of the two protected areas shall meet the Class III standard of "Environmental Quality Standard for Surface Water" stipulated by the state;
The water quality of the quasi-protected area flowing into the secondary protected area shall meet the Class III standard of "Environmental Quality Standard for Surface Water" stipulated by the state. Article 11 The county people's governments, township (town) people's governments and sub-district offices involved in the protection of the drinking water source of Nianyushan Reservoir shall strengthen the comprehensive improvement of urban and rural environment, improve the facilities for the treatment of urban and rural production and domestic sewage and garbage, ensure their normal operation, and prevent the production and domestic sewage and garbage from polluting the drinking water source. Guide and encourage farmers to scientifically apply fertilizers and dispose of agricultural wastes to prevent agricultural non-point source pollution. Twelfth city and county people's governments shall, according to the needs of drinking water source protection, strengthen the protection and management of water conservation forests and wetlands in catchment areas, and improve the self-purification ability of water bodies. Thirteenth in the quasi protected areas prohibit the following acts:
(a) new construction and expansion of seriously polluted water construction projects;
(two) renovation projects to increase the amount of sewage;
(3) Deforestation and destruction of vegetation;
(4) Mining, earth borrowing, quarrying and sand mining;
(5) Reclaiming land from the sea, and building soil and dams;
(six) the use of motor vessels that are not equipped with pollution prevention equipment and equipment;
(seven) the use of explosives, poisons, electric shocks and other methods to kill aquatic animals;
(eight) the discharge and dumping of industrial waste residue, urban garbage, feces and other wastes into water bodies;
(nine) other acts that cause water pollution. Fourteenth in the secondary protected areas, in addition to the acts prohibited by the quasi-protected areas, the following acts are also prohibited:
(a) new construction, renovation and expansion of construction projects that discharge pollutants;
(2) setting up sewage outlets;
(3) fishing during the closed fishing period;
(four) cleaning vehicles or containers that have been filled with oil and toxic pollutants in water;
(5) feeding and fertilizing;
(6) building a cemetery or discarding or burying animal carcasses;
(seven) the use of pesticides, pesticides, pesticide packaging or cleaning equipment;
(eight) the construction of large-scale livestock and poultry farms and breeding communities;
(nine) the development of real estate, engaged in water catering and other water entertainment activities.
