enterprises whose delivery date is before April 31th, and whose monthly export orders amount to more than USD 1 million or whose accumulated inventory export orders amount to more than USD 3 million during February-April;

At the same time, manufacturing enterprises that have been continuously producing during the Spring Festival are allowed to continue to maintain production.
