In order to thoroughly implement the Detailed Rules for Prevention and Control of novel coronavirus after the Spring Festival Work by the Shandong Provincial Leading Group for Disposal of novel coronavirus, the Opinions of the Office of the Leading Group on Doing a Good Job in Prevention and Control of Pneumonia in Enterprises Returning to Work and the Opinions of the General Office of the Provincial Government on Supporting the Stable and Healthy Development of Small and Medium-sized Enterprises in novel coronavirus, strictly control the quality of emergency materials, coordinate economic and social development, and ensure that the prevention and control of pneumonia is in line with economic development. The relevant work requirements are as follows:

First, strictly control the quality of emergency support materials. Since the outbreak of the epidemic, the vast number of emergency materials production enterprises in our province have been stressing politics, taking care of the overall situation and listening to instructions, vigorously carrying forward the spirit of Confucian businessmen, actively fulfilling their social responsibilities, and going all out to protect Wuhan, Hubei and the whole country, showing the spirit and responsibility of Shandong enterprises in the new era. At present, epidemic prevention and control is at a critical moment. It is necessary to support and urge emergency materials production enterprises to continue to carry forward the fighting spirit and spirit of not being afraid of fatigue and continuous fighting while ensuring prevention and control safety, further expand production capacity and ensure supply. At the same time, it is necessary to strictly implement relevant national and industry standards to ensure product quality. Unqualified products will never leave the factory, can stand the inspection of any unit at any time, maintain the excellent quality and good image of Shandong enterprises and products, and make new and greater contributions to resolutely winning the epidemic prevention and control war.

Second, immediately organize enterprises to fully resume work and production. Adhere to the prevention and control of epidemic situation to stabilize the production of enterprises, ensure the prevention and control of epidemic situation by stabilizing the production of enterprises, and organize and mobilize the vast number of industrial enterprises to resume work and production. In particular, enterprises involved in ensuring urban and rural operation, epidemic prevention and control, energy supply, transportation and logistics, medical materials and daily necessities production should strictly implement epidemic prevention and control measures and immediately organize the resumption of work and production. Other enterprises should create conditions to resume work and production as soon as possible, and make greater efforts to prevent and control, protect the market, supply and growth. We should take the initiative to help enterprises solve difficulties, overcome anxiety and fear, and give precise guidance on "one enterprise, one policy". Recently, the provincial party committee and government will send supervision teams to various places to supervise and inspect the enterprises' resumption of work and production.

Third, vigorously promote the construction of key projects. Keep an eye on major projects and major projects, resume work as soon as possible if it can, and start work for organizations with conditions. Establish a list of "four batches" of projects, and promote the implementation of major projects for the conversion of old and new kinetic energy and projects signed by the Confucian Merchants Conference. Encourage the development of "zero land increase" technological transformation, roll out a new round of "technological transformation for ten thousand people" and promote the "transformation of ten thousand enterprises". Start the second batch of pilot demonstration projects of "modern advantageous industrial clusters+artificial intelligence", increase the construction of 5G networks, and actively cultivate application scenarios. Implement "elements follow the project" and give priority to ensuring the needs of key projects such as land, energy consumption and capital.

Fourth, strengthen the factor guarantee for enterprises to resume work and production. It is necessary to further strengthen the analysis of industrial operation scheduling, keep abreast of the production and operation trends of enterprises, study and formulate effective measures, and comprehensively improve coordinated services. On the basis of "one-to-one" accurate service for 1268 key enterprises, the Provincial Department of Industry and Information Technology actively cooperated with the industry and information departments at the city and county levels to * * * connect about 1000 enterprises, relying on the province's industrial comprehensive operation service platform, improve the mechanism of accepting, settling accounts and feeding back enterprise demands, and help enterprises solve possible problems in production and operation. Enterprises resumed production, and epidemic prevention supplies such as masks and disinfection supplies were insufficient. Municipalities can be summarized and reported to the Provincial Department of Industry and Information Technology for overall solution.
