In order to implement the spirit of the State Council's Decision on Vigorously Developing Vocational Education (Guo Fa [2005] No.3), promote the all-round development of all kinds of higher vocational and technical education in our province, and ensure the smooth enrollment of higher vocational education in 20 1 1 year, the relevant work requirements are hereby notified as follows:
I. Enrollment Plan
On 20 1 1 year, the counterpart enrollment of higher vocational education in our province continued to arrange enrollment plans in four professional categories1year, which were included in the total enrollment scale of enrollment institutions in that year. Enrollment institutions and professional enrollment plans will be announced to the public before volunteering.
Second, registration and physical examination
(1) Registration
The specific matters of enrollment registration of higher vocational education shall be implemented in accordance with the Notice of Shandong Education Admissions Examination Institute on Doing a Good Job in Enrollment Registration of 201ordinary colleges and universities in Shandong Province (Lu Zhaokao [2010] No.91).

(2) Physical examination
Candidates are required to have a physical examination in a hospital at or above the county level designated by the county (city, district) Admissions Office, and the admissions school will have a physical examination after admission. Those whose physical examination conclusions are inconsistent with their physical condition due to fraud will be dealt with according to the relevant regulations of the Ministry of Education.
Third, examination and marking.
(1) Test life system, printing, transportation and storage
The entrance examination for higher vocational education is a unified examination for provincial education, and the examination questions, answers and grading standards are state secrets. The relevant units should conscientiously implement the security measures for examination questions, printing, transportation, storage and other links to ensure foolproof.
Designated units shall implement the system of examination questions and closed management. The printing of test questions is undertaken by the confidential printing house. The Provincial Education Admissions Examination Institute signed an agreement with relevant units on the life system and printing of test questions. The enrollment offices (centers) of each city received the test questions on May 19. After the exam, send the test paper to the designated marking point on May 23rd.
(2) Examination subjects
20 1 1 The "3+2 comprehensive" examination form will continue to be implemented in the annual cultural examination. Full marks in all subjects: Chinese, Mathematics and English 100, professional theory synthesis and professional practice synthesis, 200, with a total score of 700. Among them, professional theory synthesis includes professional basic courses that must be offered in this major, and professional practice synthesis includes professional technical courses and practical training courses. Examination questions are still divided into objective questions and subjective questions.
"Shandong province 20 1 1 year higher vocational education entrance examination outline" was compiled by the provincial teaching research office.
(3) Examination arrangement
20 1 1 The entrance examination time for higher vocational education is from May 2 1 to May 22. The specific schedule is as follows:

The Provincial Education Admissions Examination Institute will arrange the admission ticket number and examination room in a unified way, and the municipal admissions (examination) offices (centers) will print the "Admission Ticket for the 20 1 1 annual unified examination for higher vocational education in Shandong Province" and distribute it to the candidates before the examination. Candidates take the unified culture examination in Shandong Province with the "Shandong Province 20 1 1 Higher Vocational Education Unified Examination Admission Ticket" and the second-generation ID card.
Test sites and examination rooms are still centrally set up by the municipal enrollment (examination) offices (centers). The organization and implementation of the examination shall be carried out in accordance with the requirements of the Detailed Rules for the Implementation of the Entrance Examination for Higher Vocational Education in Shandong Province 20 1 1.
(4) Marking and grading
The marking and grading of the entrance examination for higher vocational education is managed by the Provincial Education Entrance Examination Institute, and will be conducted from May 24th to 3rd1. All exam subjects are marked online. The objective papers are audited by the Provincial Education Admissions Examination Institute, and the subjective questions are audited by the marking points.
Marking papers is an important part of the entrance examination. The marking point should set up a marking work leading group headed by the person in charge of the school to strengthen the organization and management of marking work. From the composition of marking personnel, marking places, marking equipment to the rules and regulations, working procedures, security and confidentiality, logistics support and other aspects of marking work, we must formulate strict plans and make various preparations in advance. At the same time, further improve the working mechanism, strengthen the management of marking process, strictly observe the marking discipline, strictly grasp the marking standards, and ensure the marking quality.
Fourth, fill in the volunteers
20 1 1, our province implements online voluntary reporting for counterpart enrollment in higher vocational colleges. Candidates choose the corresponding schools and professional volunteers according to the college enrollment plan published in "Shandong Province 20 1 1 Guide to Filling in Volunteer Enrollment for Ordinary Colleges and Universities" and according to the professional categories that have been filled in by the county (city, district) Admissions Office. You can't fill in the information across categories, otherwise you can't file, and the candidates themselves are responsible for the consequences.
The enrollment of undergraduate and junior college students in higher vocational colleges is implemented in batches, which is synchronized with the corresponding batch of voluntary reporting time in ordinary colleges and universities. The way and time of volunteering will be notified separately.
Fifth, the admission of investment files.
Higher vocational education counterpart enrollment work under the leadership of the provincial admissions committee. Before the undergraduate fills in the volunteer, the undergraduate fills in the volunteer qualification line, before the junior college fills in the volunteer, the junior college fills in the volunteer qualification line. At the time of filing, according to the scores of various candidates and the enrollment plans of various majors, the minimum admission control scores of various majors are delineated respectively; For the minimum admission control scores of various professional categories, according to the prescribed proportion of filing and the voluntary filing reported by candidates. According to the results of candidates, the admissions institutions enroll students from high scores to low scores according to professional categories.
Sixth, higher vocational colleges enroll students separately.
Candidates who take the separate entrance examination for higher vocational education must go through the registration formalities within the time specified by the provincial education entrance examination institute. Candidates who have not gone through the registration procedures will not be admitted.
Colleges and universities that recruit technical school graduates and special education candidates must formulate corresponding enrollment implementation plans, which must be publicized on their websites for at least 10 working days, and reported to the provincial education entrance examination institute for examination and filing. At the same time, the website of the provincial education entrance examination institute must be publicized for at least 10 working days. The admissions institution shall be responsible for the whole process of registration, examination and admission based on the principles of fairness, impartiality and openness.
Before mid-May, all enrollment institutions should organize candidates to take the exam and do a good job in marking and scoring. Before the end of May, the admissions institution shall provide the score database of all candidates and the database of candidates to be admitted (text and electronic version each 1 copy) according to the specified database structure (see Annex II), and go through the admission procedures after passing the examination by the Provincial Education Admissions Examination Institute.
Seven. Strengthen leadership
Counterpart enrollment in higher vocational education is an important part of college enrollment. Enrollment institutions and enrollment schools at all levels should strengthen the management of counterpart enrollment in higher vocational colleges, strictly enforce enrollment discipline, strict enrollment procedures, improve enrollment transparency, and severely deal with those who practice favoritism and malpractice to ensure the smooth completion of this work.
After new students enter the school, the admissions school should carefully examine the candidates. Candidates who do not meet the requirements for registration or have fraudulent behavior will be disqualified.
