On February 27th, the Housing and Urban-Rural Development Bureau of Shijiazhuang issued "Several Measures to Support the Construction Industry and Real Estate Industry to Resume Work during the Prevention and Control of COVID-19 Epidemic". The "Measures" show that in order to support the construction industry and real estate industry in our city to actively cope with the impact of the COVID-19 epidemic and promote the project to resume work as soon as possible, according to the relevant requirements of the "Policies and Measures for Promoting the Resumption of Construction Industry and Real Estate Industry in the Province" issued by the Provincial Department of Housing and Urban-Rural Development, and in combination with the actual work in our city, we will make overall plans for the resumption of work and do the following 17 measures:
1. Adhere to the orderly promotion of zoning;
2. Implement the responsibility of epidemic prevention and control and safety production;
3. Implement the leadership contract system for key projects;
4. Implement online approval and face-to-face approval;
5. Ensure the supply of building materials;

7. Ensure that the project funds of the enterprise are paid in full and on time;
8. Allow enterprise epidemic prevention and control expenditure to be included in the cost;
9. Reduce the pressure of enterprise housing provident fund deposit;
11. Extend the validity period of enterprise qualification and personnel qualification;

12. Promote housing transactions and consumption;

14. Strengthen the employment assistance of enterprises;
15. Optimize the fire protection design and acceptance process;
16, implement the whole process of electronic bidding for construction projects;

Among them, it is worth noting that during the epidemic prevention and control period and within 6 months after the end, the municipal and county administrative examination and approval (housing and construction) departments can adjust the examination and approval conditions for pre-sale permits for projects that have obtained construction permits, and adjust the image progress requirements to not less than 25% of the completed investment for pre-sale buildings. At the same time, the proportion of pre-sale key funds supervision was reduced from 41% to 31%; The pre-sale fund supervision department may, according to the application of the enterprise, approve the enterprise that implements the fund supervision measures to apply for allocating key supervision funds in advance across a node. During this period, the pre-sale funds allocated can be used for expenses related to project epidemic prevention.
Other measures also support real estate enterprises to use online sales platform to sell houses. Commercial housing sales department and real estate agency stores can meet the requirements of epidemic prevention and control (see the annex for specific requirements), and can be opened to the public by telephone reservation and one-on-one reception with the consent of the local housing and construction department. Implement online booking for business such as house purchase qualification certificate and commercial housing contract filing. For the buyers who fail to pay social insurance premiums due to the epidemic situation, if they pay back in time after the prevention and control of the epidemic situation in the whole province, they will be regarded as continuous payment, and the qualifications of individual buyers will not be affected.
