(7) to carry out investigation and study on the promotion and use of the national common language;
(8) Other duties as stipulated by laws and regulations.

Article 6 The people's governments at or above the county level and their relevant departments shall, in accordance with the evaluation standards and methods of the national common language work, carry out inspection and evaluation of the national common language work within their respective administrative areas and systems, and commend the units and individuals that have made remarkable achievements. Seventh state organs and institutions with the function of managing public affairs use Putonghua and standardized Chinese characters as the official language.

Article 11 Putonghua should be used as the basic language in the following situations:
(1) the language used in movies and TV plays;
(2) Chinese audio-visual products and audio electronic publications;
(3) explanations of sports meetings, expositions, concerts and celebrations;
(4) explanations of exhibition halls, museums, memorial halls and science and technology museums;
(5) Tour guide, broadcasting, telephone service, etc. serving the public. Article 12 The level of Putonghua of the following personnel shall reach the grade standard stipulated by the state:
(1) The announcers, program hosts and film and television drama actors of radio stations and television stations shall reach Grade B or above, among which the announcers and program hosts of provincial radio stations and television stations shall reach Grade A;
(2) Teachers have reached Grade II or above, among which Chinese teachers, kindergarten teachers and teachers teaching Chinese as a foreign language have reached Grade II or above, and Putonghua teachers and phonetics teachers have reached Grade I or above; Other school personnel have reached Grade III and Grade A or above;
(3) Those who are engaged in broadcasting, explanation, telephone service, tour guide and other work languages in the public service industry have reached Grade II or above;
(4) The staff of state organs have reached Grade III or above. Thirteenth people who use Putonghua as their working language have not yet reached the national standard of Putonghua, and should be trained. Fourteenth participants in the Putonghua proficiency test, who meet the prescribed grade standards, shall be awarded the Putonghua proficiency test grade certificate by the provincial language and writing department. Fifteenth state organs and institutions with the function of managing public affairs can use dialects when performing official duties according to the needs of communication and exchange.
