Chapter II Planning and Construction of Parking Lot Article 6 The municipal competent department of urban and rural planning shall, jointly with the municipal public security and traffic management departments and units, formulate a special plan for motor vehicle parking lot according to the requirements of the overall urban planning of Puyang City, and organize its implementation after examination and approval according to the prescribed procedures. Article 7 The municipal competent department of urban and rural planning shall, according to the urban development and urban planning, organize the compilation of parking space standards for buildings, and shall solicit the opinions of relevant departments or units such as municipal housing construction, public security and traffic management, and report them to the municipal government for approval before implementation. Public parking lots and self-built parking lots shall be subject to the guidance and supervision of public security traffic management departments and traffic safety management. The temporary use is strictly in accordance with the relevant provisions of the state and cannot affect the land supply.

Article 14 When building, rebuilding or expanding a public parking lot, traffic signs, traffic markings, traffic lights, crash barriers and other traffic facilities shall be planned, designed and built simultaneously in accordance with national standards, and checked and accepted in accordance with relevant state regulations. Those that have not been checked and accepted or are unqualified shall not be delivered for use. Fifteenth parking lots should have lighting, drainage, ventilation, fire fighting, anti-theft and other necessary facilities according to the needs, and maintain its normal operation.

Chapter III Management of Parking Lot Article 16 Public parking lots invested and built by the government shall be operated and managed by professional parking lot management units through public bidding.
