chapter one

Article 1 In order to strengthen safety management, improve the safety awareness of all employees, strive to ensure the safety of people's lives and property, put an end to or reduce all kinds of accidents, and promote the steady development of enterprises, these regulations are formulated in light of the actual situation of the head office.

Article 2 The term "safety management" as mentioned in these Provisions includes traffic safety management, labor safety management, fire safety management and internal security management.

Article 3: Safety management follows the principle of "safety first, prevention first", with one vote veto. All cadres and workers of the head office must strictly abide by these regulations.

Article 4: The Security Department of the Head Office shall be responsible for the implementation of these Provisions.

Chapter II Safety Management Organization

Article 5: The highest authority of the safety management of the head office is the Safety (Fire Protection) Production Committee, and the major safety problems of the head office must be studied and solved by the Safety Fire Protection Production Committee.

Article 6: As a full-time safety management department, the head office shall set up a safety department, which shall be responsible for implementing the principles and policies of safety production, checking and implementing various safety management rules and regulations, implementing safety measures, and being responsible for safety publicity and education to ensure the smooth progress of safety production.

Article 7: All units affiliated to the Head Office shall set up a safety leading group, headed by the main person in charge of the unit, with a safety team under it and full-time (part-time) safety officers. Obey the supervision, inspection and guidance of the security section in business.

Chapter III Leadership Responsibility System

Article 8: The general manager of the head office is the first person in charge of enterprise safety and bears the main leadership responsibility for safety work. The deputy general manager in charge of safety is responsible for the specific daily safety management work, is responsible to the general manager, and has an important responsibility for safety work. Other deputy general managers assist in safety work and assume coordination and management responsibilities.

Article 9 The principal responsible persons of all units affiliated to the Head Office are the first responsible persons of secondary units for safety, and they are mainly responsible for the safety work of their own units according to the principle of "whoever is in charge is responsible". The competent leader has an important responsibility for the safety work of the unit. In case of major traffic accidents, fire accidents, industrial accidents, public security or criminal cases, the competent leaders must personally go to the scene to investigate and deal with them, and write a written report to the head office or relevant departments.

Article 10: The safety section chief shall comprehensively organize and coordinate the safety work, and be responsible for the implementation of daily work under the leadership of the competent manager.

Article 11: The responsible persons of all units should give priority to safety work and strictly observe the "five simultaneities" of safety production.

Chapter IV Traffic Safety Management

Safety management of the first driver

Twelfth driver safety management to implement the principle of "strict examination, three levels of approval, certificates, risk, to ensure safety".

Article 13: Management of Newly Recruited Drivers:

(1) To recruit a driver, I must write an application, and after being notified by the office, the security department will report it to the head office for research and approval after passing the examination.

(2) The hired driver must pay the safety risk of mortgage 10000 yuan to the head office. If there is an accident or violation of discipline, points will be deducted according to relevant regulations. If there is no such situation, you can return it. At the same time, you must also pay the training fee 1500 yuan (non-refundable). However, for drivers who are officially assigned or transferred, they can charge a one-time safety risk of mortgage of 5,000 yuan and a training fee of 500 yuan (non-refundable) before they can become motor vehicle drivers of the head office and practice with the vehicle for at least one month before they can take over or contract vehicles.

(3) Hiring drivers must seriously abide by the management regulations of the head office, obey management and safeguard the interests of the head office.

Article 14: If the owner himself is the driver, he must pay 5,000 risk of mortgage to the head office. After passing the examination by the Security Department of the Head Office in conjunction with relevant departments, a driving license will be issued. Only with this driving license can he drive a vehicle registered by the head office.

Article 15: The owner of the contract must hire drivers from the motor vehicle drivers of the head office, and shall not hire foreign units or personnel without motor vehicle driver qualification to get on the bus. If an accident occurs when a driver is hired without permission, the loss shall be borne by the contract owner. The company does not pay the accident expenses in advance, and in principle does not send people to participate in the accident handling. A fine of 300-500 yuan will be imposed every time it is found that a non-motor vehicle driver is employed to work on the roof privately.

Sixteenth head office owners and drivers must sign a letter of responsibility for traffic safety and a letter of commitment for traffic accidents. If an accident occurs without signing the contract, it will be fined at 10% of the total loss, and you will not enjoy safety award. In principle, the Head Office will not send people to participate in accident mediation.

Second, safe driving

Article 17: Drivers affiliated to the head office must obey safety management, consciously abide by traffic regulations and safety management systems, strictly abide by safety operation rules, drive in a civilized manner, and strictly prohibit "three overtaking" (speeding, overloading and fatigue) to ensure driving safety.

Article 18: Vehicles entering and leaving the station must comply with the safety management regulations of the station. One-way operation line of more than 400 kilometers (more than 600 kilometers in expressway) vehicle travel time shall not exceed 3 hours, and the cumulative travel time within 24 hours shall not exceed 8 hours.

Article 19 It is strictly forbidden to take apprentices without permission, and it is strictly forbidden to give cars to people who have no driver's license and whose driver's license does not meet the requirements. Found a fine of 300-500 yuan.

Twentieth drivers must be equipped with and keep the fire fighting equipment, anti-freezing equipment, anti-skid equipment and road blocking equipment on board, and ensure that they are complete and easy to use. Passengers are prohibited from refueling, DC manual fuel supply, neutral flameout and taxiing.

Twenty-first vehicles must comply with the "Road Traffic Safety Law", "expressway Management Measures" and the speed limit regulations of the head office.

Twenty-second: the driver must consciously do a good job in the vehicle "three diligence and three"

Inspection work, careful care, inspection and maintenance, make the technical condition of the vehicle meet the safety requirements, and avoid accidents caused by mechanical failure. At the same time, it is necessary to maintain a good appearance of the car, accept the inspection of the car condition of the head office, rectify hidden dangers in time, resolutely put an end to the "sick" car driving, test it according to the specified time, and report to the class in a qualified form.

Twenty-third: the station and passengers must closely cooperate with the driver to publicize the passengers' knowledge of safe riding. It is forbidden to get on the bus with "Sanpin", make sure to close the door and start, stop and open the door. Before the vehicle starts, the station and passengers must check whether there are people in the goods, ladders and doors.

Article 24 Whoever violates the provisions of Article 17, Article 18, Article 20, Article 21, Article 22 and Article 23 shall be fined 50 yuan -200 yuan each time.

Section 3 Handling of Traffic Accidents

Article 25: The handling of all accidents shall follow the principle of "four no-misses". After the driver has an accident, he should write down the accident and submit it to the safety department after review, and make an understanding at the driver's meeting, analyze the reasons and learn lessons. Accident handling shall be the responsibility of the contract owner and relevant parties. If the owner's immediate family members or clients are responsible for accident handling during the accident detention, the Security Section will send someone to assist. Such as contracting cars.

If the owner refuses to cooperate in the accident handling process, the security section of the head office has the right to handle it, and all expenses shall be borne by the contractor owner.

Article 26: If the driver employed by the contractor's owner has a traffic accident, it shall be implemented in accordance with the agreement between the contractor's owner and the employee.

Article 27 If a traffic accident happens to a vehicle contracted by two or more people, the contract owner shall bear the accident losses on average (if two people sign a safety management agreement, they shall bear the losses and expenses according to the contents of the agreement), and the prepaid accident handling expenses shall be paid by the relevant contract owner, and the expenses borrowed by the head office shall be deducted from the contracted vehicle before the accident handling.

Twenty-eighth due to illegal card, handled by the driver. If the car is handed over to an unlicensed driver or the driver's license is inconsistent, the owner will bear all the losses, and the head office will not pay the accident expenses in advance or send people to participate in accident mediation.

Article 29: The prepaid expenses for traffic accidents within 50,000 yuan shall be paid by the owner concerned, and 50% of the expenses above 50,000 yuan shall be borrowed by the head office. Write-off of accident expenses: after the insurance company claims, the owner will bear the difference of less than 50,000 yuan, and the head office will write off the difference of 50,000 yuan to1000,000 yuan (including 654.38+10,000 yuan) by 30%, the owner will bear 70%, the head office will write off 40% and the contractor owner will bear 60%.

Article 30: In the event of a traffic accident, the head office will impose a fine of 3% on the driver or the contract owner.

Fourth vehicle insurance

Article 31: All motor vehicles of the head office must be insured by the security department with the insurance company; The insurance premium shall be borne by the contract owner, and the scope and amount of insurance shall not be less than the following provisions:

1. Vehicle loss insurance is insured at the replacement price of the vehicle.

Second, third party insurance; Insure with the highest amount that the insurance company agreed to underwrite in that year.

Carrier liability insurance.

Article 32: In the event of a traffic accident, the driver and the owner must protect the scene, rescue and report the case in time (the report refers to the traffic police and the security department of the head office), and shall not lie or conceal it; The security department shall go to the insurance company to handle the accident registration, reporting and claim settlement procedures, and no individual may claim compensation from the insurance company without permission.

Article 33: The money recovered from the accident shall be transferred to the account of the head office by the Security Section, and no individual may ask the insurance company for it or make trouble.

Thirty-fourth: motor vehicles must be insured and renewed on schedule, and may not

Chapter V Fire Safety Management

Thirty-fifth fire safety management should follow the principle of "prevention first, combining prevention with elimination".

Thirty-sixth units must strengthen the leadership and attention to fire control work.

Really implement the "Fire Protection Law", set up a voluntary fire brigade accordingly, and build

Thirty-seventh to strengthen the publicity and education of fire control, equipped with fire control facilities and equipment in accordance with the provisions, and ensure that they are complete and effective.

Thirty-eighth units should conscientiously strengthen the management of power lines, pressure vessels and inflammable and explosive articles, store, keep, check and use them according to regulations, and set up eye-catching fire and explosion-proof signs on key parts.

Article 39 The overall layout and construction of the Head Office must meet the fire safety requirements; Make fire fighting and emergency evacuation plans.

Article 40 The articles in the warehouse shall be neatly arranged, and the passages shall meet the safety requirements.

Article 41 Handling of fire accidents:

(1) In case of fire, the person in charge of the subordinate unit must report the "1 19" fire in time, and carry out on-site rescue according to the fire emergency evacuation plan.

(2) After receiving the report, the Head Office leaders, leaders in charge and security personnel rushed to the scene to carry out on-site rescue according to the fire emergency evacuation plan; After the fire brigade arrives, assist the fire brigade in rescue, investigation and handling.

(3) In case of a fire accident, it shall be handled in strict accordance with the principle of "four no-misses", with the cooperation of relevant departments, and the subordinate units and parties shall be fined and given administrative and criminal sanctions according to the accident size.

Chapter VI Labor Safety Management

Forty-second subordinate units must conscientiously implement the "Safety Production Law" and "Labor Law", complete labor protection articles according to the type of work, and supervise the wearing and use. It is forbidden to recruit underage workers to protect the legitimate rights and interests of workers.

Article 43 The post types of subordinate units must formulate corresponding safety operation (technical) rules or systems, and work in strict accordance with the rules.

Forty-fourth special operations personnel must receive professional safety operation training in accordance with the relevant provisions of the state, and obtain a special operation certificate before they can take up their posts.

Article 45: "Three violations" are strictly prohibited. If "three violations" are found, 50 yuan will be fined once.

Forty-sixth units should provide the safety team with the venue, time and funds for activities. All safety teams and groups should effectively carry out activities according to regulations, keep records and give full play to the safety management and employee supervision functions of grass-roots organizations.

Forty-seventh trade unions at all levels should give full play to the functions of safety supervision and management, put an end to illegal acts and ensure safety in production.

Article 48: Handling of industrial accidents:

(1) In case of an industrial accident, it shall immediately report to the safety department and relevant departments of the head office while rescuing the wounded, protecting the site and preventing the accident from expanding.

(2) The work-related accidents with minor injuries shall be investigated by the safety department in conjunction with the person in charge of the accident unit, and the person in charge of the accident unit shall write an accident report and distribute it to the general manager, the safety department and the trade union within two days; In case of serious injury accident, the general manager will organize an investigation and report to the Transportation Bureau, Labor Bureau and the Federation of Trade Unions promptly.

(3) In case of minor injuries and industrial accidents, 200 yuan -500 yuan, the responsible person, shall be given financial punishment, and all medical expenses, lost time and direct property losses shall be borne. At the same time, the accident unit shall timely organize the on-site meeting.

(4) industrial accidents with serious injuries or above shall be reported to the labor department.

Chapter VII Internal Public Security Management

Article 49 All the cadres, employees and their families of the Head Office must strictly abide by discipline and law, abide by the management rules and regulations of the Head Office, obey the management of the security department, fight against illegal and criminal acts, always safeguard the interests and reputation of the Head Office and ensure internal stability.

Article 50: The guards of the old station, site management team, night patrol team and dormitory area of the head office are directly managed by the Security Section; The guard at the checkpoint is directly managed by the unit and supervised and managed by the Security Section. Central station, there is a repair shop nearby.

Article 51 In case of disputes between employees of each unit, the leader in charge of safety of the unit shall take the lead, and the trade union and the Security Section shall send people to participate in mediation. Article 52: In case of disputes between the family members of employees in the dormitory area of the head office, the Security Section shall take the lead, the unit where the employees work shall be responsible for safety leadership, and the trade union shall participate in mediation.

Article 53 Acts that violate the Regulations of the People's Republic of China on Administrative Penalties for Public Security, such as fighting, stealing property, making trouble without reason, blocking traffic, damaging public and private property, etc., shall be severely dealt with by the Security Section; If the circumstances are serious and violate the criminal law, the public security and judicial departments shall investigate the administrative and criminal responsibilities according to law.

Fifty-fourth residents of rental stores and dormitory areas must sign a letter of responsibility for public security fire prevention with the security department, obey the management of the security department, and do a good job in comprehensive management of public security. It is strictly forbidden for outsiders to occupy houses or stay overnight for a long time.

Chapter VIII Safety Education

Article 55: The head office and all production units must formulate safety education and training plans;

(1) The head office shall organize the training and education of employees' safety, legal system and fire control knowledge at least once a year, as well as the secondary training of safety leaders and safety team leaders. Each unit shall organize employees to carry out corresponding safety knowledge training and education.

(2) Before and after major festivals and holidays, conduct safety education for employees according to the situation and characteristics of safety production.

(3) The team should establish a safety activity day system and carry out targeted safety education.

Article 56: All production and business units must organize a safety meeting for employees once a month, and drivers must participate in the safety study organized by the Municipal Drivers' Association and the safety department every month, and fail to participate in the fine of 30 yuan every time without reason. And participate in the annual inspection training of the traffic police department as required, otherwise it is not allowed to continue driving the vehicle.

Article 57: New employees must undergo three-level safety education before taking up their posts. The head office will inform them, and the security department will train them to set up file cards.

Chapter IX Safety Inspection

Article 58: The head office shall organize a comprehensive safety inspection every quarter, which shall be organized by the general manager or the deputy general manager in charge of safety. The Security Section assists in organizing, planning, coordinating, sorting out and summarizing the security inspection.

Article 59 The monthly safety inspection and major holiday safety inspection shall be organized by the Safety Section, and the safety leaders in charge of the Head Office shall participate. The monthly vehicle condition inspection is led by the maintenance department, and the security department and the passenger transportation branch cooperate.

Article 60 The safety management personnel, production dispatchers (including on-site management personnel) and safety leaders of each unit shall regularly check the safety production situation within their respective management scope, register and put on record, and deal with hidden dangers in time.

Article 61: The safety inspection of all vehicles of the head office before the handover shall be carried out by the vehicle inspection team of the Security Department, and the driver shall report to the handover office with the vehicle safety certificate. The dispatcher shall not arrange vehicles that have not been inspected or failed to pass the inspection to take up their posts.

Sixty-second production and business units should promptly rectify the hidden dangers of accidents, and the safety department should often go deep into the scene to find hidden dangers.

(1) If any hidden danger is found, it shall be reported to the security department of the head office for registration as soon as possible, and the security department shall timely issue the Notice of Hidden Danger Rectification and make rectification within a time limit.

(2) Seriously implement the hidden dangers rectification notice issued by the security department of the head office, formulate rectification plans, assign special personnel to be responsible for implementation, and carry out rectification within the specified time. And by the security department for review, found that the rectification on schedule or rectification is unqualified, the unit or individual fined 300- 100 yuan.

(3) Solve hidden dangers or major hidden dangers in a timely manner.

At the same time, reliable temporary safety measures must be taken to ensure safety, otherwise production and operation must be stopped.

Chapter X Supplementary Provisions

Article 63 All production and business units of the Head Office may formulate relevant implementation rules according to these Provisions and report them to the Office of the Safety Committee of the Head Office for the record.

Article 64 The Shishou Automobile Transportation Corporation and Jingzhou Shentong Group Shishou Jetta Co., Ltd. are responsible for this procedure.

Article 65 The Security Section shall be responsible for the interpretation of these Provisions.

Article 66 If the original provisions conflict with these provisions, these provisions shall prevail.

Article 67 These Provisions were discussed and passed by the Presidium of the Fourth Second Workers' Congress of the Head Office, and shall come into force on 1 month/day, 2005.
