I. General requirements

Among them, the stage of land planning permission for project establishment mainly includes three links: land pre-examination (simultaneous issuance of site selection opinions), project approval (including approval and filing) and issuance of construction land planning permission, and the approval time of this stage is controlled within 40 working days (social investment projects are controlled within 10 working days); The project construction permit stage mainly includes two links: design scheme review and construction project planning permit issuance, and the approval time of this stage is controlled within 30 working days (social investment projects are controlled within 20 working days); The construction permit stage mainly includes two links: construction, fire protection, civil air defense design review and confirmation and construction permit issuance, and the approval time of this stage is controlled within 18 working days; The completion acceptance stage mainly includes joint acceptance and completion acceptance filing, and the approval time of this stage is controlled within 12 working days. Other administrative licensing, compulsory assessment, intermediary services, municipal public services and filing matters are included in the relevant stage or promoted simultaneously with the relevant stage (the Municipal Housing and Urban-Rural Development Bureau takes the lead, and the relevant municipal departments cooperate according to their functions).

(6) Refine the approval process. Three, unified examination and approval reform requirements

2. Explore the establishment of pre-consultation service system. After the project intention is determined, the departments of development and reform, natural resources, ecological environment and forestry will jointly intervene in the feasibility of the project in advance, provide early guidance services for the construction unit, encourage the government to purchase services, and introduce professional institutions to provide early consultation for the project. Accelerate the cultivation of the whole-process engineering consulting service market, promote government investment projects and encourage social investment projects to implement the whole-process consulting (led by the Municipal Development and Reform Bureau, the Municipal Bureau of Natural Resources, the Municipal Housing and Urban-Rural Development Bureau, and the relevant municipal departments cooperate according to their functions).

3. Establish a project planning generation mechanism. Strengthen the pre-project research, establish a government investment project library, formulate the conditions and procedures for project warehousing, and prepare a three-year rolling government investment plan and an annual government investment plan. Before the project is put into storage, the leading department of pre-project research will organize relevant departments such as development and reform, natural resources, finance, housing and urban-rural construction, water affairs, transportation and ecological environment to intervene in advance, and invite industry experts to jointly review the project proposal, construction content, standards, scale, investment and compliance, so as to stabilize the project construction plan and avoid subsequent repeated adjustments. And relying on the "multi-regulation integration" business collaboration platform, strengthen pre-approval coordination and work coordination, and speed up the project generation and implementation (led by the Municipal Development and Reform Bureau, the Municipal Bureau of Natural Resources, the Municipal Housing and Urban-Rural Development Bureau, and the relevant municipal departments cooperate according to their functions).

2. Inform the project construction conditions and control requirements at one time. Before the allocation or transfer of state-owned construction land, the natural resources department should, in combination with all kinds of assessments and current situation investigations, jointly with relevant departments and municipal public service enterprises, comprehensively put forward the relevant control requirements of project construction, key technical design points and the requirements for connecting design and relocation of municipal public infrastructure on the basis of planning conditions, and form the List of Land Resources and Technical Control Indicators. 3. Simplify the examination and approval of project land. The natural resources department shall simultaneously handle the project site selection opinions and land pre-examination, construction land planning permission and construction land examination and approval procedures. Projects that do not involve new construction land and use approved construction land within the scope of urban construction land determined by the overall land use planning may not be pre-examined (led by the Municipal Bureau of Natural Resources).

Encourage the government to purchase services, entrust qualified third-party professional technical service institutions to conduct technical review on the design scheme and preliminary design of engineering construction projects, issue technical review opinions and provide consulting services in advance and during the process, and the examination and approval department will conduct examination and approval according to the technical review opinions (led by the Municipal Bureau of Natural Resources and the Municipal Bureau of Housing and Urban-Rural Development, and the relevant municipal departments will cooperate according to their functions).

2. Optimize the issuance of construction project planning permits. For industrial, warehousing and logistics projects, as well as education, health care, culture, sports, social welfare and other public facilities, the notification commitment system is implemented. The construction unit can directly apply for the construction project planning permit and strengthen the supervision afterwards. You can apply for a construction project planning permit as a land use permit, and the land use approval procedures can be completed before the construction permit (led by the Municipal Bureau of Natural Resources).

1. Implement joint drawing review. 3. Adjust the approval and installation time of municipal infrastructure.
