(2) Motor vehicles subject to customs supervision have not been deregulated or approved for transfer by the customs;

(3) The motor vehicle is in the period of mortgage registration and pledge filing;

Be sure to ask about any ambiguities in the contract.

Complete vehicle procedures should include: vehicle registration certificate, driving license, vehicle purchase tax payment certificate, road maintenance procedures and compulsory insurance. As a rule, if there is no vehicle registration certificate and driving license, it should be what we often call a "black car." If there is a problem of defaulting on compulsory insurance and vehicle maintenance, buyers will suffer, so just be vigilant.
