Article 3 The legal representative or principal person in charge of public places of entertainment is the person in charge of fire safety, and is responsible for the fire safety work of the unit. When the real estate owners of public places of entertainment lease or contract with other units and individuals, it must be clear that the operators are responsible for the fire safety of public places of entertainment. Article 4 In case of any change in the construction, reconstruction, expansion or interior decoration of public entertainment places, the fire protection design (including fire protection zoning, safe evacuation, smoke control, fire water supply, decoration materials, automatic fire extinguishing system and automatic fire alarm system, etc.) shall be reviewed. ) must comply with the provisions of the relevant national fire technical specifications. The construction unit shall send the fire protection design and decoration drawings to the local public security fire control institutions for review before construction; After the completion of the project, it can only be used after it has been accepted by the fire supervision institution. Article 5 The fire resistance rating of buildings in public places of entertainment shall not be lower than Grade I or II; Public places of entertainment approved to be set up in a building with a third-class fire resistance rating shall meet specific fire safety requirements. Public places of entertainment shall not be located in cultural relics, ancient buildings, museums, libraries, important dangerous goods warehouses and other buildings. No public places of entertainment shall be rebuilt in residential buildings. When public places of entertainment are adjacent to or attached to other buildings, they should be set up according to independent fire zones. Article 6 The interior decoration design and construction of public entertainment places must meet the following requirements: (1) The ceiling should be made of incombustible materials; (2) The walls, floors and partitions shall be made of incombustible or flame retardant materials; (3) Curtains (door curtains), curtains and furniture should be wrapped with flame retardant fabrics or treated with flame retardant; (four) the laying of electrical lines, electrical appliances, air conditioning equipment installation, must strictly implement the relevant building installation procedures, take fire prevention and heat insulation measures; (five) the interior decoration of the building shall not change the position and number of fire control facilities.
