First, fully understand the great significance of carrying out learning and practice activities
Carrying out in-depth study and practice of Scientific Outlook on Development is a major strategic decision made by the 17th National Congress of the Communist Party of China, and it is also a powerful driving force to accelerate the development of education and run a satisfactory education for the people. Party organizations in schools and teachers in party member must deeply understand the great practical significance and urgency of carrying out study and practice activities, and regard it as a great opportunity to meet challenges, resolve contradictions, unify thoughts and accelerate development. We should actively participate in learning and practice activities, so that Scientific Outlook on Development can truly become a powerful ideological weapon to guide the innovative development of education in our school and promote the accelerated, scientific, healthy and rapid development of education in our city.
II. Guiding ideology, basic principles and objectives

Efforts should be made to change the ideological concepts that are not suitable for Scientific Outlook on Development, solve the outstanding problems that affect and restrict the scientific development of education in party member in terms of teachers' party spirit, party discipline and teachers' morality, and the strong reaction of the masses, build an institutional mechanism conducive to scientific development, and earnestly practice Scientific Outlook on Development, so as to provide a strong spiritual impetus for building a beautiful and harmonious new Hainan Baiju school. (2) Target requirements
1. Deepening ideological understanding has reached a new level. Through study and practice activities, party member teachers in our school can accurately grasp the great significance, scientific connotation, spiritual essence and fundamental requirements of Scientific Outlook on Development, fundamentally change their ideas that do not meet the requirements of Scientific Outlook on Development, earnestly enhance the sense of urgency and responsibility of accelerating development, scientific development and sound and rapid development of education, and enhance the consciousness and firmness of implementing Scientific Outlook on Development.
2. Make new breakthroughs in solving outstanding problems. 3. There are new measures to innovate institutional mechanisms. Third, the method steps
According to the study arrangement of the Municipal Party Committee, this study and practice activity started in early September 2009 and ended at the end of February 20 10. Participants are the school-level leadership and all party member. It is mainly implemented in three stages and six links.
(1) learning and research stage (September 2009 15 to 10/3)
At this stage, with the main line of "deepening understanding, changing ideas and emancipating the mind", we should focus on three links:
1. Organize school leaders to concentrate on learning. Organize school leaders to seriously study the spirit of the 17th National Congress of the Communist Party of China, the Third Plenary Session of the Seventeenth Central Committee, the Fourth Plenary Session of the Fifth Provincial Party Committee and the Third Plenary Session of the Eleventh Municipal Party Committee, as well as a series of decision-making arrangements made by the central government, provinces and cities in response to the current situation. In no less than three days, they will study the second batch of practical activities summary, the third batch of mobilization speeches and the Scientific Outlook on Development activity plan in Haikou. 3. Do a good job in the first phase summary and the second phase deployment. After the end of the first stage, carefully sum up the experience and practice of the first stage, carefully write the work summary and deployment of the second stage, and report to the office of the leading group for learning and practice activities of the Municipal Education Bureau if the first stage activities are not completed within the specified time.
(2) Analysis and inspection stage (from June 65438+1October 65438+March to June 65438+1October 2, 2009)
At this stage, with the main line of "finding the right problem, in-depth analysis and clearing the way of thinking", we will focus on three links:
1. hold a special democratic life meeting of the leading group. On the basis of in-depth study, investigation and discussion on emancipating the mind, school leaders should concentrate on a period of time to seriously sort out and find out the outstanding problems existing in science education and people's satisfaction education, the outstanding problems reflected by teachers and students' parents and the outstanding problems reflected by party spirit, party style, party discipline, teachers' morality and style, deeply analyze the subjective and objective reasons for the problems, and sort out the ideas of scientific development. On this basis, the leading group held a special democratic life meeting to check the implementation of Scientific Outlook on Development. Before the special democratic life meeting, the opinions of the masses should be widely solicited through various forms, and the members of the team should have a heart-to-heart talk. Party member, an ordinary teacher, will take part in an organizational life meeting with the theme of studying and practicing Scientific Outlook on Development, carefully check his shortcomings in implementing Scientific Outlook on Development and Party spirit, party style and party discipline, and find out outstanding problems in terms of teachers' morality and professional level that parents and the masses strongly reflect.
2. Form a leadership analysis and inspection report. The analysis and inspection report of the school leadership should highlight the analysis of problems, sort out the scientific development ideas, clarify the key points of improvement measures, make full use of the results of study and research, solicit opinions and special democratic life meetings, systematically and comprehensively sort out the existing problems, realistically analyze the subjective and objective reasons of the existing problems, especially the subjective reasons, and clarify the direction, overall ideas and main measures of the next work. After the analysis and inspection report is formed, it is necessary to solicit opinions from all sides, and organize the party member of the whole school and some teachers and parents' representatives to comment on the analysis report of the team, focusing on the aspects of profound ideological understanding, inaccurate finding of problems, unclear analysis of reasons, unclear development ideas and feasibility of improvement measures, and modifying and perfecting the analysis report according to the evaluation results. The analysis and inspection reports and appraisal results shall be made public within a certain range in an appropriate manner.
3. Do a good job in the second phase summary and the third phase deployment. After the end of the second stage, carefully sum up the experience and practice of the second stage, carefully write the work summary and deployment of the third stage, and report to the office of the leading group for learning and practice activities of the Municipal Education Bureau if the second stage activities are not completed within the specified time.
(III) The implementation stage of rectification (June 2, 2009 165438+20091October 25 to 20 10)
At this stage, with the main line of "solving outstanding problems, improving institutional mechanisms and realizing people's satisfaction", we will focus on two links:
1. Formulate the rectification implementation plan. In view of the outstanding problems identified and the concentrated opinions of teachers, students, parents and the public, it is necessary to formulate a feasible rectification implementation plan, so as to achieve "four clarifications and one commitment", that is, to clarify the rectification implementation projects, rectification implementation objectives and time limit requirements, rectification implementation measures, and rectification implementation responsibilities, and to announce them to the people of party member in an appropriate way, make public commitments, and consciously accept the supervision of the masses.
2. Focus on solving outstanding problems. It is necessary to focus on the implementation of the rectification plan, strengthen the rectification measures, persist in correcting outstanding problems first, quickly change hot issues and re-reform difficult issues, focus on solving outstanding problems in strengthening the construction of teachers' team, especially the construction of teachers' morality and teaching style, the improvement of the surrounding environment of schools and the cultivation of high-quality talents, and do a few tangible good deeds and practical things in a down-to-earth manner so that the people can get more tangible benefits. At the same time, we should combine solving problems with innovating institutional mechanisms, improve institutional mechanisms, closely focus on promoting the scientific development of education in schools, carefully clean up, revise and improve existing institutional provisions, and strengthen the construction of a long-term mechanism for promoting the scientific development of education.
3. Do a good job of summing up the third stage and "looking back". When the learning and practice activities are basically over, the school should organize a "look back" to make a comprehensive and systematic summary of the situation, experience, effect and problems that need attention. Fourth, organize and lead.

(3) Seeking truth and being pragmatic, exploring and innovating. In learning, we should attach importance to integrating with practice. The school achieved good results in the senior high school entrance examination in Hainan Province in 20 12, and more than 200 students were admitted to key high schools in Hainan Province.
