Henan Military Region was established on March 1, 1949, and consists of Western Henan Military Region, Henan-Anhui-Jiangsu Military Region, Tongbai Military Region and Henan-Hubei Military Region. The organs of the military region were formed by merging the organs of Western Henan and Henan-Anhui Soviet Region, with Chen Zaidao as commander, Li Xuefeng as political commissar, Bi Zhanyun and Kong Qingde as deputy commanders, Wen Jianwu as deputy commander and chief of staff, Liu Jie as deputy political commissar and Zhang Li as director of political department. It has jurisdiction over 11 military divisions. In mid-April, 1949, the 58th Army in the Four Fields was transferred to the Henan Military Region, and in May, 1949, the 58th Army Department merged with the Henan Military Region. After June 1954, the Central Military Commission decided that only five military regions, namely, Shandong, Fujian, Yunnan, Xinjiang and Tibet, were retained as second-level military regions, and the Henan Military Region was changed from second-level military region to third-level military region. In March 1955, the Henan Military Region was changed to the Henan Military Region, which was subordinate to the Wuhan Military Region, with Bi Zhanyun as the commander.
