Respond quickly to major food safety accidents, start emergency plans in time, strictly control the development of accidents, effectively carry out emergency rescue work, and do a good job in the aftermath and rectification supervision of major food safety accidents.
2 emergency command organization

3.2.2 Establishment of notification system

(2) Notification method:
A. After receiving a report of a major food safety accident, it shall notify the comprehensive food safety supervision department of the place where the accident occurred and the relevant departments of the State Council within 2 hours. If there is a spreading trend, it shall notify the comprehensive food safety supervision departments at all levels to strengthen early warning and prevention.
B. The food and drug supervision department shall timely report the dangerous situations that may lead to major food safety accidents according to the monitoring information of dangerous sources of major food safety accidents, and report them in time if necessary.
Involving Hong Kong, Macao and Taiwan people or foreign citizens, or the accident may affect overseas, timely notify the relevant institutions in Hong Kong, Macao and Taiwan or relevant countries.
3.2.3 Establish a reporting system.
Any unit or individual has the right to report major food safety accidents and hidden dangers to the relevant departments of the State Council, and the relevant responsible departments, units and personnel fail to perform or fail to perform their food safety accident supervision duties as required.
After receiving the report, the relevant departments of the State Council shall promptly organize or notify the relevant departments to investigate and deal with the report.
3.2.4 Emergency preparedness and prevention

3.3 Reporting system
The food and drug supervision department shall, jointly with relevant departments, establish and improve the reporting system for major food safety accidents.

Local people's governments and comprehensive food safety supervision departments can also report directly to the State Council, US Food and Drug Administration and relevant departments. 3.3.4 Responsibility reporting unit

3.3.5 Responsible reporter

No unit or individual may conceal, delay reporting or make a false report on major food safety accidents, or instruct others to conceal, delay reporting or make a false report, and shall not hinder others from reporting.
3.3.6 Requirements for reporting time limit
The people's government at the place where the accident occurred or the relevant department shall make a preliminary report within 1 hour after learning of the major food safety accident; According to the progress of accident treatment or the requirements of superiors, make periodic reports at any time; Make a summary report within 10 days after accident treatment.
Initial report
As far as possible, report the time, place, unit, degree of harm, number of deaths, reporting unit and reporting time, contact personnel and contact information of reporting unit, preliminary judgment of the cause of the accident, measures taken after the accident and accident control. If possible, a brief account of the accident should be reported.
interim report
It is necessary to report the new situation, and to supplement and modify the initial report, including the development and change of the accident, the handling process and the cause of the accident.
final report
Including the appraisal conclusion of major food safety accidents, summarizing the handling of accidents, analyzing the causes and influencing factors of accidents, and making suggestions on the prevention and disposal of similar accidents in the future.
4. Emergency response to major food safety accidents
4. 1 graded response
The first-level emergency response shall be organized and implemented by the national emergency headquarters or the office. Among them, the emergency response and disposal of major food poisoning shall be implemented in accordance with the National Emergency Plan for Public Health Emergencies. When organizing the implementation of Class I emergency response, the people's government at the place where the incident occurred should go all out to organize rescue according to the corresponding plan and report the progress of rescue work in time.
The organization and implementation of emergency response actions below Grade II shall be decided by the provincial people's government. The people's governments of all provinces (autonomous regions and municipalities) shall, under the unified leadership and command of emergency headquarters, organize and coordinate the people's governments of cities (prefectures) and counties (districts) to carry out emergency handling of major food safety accidents in light of local conditions. Local people's governments at all levels shall start corresponding emergency plans according to the severity of accidents, and report to the government at the next higher level and relevant departments in time to start corresponding emergency plans when they exceed the emergency rescue and disposal capacity at the corresponding level.
After the occurrence of major food safety accidents, local people's governments at all levels and relevant departments shall, according to the accident situation, take necessary emergency measures in time and do a good job in emergency handling.
4. 1. 1 Emergency response to particularly serious food safety accidents (Grade I)
(1) After a particularly serious food safety accident, the emergency headquarters Office of the State shall report the basic situation, development and rescue progress to emergency headquarters in time.
(2) Inform the member units of the headquarters of the accident, immediately organize relevant member units to investigate and confirm, evaluate the accident, and start the national emergency plan for major food safety accidents according to the evaluation and confirmation results, and organize emergency rescue.
(3) Organize the member units of the headquarters to be in place quickly, and immediately start the work of accident handling institutions; Quickly carry out emergency rescue and organize news release, and deploy relevant departments of provinces (autonomous regions and municipalities) to carry out emergency rescue work.
(4) Keep in touch with the provincial emergency rescue headquarters, on-site emergency rescue headquarters and relevant professional emergency rescue headquarters where the accident occurred, and keep abreast of the development of the accident.
(5) According to the suggestions of relevant departments and experts, notify relevant emergency rescue agencies at any time to stand by and provide technical support for local or professional emergency rescue headquarters.
(6) Send relevant personnel and experts to the site to participate in and guide on-site emergency rescue, and coordinate professional emergency rescue when necessary.
(7) Organize and coordinate the emergency rescue work, and convene relevant members and experts from emergency headquarters to coordinate and command together when necessary.
4. 1.2 Emergency response to major food safety accidents (Grade II)
(1) Emergency Response of Provincial People's Government:
The people's government at the provincial level shall, according to the suggestions of the provincial food safety comprehensive supervision department and the needs of emergency handling of food safety accidents, set up a food safety accident emergency handling headquarters to be responsible for the unified leadership and command of emergency handling of major food safety accidents within their respective administrative areas; Decided to start the emergency treatment of major food safety accidents.
(2) Emergency response of provincial food safety comprehensive supervision department:
After receiving the report of a major food safety accident, the provincial food safety comprehensive supervision department shall immediately investigate and confirm, evaluate the accident, and report the accident to the superior according to the evaluation and confirmation results; Put forward the working procedures for starting major food safety accidents at the provincial level in emergency headquarters, and put forward emergency treatment suggestions; Inform other relevant departments, neighboring provinces (autonomous regions and municipalities) in a timely manner; Relevant working groups immediately began to organize, coordinate and implement various emergency measures; Guide and deploy relevant departments of the city (prefecture) to carry out emergency rescue work.
(3) Emergency response of local people's governments below the provincial level:
Under the unified command of the provincial people's government or emergency headquarters, the people's government and relevant departments where major food safety accidents occurred should earnestly perform their duties and carry out relevant work as required.
(4) US Food and Drug Administration's emergency response:
Strengthen the supervision of the provincial food safety comprehensive supervision department, and guide and supervise the emergency handling work in conjunction with the relevant departments of the State Council as needed.
4.l.3 Emergency response to major food safety accidents (Grade III)
(1) Emergency Response of Municipal People's Government:
The people's government at the city (prefecture) level is responsible for organizing the unified leadership and command of major food safety accidents within its administrative area, and deciding to start the emergency treatment of major food safety accidents according to the reports and suggestions of the comprehensive food safety supervision department.
(2) Emergency response of comprehensive food safety supervision departments at city (prefecture) level:
City (prefecture) level food safety comprehensive supervision department shall immediately investigate and confirm after receiving a large food safety accident report, evaluate the accident, and report the accident to the superior according to the evaluation and confirmation results; Put forward to start the emergency rescue work of large food safety accidents at the city (prefecture) level, put forward emergency treatment suggestions, and timely report the situation to other relevant departments of the city (prefecture), adjacent or possibly relevant departments; The corresponding working group immediately started work, organized, coordinated and implemented various emergency measures; Guide and deploy relevant departments to carry out emergency rescue work.
(3) Emergency response of provincial food safety comprehensive supervision department:
Strengthen the guidance and supervision of the emergency rescue work of the city (prefecture) level food safety comprehensive supervision department to help solve the difficulties in emergency rescue work.
4. 1.4 emergency response to general food safety accidents (level 4)
After a general food safety accident, the people's government at the county level shall be responsible for organizing relevant departments to carry out emergency rescue work. After receiving the accident report, the county-level food safety comprehensive supervision department shall immediately organize investigation, confirmation and evaluation, and take timely measures to control the development of the situation; Report to the people's government at the same level in accordance with the regulations, put forward whether to start the emergency rescue plan, and immediately report and inform the relevant departments of the accident.
City (prefecture) level food safety comprehensive supervision department shall give guidance, supervision and support to the emergency handling of accidents.
4. 1.5 upgrade and downgrade of response
When major food safety accidents become more and more serious with the development of time, and the food safety accidents are particularly serious and the situation is complex and difficult to control, they should be reported to the headquarters for examination and approval, and the early warning and response level should be improved in time; If the accident hidden danger has been quickly eliminated and will not spread further, it shall be reported to the headquarters for approval, and the response level shall be lowered or the early warning shall be cancelled accordingly.
4.2 Command and coordination

After the emergency plan for major food safety accidents is started, the emergency headquarters office at the next higher level shall guide the people's government at the place where the accident occurred to implement emergency treatment for major food safety accidents.
4.3 Emergency treatment
