Haitang Bay is generally positioned as a "national coast"-an international leisure resort.

Haitang Bay functions: a world-class paradise for tourism and holiday, a diversified tropical coastal tourism and leisure resort facing domestic and foreign markets, and a national marine scientific research, education and Expo complex.

Haitang Bay can accommodate 251,111 people at the end of the planning period (2121). Among them, there are about 141,111 overnight visitors (including hotels and holiday apartments), about 71,111 service personnel and about 41,111 aborigines.

land use structure and layout structure

The total land area of Haitang Bay is 98.78 square kilometers, of which the urban construction land area is 51.6 square kilometers, accounting for 52.2% of the total land area.

The land structure of Haitang Bay is: residential land accounts for 17.5% of the total urban construction land, public facilities land accounts for 29.5%, green land accounts for 44.2% of the urban construction land, and road squares land accounts for 6.1% of the total urban construction land.

The land layout structure of Haitang Bay is "one point, one area, three areas, six areas and five wedges". Among them:

One point: wuzhizhou, with a land area of about 1.12 square kilometers, has been built into an island rainforest park with sightseeing and sightseeing functions.

Area: Shaba Hotel Zone, the world's top hotels and beach public facilities concentration area.

Zone 3: South Zone: Tielu Port in the south and Linwang Expressway connecting line in the north. Its main function is to locate as a comprehensive leisure and recreation zone (yacht port, high-end hotel, tourist town, piedmont resort, etc.); Central District: including the large and small Longjiang Ponds and Finger Wetlands, its main functions are positioned as high-end leisure resorts (top hotels, international conference centers, yacht communities, etc.); North area: finger wetland in the south and Sanya city boundary in the north, including Tengqiao Town, Coconut Island, Fengtang and other site units. The main functions are located as multicultural resorts (local and foreign cultural theme hotels, coconut island sightseeing, hot spring vacation, traditional tourist towns, etc.).

Six pieces-refers to each functional area defined from south to north in combination with the site characteristics, namely:

Tielu Port Area: a regional public service and leisure center; Linwang area: a modern tourism service town area; Longjiang Tang area: a high-end brand leisure resort; Fengtang area: an international theme holiday community; Coconut Island Area: a comprehensive sightseeing and leisure resort; Tufu Area: Five Wedges of Ocean Theme Science and Education Expo Area

It refers to the five main green corridors that conform to the mountain and lead to the seashore, or combine golf, roads for isolation and greening, or park green space, which become an important ecological green wedge space to effectively implement the public open space in the protection area and effectively isolate the groups.

The planned long-term total residential land area is 913.21 hectares, accounting for 17.5% of the construction land in Haitang Bay, including 813.93 hectares of low-density residential land of Class I and 99.28 hectares of residential land of Class II. In addition, the comprehensive commercial and residential land is 289.18 hectares, and the residential land area of this kind of land is not less than 61% of the total land area.

The planned public facilities in Haitang Bay have a total area of 1,521.74 hectares, accounting for 29.5% of the urban construction land.

the planned administrative office land is 1.47 hectares; Planning commercial and financial land 415.85 hectares; Planning hotel land 318.27 hectares; Planning tourism and holiday land of 126.92 hectares; Planning sports land 278.65 hectares; Planning medical and health land 8.11 hectares; Planning cultural and entertainment land of 21.87 hectares; 69.28 hectares of land for educational research and design; Tourism service land 41.62 hectares; The comprehensive commercial and residential land is 289.18 hectares.

Comprehensive traffic planning

The external traffic of Haitang Bay mainly passes through the eastern routes of expressway and Haiyu on the west side of the area and the planned high-speed railway on the eastern route. The planned high-speed railway station is located in the south of Tengqiao Town.

The road network structure of Haitang Bay is three verticals and nine horizontals:

Three verticals: connecting road between groups, coastal landscape avenue and coastal pedestrian sightseeing road

Nine horizontals: connecting line of expressway and connecting line of Haiyu East Line

Landscape planning

The overall landscape framework is a structure of "three axes, three belts and six districts":

Three axes: running through the site.

three zones: landscape zones with heterogeneous open space as the main content are formed according to the site characteristics, namely sand bar landscape zone, waterfront landscape zone and farmland landscape zone.

six areas: according to different functional emphases and different features, they are divided into six characteristic landscape areas: Tielugang lagoon landscape area, Linwang characteristic town area, Longjiang pond and finger wetland landscape area, Fengtang landscape area, Yezhou wetland park and hot spring town landscape area, and Ocean Kebo landscape area.

Positioning of core functions

The three core functions of Haitang Bay are the international top brand coastal hotel belt, world-class yacht leisure community and national marine scientific research, education and Expo center, and the location and land use of the core functions in each development unit must be guaranteed and implemented.

plot C11 is located at the southernmost tip of Haitang Bay, with a total land area of 8.94 square kilometers, and is positioned as a high-end theme holiday community; Plot B1, with an area of 17.12 square kilometers, is the largest one, positioned as a top brand leisure resort, mainly building seven-star hotels, international conference centers, international top golf courses, etc. The C6 plot mainly builds a comprehensive leisure resort; Block A7 is a tropical coastal tourism and leisure resort with the national coastal wetland park as its main feature; C3 plot is a multi-functional scenic spot with the development of film and television culture, hot spring vacation, leisure and entertainment as one.

The international top-class brand Binhai Hotel Belt consists of six theme hotel groups (located in areas C11, C6, B1, A8 and A7) on the sand dam, a beach public service area and a number of sand dam parks (located in areas C11, C6, C5, B1, A9, A8 and A7) which are centrally set at the junction of the main sea access road and the coastal landscape avenue.

World-class yacht leisure community includes international yacht harbor (located in C11 and C8 areas), Haitang Bay international style town (located in the area around the lake on the north side of Boweiling in C6 and C11 areas), Longjiangtang yacht community (located in the north side of B1 area), international community and theme park in Fengtang District (located in A8 area), and related public service facilities and yacht holiday projects set up in combination with lagoons and site inland rivers.

the national marine scientific research, education and Expo center consists of Ocean Park (located in C5 area), National Institute of Oceanography (located in A4 area), International Ocean Science Center (located in A4 area), National Ocean University (located in A4 area), National Coastal Wetland Park (located in A6 and A7 areas) and International Conference Center (located in Xiaolongtang area of B1 area).

311 People's Liberation Army Hospital in Haitang Bay is located in part of plot C11 in the southern control area of Haitang Bay, with geographical coordinates of 181 17 ′ 21.1 ″ east longitude and 119 42 ′ 58.7 ″ north latitude. Located at the southern end of the planning area.
