1 General Provisions 1. 1 The purpose of preparing this plan is to ensure the safety of hotel guests' lives and property, ensure the normal operation of hotels (restaurants), improve the quick response ability in case of safety accidents, minimize accident losses and minimize social impact. 1.2 This plan is prepared according to the Regulations of Beijing Municipality on Work Safety, the Regulations of Beijing Municipality on Fire Protection, the Measures for the Administration of Hotel Industry and the Guidelines for the Preparation of Emergency Plans for Production Safety Accidents of Production and Business Units. 1.3 Scope of application This plan is applicable to the emergency rescue and on-site disposal of production safety accidents in hotels (restaurants). 1.4 emergency plan system emergency plan system includes comprehensive emergency plans, fire accidents, power system failures and other special emergency plans and on-site disposal plans. (1) Comprehensive emergency plan: specifies the emergency organization and responsibilities, emergency response principles and emergency management procedures of hotels (restaurants). (2) Special emergency plan: mainly according to the characteristics of the safe operation of hotels (restaurants), to deal with several types of accidents. Especially during the tourist season and large-scale theme activities, the number of hotel guests has increased sharply and people are crowded. In the event of a safety accident or a large-scale power outage, it will easily lead to crowd crowding and safety accidents. (2) All kinds of equipment and facilities Hotels (restaurants) are equipped with key equipment and facilities such as high-voltage distribution room, boiler room, gas pressure regulating station, computer room, elevator room, drinking water tank and central control room. In case of power failure or equipment failure, it may endanger the personal safety of guests. Fire and explosion accidents in key parts will damage equipment, paralyze operations, cause casualties, and cause huge economic losses and bad social impact. (3) Hotels (restaurants) with guest rooms, catering and entertainment facilities are complete and richly decorated. If there are some unsafe behaviors of guests and employees, and the equipment and facilities are in an unsafe state, it is prone to fire.
