Article 1 In order to standardize the management of domestic official reception of party and government organs, practise economy, oppose extravagance and waste, and strengthen the building of a clean and honest party style, these Provisions are formulated in accordance with the Regulations of Party and government organs on Practicing Economy and Opposing Waste.

Article 2 These Provisions shall apply to the domestic official receptions of Party organs, people's congresses, administrative organs, CPPCC organs, judicial organs and procuratorial organs at all levels, as well as people's organizations such as trade unions, the Communist Youth League and women's federations and institutions managed with reference to the Civil Service Law.

The term "domestic official business" as mentioned in these Provisions refers to official activities such as attending meetings, investigating and investigating, performing tasks, studying and communicating, inspecting and guiding, asking for instructions and reporting.

Article 3 Domestic official reception shall adhere to the principles of being conducive to official business, being pragmatic and frugal, strict standards, simplifying etiquette, being efficient and transparent, and respecting the customs and habits of ethnic minorities.

Article 4 The official reception management departments of party and government organs at all levels shall, in light of local conditions, improve the domestic official reception management system and formulate domestic official reception standards.

The official reception management department of the party and government organs at or above the county level is responsible for managing the domestic official reception work of the party and government organs at the corresponding level and guiding the domestic official reception work of the party and government organs at lower levels.

Township party committees and governments should strengthen the management of domestic official reception and strictly implement relevant management regulations and expenditure standards.

Article 5 Party and government organs at all levels should strengthen the management of official business trips, scientifically arrange and strictly control the time, content, route, frequency and number of people going out, prohibit general study exchanges, investigation and research between departments without special needs, prohibit repeated investigations, prohibit business trips in disguised form in various names and ways, and prohibit holding meetings and activities in scenic spots in violation of regulations.

If it is really necessary to receive a business trip, the sending unit shall send an official letter to the receiving unit to inform the content, itinerary and personnel.

Sixth reception units should strictly control the scope of domestic official reception, and shall not use public funds to reimburse or pay the expenses that should be borne by individuals.

State functionaries may not request that activities such as vacation, visiting relatives and traveling be included in the scope of domestic official reception.

Seventh reception units shall, in accordance with the provisions of the reception scope, strictly control the reception examination and approval, and make overall arrangements for the official reception that can be merged. Do not accept official activities and visitors without official letters.

After the official activities, the reception unit shall truthfully fill in the reception list, which shall be reviewed and signed by the relevant person in charge. The reception list includes the unit, name, position and official activities, time, place and expenses of the reception object.

Article 8 Domestic official receptions shall not organize welcome activities at airports, stations, docks and their jurisdictions, organize welcome activities across regions, post slogans and banners, arrange people to meet them, and lay welcome carpets. The principal person in charge of a region or department shall not attend the welcoming ceremony. Strictly control the number of escorts, and no one can be accompanied at all levels.

The venues, events and activities arranged by the reception unit shall be conducive to the development of official activities. If you arrange to go out for investigation and study, you should go deep into the grassroots and the masses, and you should not go through the motions or engage in formalism.

Ninth reception and accommodation should strictly implement the relevant provisions of travel and conference management, arrange reception places in designated hotels or institutions, and implement the agreed price. The accommodation expenses of business travelers shall be reimbursed by the unit credentials, and the accommodation expenses of participants shall be implemented according to the relevant regulations on the management of conference fees.

Accommodation rooms are mainly standard rooms, and provincial and ministerial cadres can arrange ordinary suites. The reception unit shall not arrange the reception room beyond the standard, and shall not issue extra toiletries.

Article 10 The reception object shall dine by itself according to the prescribed standards. Due to work needs, the reception unit can arrange working meals and strictly control the number of people accompanying meals. If the reception target is less than 10, the number of people accompanying the meal shall not exceed 3; 10 or more, shall not exceed one third of the number of reception objects.

Home cooking should be used for working meals, and high-grade dishes such as shark's fin and bird's nest and dishes made with wild protected animals should not be provided, cigarettes and high-grade drinks should not be provided, and private clubs and high-consumption dining places should not be used.

Article 11 Domestic official reception and travel activities shall arrange car use, rationally use vehicle types, and strictly control accompanying vehicles.

The reception unit shall use police cars in strict accordance with relevant regulations and shall not implement traffic control in violation of regulations. If it is really necessary to arrange guards for security, it shall be carried out in accordance with the prescribed security boundaries and security norms, and the police force shall be reasonably arranged to narrow the scope of alert as much as possible, and it shall not be cleared and closed.

Twelfth party and government organs at all levels should strengthen the budget management of domestic official reception funds and reasonably limit the total budget of reception expenses. Official reception expenses should all be included in the budget management and listed separately.

It is forbidden to charge the travel expenses, conference fees, training fees and other expenses that should be borne by the reception object in the reception fee, and it is forbidden to collect, pass on or conceal the reception expenses in the name of holding meetings and training; It is forbidden to transfer reception expenses to subordinate units and other units, enterprises and individuals, and it is forbidden to support reception expenses in non-tax income; It is forbidden to charge other fees in the name of official reception.

Thirteenth local party committees and governments at or above the county level shall, according to the local economic development level, market prices and other actual conditions, refer to the local conference dining standards to formulate the domestic official reception working meal expenditure standards at the same level, and make regular adjustments. Reception and accommodation should be in accordance with the relevant provisions of the travel expenses management, the implementation of the reception object in the local travel expenses and accommodation standards. The reception fee standard shall be reported to the official reception management department and the financial department of the party and government organs at the next higher level for the record.

Fourteenth vouchers for reimbursement of reception expenses shall include financial bills, official letters from sending units and reception lists.

The payment of funds for reception fees shall be strictly in accordance with the relevant provisions of the centralized payment system of the state treasury and the management of official cards. Where conditions permit, bank transfer or official card shall be used for settlement, and cash payment shall not be used.

Article 15 The internal reception places of organs shall establish and improve the service operation mechanism, implement enterprise management, promote the integration of labor, employment and distribution systems with the market, establish a market-oriented reception fee settlement mechanism, reduce the service operation cost, improve the efficiency of asset use, and gradually realize self-financing and self-development.

Party and government organs at all levels shall not build, rebuild or expand internal reception places in any name, and shall not carry out over-standard decoration or over-standard configuration of furniture and appliances for internal reception places. Promote the centralized and unified management and utilization of reception places within the organs and establish a resource sharing mechanism.

Article 16 The reception unit shall not exceed the standard reception, organize tours and visits unrelated to official activities, organize activities in commercial entertainment and fitness places, arrange special cultural performances, and give gifts, securities, souvenirs and local products in any name.

Seventeenth party and government organs at or above the county level shall, jointly with relevant departments, strengthen the supervision and inspection of the domestic official reception work of party and government organs at the same level and party and government organs at lower levels. The main contents of supervision and inspection include:

(1) Formulating domestic official reception rules and regulations;

(two) the implementation of domestic official reception standards;

(three) the management and use of domestic official reception funds;

(4) Information disclosure of domestic official reception;

(five) the management and use of internal reception places.

All departments of the party and government organs should regularly summarize the domestic official reception of their own departments and report it to the official reception management department, the financial department and the discipline inspection and supervision organs at the same level for the record.

Article 19 The administrative department of official reception of the party and government organs at or above the county level shall, jointly with the financial department, announce to the public the provisions, standards, expenditures, reception places and reception items of the domestic official reception system at the corresponding level every year, and accept social supervision.

Twentieth party and government organs at all levels should include the domestic official reception work in the scope of accountability. Discipline inspection and supervision organs should strengthen the investigation and punishment of domestic official reception violations, seriously investigate the party discipline responsibility and administrative responsibility of the relevant person in charge of the reception unit and the person directly responsible, and notify them, and transfer suspected crimes to judicial organs for criminal responsibility according to law.

Twenty-first actively promote the socialization reform of domestic official reception services, and effectively use social resources to provide accommodation, catering, car and other services for domestic official reception. Implement a fixed-point service system for receiving vehicles.

Twenty-second local party committees and governments at all levels shall, in accordance with these regulations, formulate measures for the administration of domestic official reception in their respective regions.

Article 23 Local governments at all levels shall, for the purpose of attracting investment and other work, receive official visits other than national staff, and implement separate management with reference to these Provisions, define standards, control the total amount of funds, pay attention to actual results, strengthen examination and approval management, strengthen audit supervision, and put an end to extravagance and waste. It is strictly forbidden to expand the scope of reception, increase reception items and arrange official reception in disguise in the name of attracting investment.

Twenty-fourth state-owned enterprises, state-owned financial enterprises and institutions that do not refer to the civil service law shall be implemented with reference to these provisions.

Twenty-fifth these Provisions shall be interpreted by the State Organs Administration Bureau in conjunction with relevant departments.
