Regulations of China People's Liberation Army on Grass-roots Logistics Management
(1992 issued by the Central Military Commission on September 30th)
Chapter I General Provisions
Article 1 These Regulations are formulated in order to strengthen the logistics management at the grass-roots level of the army, promote the all-round construction at the grass-roots level and enhance the combat effectiveness of the army.
Article 2 The basic logistics management mentioned in these Regulations refers to the logistics management of companies, ships, flight brigades, stations, warehouses, teams, institutes and other units that have the nature of detachments and independently organize meals. Its contents include:
(a) the management of funds, food and other logistics equipment, equipment and materials;
(two) the management of barracks, camp furniture and facilities;
(3) Organizing diet management, amateur production and hygiene management;
(four) to organize the technical and service management of vehicles, land (air) boats (hereinafter referred to as boats) and other equipment;
(5) Selecting logistics talents and building grass-roots logistics teams;
(six) to organize logistics combat readiness, training and logistics management education;
(seven) other work of grassroots logistics management.
Article 3 These Regulations are applicable to all grass-roots units of the whole army and are the basic basis for organizing and implementing grass-roots logistics management.
Article 4 Logistics management at the grass-roots level shall adhere to the principles of combining peacetime and wartime, making use of security, doing things by yourself, being diligent and thrifty, adjusting measures to local conditions, paying attention to actual results, doing things by the rules, and making concerted efforts by officers and men.
Article 5 The General Logistics Department is the competent authority for the grass-roots logistics work of the whole army.
The logistics organs at all levels are the competent authorities in charge of the basic logistics work of this supply system.
Chapter II Organization and Leadership of Grass-roots Logistics Work
Article 6 The basic logistics work shall be carried out under the leadership of the Party branch (Party committee) and the person in charge at the same level. Grass-roots units should be divided into 1 officers at the same level to manage logistics work, give full play to the role of the economic commission, regularly analyze the situation, make overall arrangements for work, study measures to strengthen and improve logistics construction, and solve existing problems in time.
Article 7 The personnel in charge of logistics work in grass-roots units have direct leadership responsibility for logistics work, and should understand the standard system of logistics at the grass-roots level, be familiar with the organizational procedures of logistics work, support the work of logistics personnel, master logistics work, and organize and urge subordinates to complete various logistics tasks.
Article 8 Under the leadership of the unit leaders and the logistics personnel in charge, the flight attendants shall organize and implement the basic logistics management. The company quartermaster should be familiar with the logistics standard system, financial discipline, accounting, planning and arranging meals, organizing amateur production, requesting and distributing funds, being installed, managing production, facilities, equipment and materials.
Quartermaster should receive professional training or intensive training before taking office, and should remain relatively stable after taking office. Director party member is not a member of the Party branch and should attend the meeting of relevant Party branch members as nonvoting delegates.
Troops with centralized stations regularly implement the collective office system of company quartermaster, and logistics, finance and military supplies departments organize capital and food inspection, business study and exchange.
Ninth grass-roots units shall, in accordance with the establishment, select good soldier as the catering staff and the cooking squad leader, and select excellent cooks, hygienists and car drivers, and keep them relatively stable.
All kinds of logistics personnel should love their jobs, earnestly perform their duties, master professional skills and actively complete various tasks.
Tenth grass-roots economic committees should clearly define the division of labor, actively participate in economic management, implement economic supervision, and ensure economic democracy. Insist on ordering recipes every week, review and publish accounts every month, and regularly check the inventory, materials in use and their consumption.
Chapter III Logistics Combat Readiness and Training
Eleventh grass-roots units should adhere to regular combat readiness education, and conscientiously implement the logistics combat readiness system, regulations and requirements.
Twelfth grass-roots units should be in accordance with the provisions of the quantity and quality of storage, custody of logistics combat readiness materials, and the implementation of "three point four" (carrying, running, staying; People, things, cars, positioning), to achieve good quality, variety, timely adjustment and update.
Article 13 Logistics training in grass-roots units shall be organized and implemented in various forms according to military training laws and regulations, training outline and annual training tasks entrusted by superiors, combined with the characteristics and professional requirements of grass-roots units, so as to ensure the implementation of personnel, time, content and quality.
Fourteenth logistics training should be scientifically planned, focused, adhere to individualized, and carry out on-the-job training. Soldiers mainly focus on mastering the necessary knowledge and skills of this major, and carry out the same subject, professional technology (service) and tactical training; Officers mainly focus on improving the ability and professional level of command, management and organization training, and carry out military theory study, tactics (service) at the same level and professional technical training; The detachment mainly conducts tactical (service) training around the ability to form an overall combat (support) task.
Fifteenth logistics team and logistics personnel training, should be organized in strict accordance with the training performance assessment standards, the assessment results are not qualified, it should be retraining, make-up training and make-up examination.
Chapter IV Financial Management
Sixteenth grass-roots units should strictly implement the financial plan, fund receipt and payment, audit reimbursement, fund accounting, cash management, account publication, financial handover, physical acceptance and other systems and regulations. , so as to realize the good implementation of the standard system, the good use of the fund plan and the good promotion of economic democracy; There are no problems such as corruption, theft, false reporting, wrong payment, selfless borrowing of public funds, and no wasteful expenditure.
Seventeenth grass-roots units should strengthen the leadership of financial work, unified planning of various funds, reasonable arrangements, careful planning, balance of payments, a slight balance. Expenditure shall be uniformly examined and approved by the personnel in charge of logistics; Except for meals, the expenses above 100 yuan shall be discussed and decided by the Party branch (Party committee).
Eighteenth grass-roots units should receive and distribute funds in a timely manner. Wages, allowances and wages shall be paid in full to individuals before the 5th day of the month.
The logistics and finance department shall timely guarantee the capital supply of grass-roots units, and shall not cut off the supply, supply less or supply less, so as to ensure the right of grass-roots units to use the surplus funds.
Article 19 Grass-roots units must abide by financial discipline, and are not allowed to encroach on the interests of military personnel, falsify or falsely claim, treat guests and give gifts with public funds and property, default on food expenses, expand the scope of food expenses, set up off-balance-sheet accounts and "small coffers", privately divide public funds and property, buy special control items without authorization, rent or lend bank accounts and borrow public funds without authorization, and change the unified financial standards of the whole army without authorization.
Twentieth grass-roots units of amateur production income and miscellaneous income, must be included in the financial management. The income from amateur production, in addition to the reproduction fund, should be used to subsidize collective meals and improve material and cultural life.
Chapter V Management of Catering and Amateur Production
Twenty-first grass-roots units should scientifically arrange meals, pay attention to nutritional taste, adjust dietary patterns, and ensure that officers and men can eat or basically eat the rations stipulated in the feeding standards. Arrange the diet of duty personnel, the wounded and sick, and respect the eating habits of ethnic minority officers and soldiers.
Grass-roots units should keep 1 chefs at the level of chefs.
Twenty-second grass-roots units should adhere to the system of ordering recipes, publishing food accounts, registering daily consumption materials, being on duty in the kitchen and helping the kitchen, and implementing itemized accounting for food.
In the dining hall, the food management system, the responsibilities of cooking managers and the evaluation conditions of advanced canteens were displayed; Set up an economic and democratic column, which contains recipes, food quantitative standards, food account publication forms, as well as dining staff suggestion books, food payment registers, and physical acceptance consumption registers.
Twenty-third officers are generally not allowed to buy food from grass-roots catering units. If the supply relationship is in grass-roots units, they must pay at the price when they really need to buy.
Diners in grass-roots catering units are not allowed to quit except for going out on business, visiting relatives, being hospitalized or transferring to other hospitals. Withdrawal from the partnership shall be implemented in accordance with relevant regulations.
Twenty-fourth conditional group (brigade) should establish a non-staple food production base and life service center, and implement the food security and management of the group (brigade) and grass-roots units.
Non-staple food production bases generally have poultry farms, livestock farms, fish ponds and feed processing rooms to provide non-staple food and excellent young livestock (poultry) seedlings for grass-roots units and guide amateur production of grass-roots units.
According to the conditions, the life service center provides services such as staple food purchase and processing, pig slaughtering and food refrigeration, and implements unified financing, unified processing, unified supply and unified settlement, and is responsible for guiding the food management of grass-roots units. Life service center shall not contract to ensure the quality of food supplied by grass-roots units and soldiers, and the price is lower than the local market price. Where the life service center can supply staple food, grass-roots food units shall not go out to purchase.
The life service center implements the system that the steward is on duty in turn and reviews the recipes with the grass-roots units.
Article 25 Grass-roots units should actively organize and develop spare-time production focusing on raising pigs and growing vegetables, carry out small sideline businesses such as processing, fishing, gathering, planting and breeding according to local conditions, and insist on homemade side dishes. The northern troops should carry out planting in plastic greenhouses and greenhouses according to conditions and do a good job in winter storage of vegetables.
Grass-roots units should engage in amateur production by themselves, make unified plans and arrangements, actively adopt science and technology and advanced methods, reduce production costs, and may not contract out.
Twenty-sixth grass-roots units should be careful, plan and save food and reasonable food expenses, and keep the accumulated savings for food and food expenses (including production subsidies) for 0 to 2 months. Surplus grain and food expenses shall be reasonably arranged by grass-roots units to improve food and shall not be used for other purposes.
Popularize and apply coal-saving stoves, improve coal-burning technology and strive to save coal for cooking.
Twenty-seventh grass-roots units should implement standardized management of food, conduct a quarterly food management evaluation, and improve in time when problems are found.
Chapter VI Health Management
Twenty-eighth grass-roots units should carry out health education in accordance with the regulations, and the attendance rate should reach more than 90%, so that officers and men can develop good personal hygiene habits. Advocate quitting smoking and don't smoke in non-smoking places.
Twenty-ninth indoor and outdoor environmental sanitation should be divided into areas and responsibilities, and daily cleaning, weekly cleaning and health inspection should be carried out.
Keep the room clean, the air fresh, free of cobwebs and dust, and eliminate mosquitoes, flies, rats, bedbugs and cockroaches in time.
Outdoor roads are clear, ditches are clear, there is no stagnant water, and there is no breeding ground for mosquitoes and flies. There are designated closed garbage storage facilities, so that garbage is not dumped or exposed and cleaned regularly.
Toilets and barns meet the hygiene requirements, and they should be washed and cleaned daily, checked regularly, and the feces should be treated harmlessly.
Thirtieth canteen to keep clean, fly prevention measures and running water to wash your hands. Newly built and rebuilt kitchens should meet the layout requirements of raw materials and cooked materials operation procedures. Kitchen utensils should be placed neatly and washed after use. Rinse the utensils with running water and disinfect them regularly. Food production conforms to the hygiene requirements, raw and cooked food should be operated separately with knives and discs, and stored separately. Keep the leftovers properly and heat them fully before eating. All kinds of jars and jars are covered with labels. Diners share meals or use public chopsticks and spoons.
The health examination of cooks shall not be less than 2 times a year, and patients with infectious diseases and suppurative skin diseases must be transferred immediately. Cooking personnel wear work clothes and work hats when working.
Thirty-first grass-roots units shall, in accordance with the provisions, organize officers and men to participate in health examination and vaccination. Physical examination: officers should fill in health certificates every year 1 time and soldiers every two years 1 time. Vaccination rate: not less than 95% for officers and men who have served for more than 2 years, and 0/00% for recruits. Arrange health quarantine for people from epidemic areas in time; Patients with infectious diseases must be isolated and treated quickly and reported in time. Actively prevent infectious diseases, so that no serious infectious diseases, other infectious diseases and food poisoning will occur.
Grass-roots units should prevent and reduce training injuries according to the actual situation, and do a good job in heatstroke prevention and frostbite prevention.
Thirty-second military animal health and epidemic prevention in accordance with the provisions of the organization and implementation. Actively do a good job in the prevention and control of military horse diseases, and no strong and other harmful infectious diseases occurred throughout the year, which reduced the mortality rate. Keep stables, feeding troughs, tethers and activity areas clean. Prevention of human and animal diseases.
Chapter VII Vehicle and Vessel Management
Thirty-third grass-roots units equipped with vehicles and boats must strictly implement the provisions on the management of vehicles and boats, and the technical conditions of vehicles and boats should meet the prescribed standards.
Thirty-fourth grass-roots units shall, according to the designated purpose and technical performance of vehicles and boats, use vehicles and boats correctly and reasonably. Vehicles shall not be used in excess of the specified number of vehicles and vehicle kilometers, and ships shall not be used with overload and super wind resistance.
Vehicles that are not expected to be used for more than 2 months shall be sealed in accordance with regulations. New cars and vehicles after engine overhaul must be sealed after the first driving.
Thirty-fifth grass-roots units should complete the daily, regular, initial driving, storage, seasonal maintenance and repair of vehicles in accordance with regulations, and do a good job in regular and irregular maintenance of boats. Vehicle inspection, weekly 1 time, half a month or even every month.
Adhere to the code day system, weekly 1 code day, not less than half a year at a time, and the attendance rate of personnel reaches over 80%.
Strictly implement the vehicle and vessel registration and statistics system, fill in the registration book timely and accurately, and ensure complete information, complete technical files and accurate statistics.
Thirty-sixth grass-roots units should regularly carry out traffic laws and regulations and safety education, and take safety measures according to tasks, seasons and climate changes to prevent accidents and ensure the safety of vehicles and boats. Strictly manage the vehicle use certificate, and may not rent, lend or misappropriate it.
Thirty-seventh vehicles and equipment should be replaced with old ones, and the management of equipment ledger, bicycle equipment supply certificate and material requisition list should be strictly controlled. Vehicles and ship equipment shall be stored in the warehouse, and shall not be used, exchanged or borrowed without authorization. Carry your driving information with you and box it for safekeeping. Please replenish it in time after use.
Chapter VIII Production Management
Thirty-eighth grass-roots units should strictly implement the real estate management regulations and relevant provisions, and implement the production management responsibility system, maintenance system, handover system and inspection and evaluation system. Adhere to the production and use registration, business equipment account management. Organize officers and men to do it themselves and make minor repairs to production in time. The annual damage rate of doors and windows, furniture and glass should be controlled within 5‰, 8‰ and 10‰ respectively.
Grassroots units shall not lease, lend, sell or transfer real estate.
Thirty-ninth grass-roots units should use barracks in accordance with the prescribed purposes. No cooking is allowed in the non-cooking room, no tearing down walls, digging holes, setting up sheds and changing the use of the house without authorization, no private connection of power supply, electric stove and off-account electricity, no unauthorized modification and unloading of water meters, water pipes and faucets, no graffiti on walls and desktops, no dumping of sundries in urinals and drainage pipes (ditches), and no unauthorized disassembly, modification, removal and taking away of camping equipment.
Fortieth grass-roots units should correctly use water, electricity, heating and fire fighting equipment, and designate special personnel to manage it. Save water, electricity and coal to prevent "running, running, dripping and leaking".
Strengthen the management of heating in winter, keep the indoor temperature and prevent gas poisoning and fire. In the specified heating period, if indigenous heating is used, the temperature of dormitory is above 12℃ and the temperature of canteen is above 6℃; Heating, dormitory temperature 14℃ above, canteen temperature above 8℃.
Forty-first grass-roots units should actively participate in camp construction and tree planting activities, and take care of flowers and trees.
Chapter IX Management of Logistics Materials, Facilities and Equipment
Forty-second grass-roots units should accurately fill in forms and vouchers according to the supply standard, supply intensity and fitness type, and ask for and distribute clothes on time. For those that are not suitable, replace them in time. The old package rate is over 95%.
Individuals are not allowed to be moldy, disassembled, sold, sent home or given away. The loss rate of uniforms, combat uniforms, cotton-padded clothes, coats, bedding, raincoats and special clothes shall not exceed 3‰. Public clothing is inspected quarterly 1 time.
Forty-third oil teams should adhere to the plan of rational use of oil, promote the application of advanced fuel-saving technology, and the fuel-saving rate can meet the requirements of superiors. The oil in the oil tank (cabinet) of sealing equipment shall be managed by special personnel to prevent loss and deterioration. Avoid oil accidents and oil theft cases. The oil recovery rate meets the specified requirements, and the recovered oil shall not be disposed of without authorization. All kinds of oil equipment accounts, materials, cards are consistent, regular maintenance, intact rate and neat loading rate reached more than 90%.
Grass-roots units should designate special personnel to manage small oil depots, establish and improve oil and oil equipment accounts, implement various rules and regulations, and ensure safety.
Article 44 The facilities and equipment of grass-roots units shall be complete and meet the following standards:
(1) Dormitories have beds, bedside tables, thermos bottles (thermos barrels), officers have office desks and chairs, and soldiers have small stools; The reading room has bookcases, newspaper racks, tables and stools;
(2) The kitchen has coal-saving and dust-proof stoves, cooktops, worktables, lampblack and sewage discharge facilities, and complete cookware and kitchenware; The canteen has a standard dining table, dining stool, cupboards (cabinets), insulation barrels, screen windows and running water dishwashing pools, with fans and heating equipment in the south and north respectively; The main and non-staple food warehouses include cabinets, cans and shelves. Used to hold grains, vegetables and condiments;
(3) Having a clothes drying field and a shoe drying platform; The storage room is provided with a storage rack and a front delivery bag (bag);
(4) Preparing medicinal materials according to regulations; Dispersed health rooms are set up in the station, equipped with medical instrument boxes (cabinets), diagnosis tables, diagnosis chairs, treatment benches and diagnosis beds;
(five) the company quartermaster has a special iron cabinet and work bag, and his office is equipped with iron gates, hidden locks and bars;
(6) There are gardens and pigsty in general, and vegetable pits and greenhouses (greenhouses) in the north;
(seven) the team set up a parking lot, including garage, duty room, maintenance room, charging room, equipment room, oil room, car wash and fire control facilities;
(eight) the professional technical facilities and equipment of various logistics units shall be constructed and equipped in accordance with the relevant provisions.
Organs at all levels and grass-roots units should combine the actual situation, organize the implementation according to the division of responsibilities, actively create conditions, and strive to meet the above standards.
Forty-fifth public goods should be subject to numbering management. All kinds of materials should be neatly arranged, fully registered, clearly recorded, consistent with the accounts, regularly checked and kept in good condition. When the custodian changes, the handover procedures shall be specified.
Forty-sixth grass-roots units should implement the responsibility system of economic management. If the public property is lost or damaged, the Economic Committee will make full or partial compensation after discussion and decision according to the situation and compensation capacity.
Chapter X Logistics Management of Operations and Special Tasks
Article 47 when carrying out tasks such as fighting and riot prevention, emergency rescue and disaster relief, field training, drills, national defense scientific research and experiments, national defense construction, etc. First, grass-roots units must proceed from reality, strengthen logistics management, use funds and materials in strict accordance with regulations, report the consumption, damage and occurrence of the sick and wounded of funds, equipment and materials in a timely manner, and put forward suggestions and requirements.
Article 48 Grassroots units shall, according to the needs of tasks, adjust or clarify the personnel in charge of logistics work, equip other necessary personnel with professionals such as health workers, caterers, cooks and car drivers as the backbone, and establish logistics support organizations such as ambulance teams, catering teams and car fuel teams.
Forty-ninth grass-roots units should promptly ask for funds, equipment, staple food, fuel, oil, equipment and so on. To make up for the carrying capacity. According to the requirements of superiors, organize light transportation and handle heavy materials.
When carrying out railway transportation, grass-roots units should go through transportation procedures according to regulations, renovate loading and unloading sites and sidewalks, erect and dismantle temporary platforms, carry out loading and unloading, reinforce and bind, and strengthen management during transportation.
In wartime, funds will be supplied by the wartime personnel supply certificate and the family living expenses supply certificate, firewood and vegetables will be kept for 7 to 10 days, and the seized items will be cleared and handed over in time.
Fiftieth grass-roots units should improve food according to conditions, try to supply hot meals, hot dishes and boiled water, and take heat preservation measures to deliver cooked food before winter. Keep and eat cooked food (dry food) carried by individuals according to regulations, and secretly evacuate and eat it in wartime. Do a good job in the investigation, protection, purification and disinfection of drinking water sources.
When eating and drinking at the military supply station, you should go through the formalities according to the regulations and strictly organize.
Article 51 Grassroots units shall, according to the tasks, enemy situations and seasons, carry out health knowledge education on preventing food poisoning, poisonous insect injury, heatstroke, frostbite and "three defenses", implement prevention and control measures, and actively organize self-help and mutual rescue. Investigate the epidemic situation in time to prevent the epidemic of infectious diseases. It is strictly forbidden to eat sealed food without inspection.
Fifty-second grass-roots units should take advantage of the opportunity of fighting (work) to organize the cleaning of logistics equipment. Logistics materials and equipment should be protected from moisture, rain, sun and mildew. Set up temporary parking places for vehicles and machinery for camouflage protection in wartime.
Article 53 The General Logistics Department, the logistics departments of military regions, services and arms, and the Commission of Science, Technology and Industry for National Defense shall, when carrying out combat tasks and special tasks, formulate specific indicators and requirements for logistics management at the grass-roots level according to actual conditions.
Chapter II Responsibilities of XI Organs
Article 54 Commanders, political organs, logistics organs and technical organs at all levels shall, under the leadership of Party committees and heads at the same level, adhere to the direction of serving the grassroots, take responsibility at different levels, perform their duties, cooperate with each other and closely, actively provide funds and materials for the grassroots, and guide and help the grassroots to do a good job in logistics management.
Article 55 The headquarters organ shall, in accordance with the principles and principles of army building and the laws of logistics work, determine the guiding ideology and policies of grass-roots logistics management, revise and improve all kinds of standards and regulations, determine the guiding ideology and policies of grass-roots logistics management, revise and improve all kinds of standard systems, formulate regulations on grass-roots logistics management, and put forward the overall tasks and requirements of grass-roots logistics construction of the whole army.
Article 56 Military region organs, arms and services organs, and the Commission of Science, Technology and Industry for National Defense shall, according to the overall tasks and requirements of grass-roots logistics construction and combined with the actual situation of the army, formulate the planning of this system, guide grass-roots logistics work in different categories, study and solve universal problems, and commend and publicize advanced models with great influence.
Article 57 Military sub-regional organs shall comprehensively plan the basic logistics work of their own units, guide the basic logistics construction in a planned and step-by-step manner, solve existing problems, sum up and popularize advanced experience, and organize grass-roots units to be responsible for the short-term training of logistics officers.
Article 58 The brigade and regiment level organs directly organize and guide the grassroots logistics work of their own units, urge grassroots units to complete the logistics support tasks, organize professional training for grassroots logistics personnel, build and manage non-staple food production bases and life service centers, carry out roving services, organize the evaluation of grassroots logistics work, find and solve specific problems and practical difficulties in grassroots logistics support, and timely reflect the situation and problems in grassroots logistics work.
Chapter XII Awards and Punishment
Fifty-ninth units and individuals that have made remarkable achievements in the implementation of these regulations shall be rewarded in accordance with the provisions of the Regulations on Disciplinary Actions of the People's Liberation Army of China.
Sixtieth grass-roots units in any of the following circumstances, the organs at or above the regimental level shall give informed criticism and make corrections within a time limit; If the circumstances are serious, the leaders and those directly responsible shall be punished in accordance with the provisions of the Regulations on Disciplinary Actions of the People's Liberation Army of China:
(a) the economic and democratic system is not perfect, amateur production and food management are chaotic, and officers and men strongly reflect it;
(two) due to poor management, cost overruns, excessive grain, or serious damage to public property;
(three) logistics combat readiness, training is not implemented, did not complete the task;
(four) in the grassroots logistics work, the report is seriously untrue;
(E) Many problems such as poor logistics management at the grass-roots level.
Article 61. Under any of the following circumstances, it shall be punished in accordance with the provisions of the Regulations on Disciplinary Actions of the People's Liberation Army of China; If the case constitutes a crime, criminal responsibility shall be investigated according to law:
(a) in violation of financial discipline, abuse of power for personal gain, false impersonator, dividing public funds and property, encroaching on the interests of soldiers;
(two) in violation of health management regulations, the outbreak of infectious diseases or food poisoning;
(three) the loss or damage of logistics equipment, materials, facilities and equipment, and the circumstances are serious;
(four) in violation of the regulations on the use of vehicles and vessels, accidents have occurred, resulting in economic losses;
(five) dereliction of duty, causing great economic losses to amateur production;
(six) other violations, which have adverse consequences for grassroots logistics work.
Chapter XIII Supplementary Provisions
Sixty-second grass-roots logistics work appraisal activities should be incorporated into the unified organization of activity standards stipulated in the Outline of Army Grass-roots Construction. The evaluation standard of logistics basic work is based on these provisions, and those that fail to meet the standards shall not be rated as basic construction standard units.
The following units in the Corps shall, in accordance with the unified arrangements of the higher authorities, organize and carry out the evaluation of grassroots logistics work, and shall not increase other evaluation activities by themselves.
Article 63 The professional and technical work of logistics units not specified in these Regulations shall be carried out in accordance with relevant regulations.
Article 64 Military regions, services and arms and the Commission of Science, Technology and Industry for National Defense may formulate detailed rules for implementation in accordance with these Regulations.
Article 65 The General Logistics Department shall be responsible for the interpretation of these Regulations.
Article 66 These Regulations shall come into force as of the date of promulgation. 199 1 February 26th, the Interim Provisions on Logistics Management at the Grass-roots Level of the Army was abolished. In the past, the provisions on logistics basic management, which are inconsistent with these provisions, shall prevail.
