Xinhua News Agency (Xinhua), Beijing, Dec. 8 - Recently, the General Office of the Central Committee and the General Office of the State Council issued the Administrative Provisions on Domestic Official Reception for Party and Government Organs and issued a circular requiring all regions and departments to comply with them.

The party and government organs of domestic official reception management regulations
Article 1 In order to standardize the management of party and government organs of domestic official reception, practicing diligence and thrift, opposing waste, and strengthening the construction of the party wind and honest government, according to the "party and government organs of the regulations against waste," the provisions of the regulations, the formulation of this provision.
Article 2 These provisions apply to the party organs at all levels, the National People's Congress, administrative organs, CPPCC organs, trial organs, procuratorial organs, as well as trade unions, *** Youth League, Women's Federation and other people's organizations and reference to the civil service law governing the behavior of the domestic official reception of public institutions.
The provisions of the domestic official business, refers to the attendance of meetings, investigation and research, the implementation of tasks, learning exchanges, inspection and guidance, and report on work and other official activities.
Article 3 Domestic official reception should adhere to the principles of favorable business, pragmatic and thrifty, strict standards, simplified etiquette, efficient and transparent, and respect for the customs and habits of ethnic minorities.
Article 4 The official reception management departments of party and government organs at all levels shall improve the management system of domestic official reception and formulate the standards of domestic official reception in light of local realities.
Above the county level, the party and government organs official reception management department is responsible for the management of the party and government organs at this level of domestic official reception work, and guide the lower party and government organs domestic official reception work.
The party committees and governments of townships should strengthen the management of domestic official reception, and strictly implement the relevant administrative regulations and expenditure standards.
Article 5 Party and government organs at all levels should strengthen the management of official outing plans, scientific arrangements and strict control of the time, content, route, frequency, number of people out, prohibit the general learning exchanges between departments in other places without special needs, investigation and research, prohibit repetitive investigation, prohibit the name and manner of disguise tourism, prohibit violation of the provisions of the scenic area to organize meetings and activities.

Article 6 reception units should strictly control the scope of domestic official reception, shall not be reimbursed with public funds or pay the costs borne by individuals.
State employees shall not request that vacations, family visits, tourism and other activities be included in the scope of domestic official reception.
Article 7 reception units should be based on the scope of the reception, strict control of the reception approval, to be able to merge the official reception arrangements. No official letter of official activities and visitors are not received.

Article 10 The reception object should be in accordance with the prescribed standards for their own meals. Indeed, due to work requirements, the reception unit can arrange a working meal, and strictly control the number of accompanying meals. Reception object within 10 people, the number of people accompanying the meal shall not exceed three people; more than 10 people, shall not exceed one-third of the number of reception objects.
The working meal should be supplied with home-cooked food, and shall not provide high-grade dishes such as shark's fin, bird's nest and dishes made from wild protected animals, cigarettes and high-grade drinks, and shall not utilize private clubs and high-consumption catering venues.
Article 11 of the domestic official reception of travel activities should be arranged to centralize the car, the rational use of models, strictly control the accompanying vehicles.
Reception units should be strictly in accordance with the relevant provisions of the use of police vehicles, shall not violate the provisions of traffic control. Indeed, because of the security needs to arrange security guards, should be in accordance with the boundaries of the security guards, security guards specifications, reasonable arrangements for the police, as far as possible to narrow the scope of the security guards, shall not be cleared and closed.
Article XII of the party and government organs at all levels should strengthen the budget management of domestic official reception funds, reasonable limits on the total budget of reception expenses. Official reception expenses should be fully integrated into the budget management, separate presentation.
Prohibit in the reception expenses should be borne by the reception of travel, meetings, training and other costs, prohibit the organization of meetings, training in the name of the hospitality expenses, transfer, concealment; prohibit to subordinate units and other units, enterprises, individuals to transfer the hospitality costs, prohibit in the non-tax revenues in the hospitality costs; prohibit in the name of the official hospitality costs of other expenditures.
Article 13 The local party committees and governments at or above the county level shall, according to the level of local economic development, market prices and other actual circumstances, in accordance with the local conference meal standards for domestic official reception of the working meal expenditure standards, and adjusted on a regular basis. Reception accommodation should be in accordance with the relevant provisions of travel expense management, the implementation of the reception object in the local travel and accommodation standards. Article 14 of the hospitality reimbursement vouchers should include financial bills, official letters from the sending unit and reception list.

Article 15 The internal reception places of organs shall establish and improve the service operation mechanism, implement enterprise management, promote the labor, employment and distribution system in line with the market, and establish a market-oriented reception fee settlement mechanism, reduce the cost of service operation, improve the efficiency of the use of assets, and gradually realize the self-supporting profit and loss, self-development.
Party and government organs at all levels are not allowed to build new, altered or expanded internal reception venues in any name, and are not allowed to carry out over-standard renovation or decoration, over-standard configuration of furniture and electrical appliances for internal reception venues. Promote the centralized and unified management and utilization of internal reception facilities, the establishment of resource **** enjoyment mechanism.
Article 16 of the reception unit shall not exceed the standard reception, shall not organize tourism and official activities unrelated to the visit, shall not be organized to business entertainment, fitness activities, shall not be arranged for special cultural performances, shall not be given in the name of gifts, securities, souvenirs and souvenir products.
Article 17 above the county level party and government organs of the official reception management department shall, in conjunction with the relevant departments to strengthen the supervision and inspection of the domestic official reception of the departments of the party and government organs at this level and the lower party and government organs. Each department of the party and government organs shall regularly summarize the domestic official reception of the department and report it to the management department of the party and government organs at the same level of the official reception, the financial department, and the disciplinary inspection and supervision organs for the record.
