Article 2 Drugs mentioned in these Regulations refer to opium, heroin, methamphetamine (ice), morphine, marijuana, cocaine and other narcotic drugs and psychotropic drugs that can make people addicted to drugs as stipulated by the state. Article 3 The drug control work shall be carried out in a comprehensive way, giving priority to prevention, adhering to the principle of combining specialized organs with the mass line, and combining education with punishment, so as to ensure that toxic substances must be banned, the source and the interception should be blocked, the law enforcement should be strictly enforced, and both the symptoms and the root causes should be addressed. Article 4 Local people's governments at various levels shall organize and lead the drug control work in their respective administrative areas. Drug control funds are included in the financial budgets at all levels.
The public security organ is the competent department for drug control.
People's courts and people's procuratorates should perform their respective duties and punish drug crimes according to law.
The relevant departments of justice, civil affairs, industry and commerce, health, medicine, chemical industry and customs shall perform their respective duties in drug control. Fifth radio, television, newspapers and other mass media should use various forms to carry out anti-drug propaganda work and enhance citizens' anti-drug awareness. Article 6 State organs, social organizations, enterprises and institutions, villagers' committees and residents' committees are responsible for drug control in their own systems and units, and should establish and improve the responsibility system and implement various drug control measures.

Article 7 Local people's governments at all levels and relevant departments shall establish a reporting system for drug-related crimes, and any unit or individual shall have the obligation to report and expose drug-related crimes.

Article 11 It is forbidden to illegally plant opium poppy, marijuana and other original drugs, and all those illegally planted shall be forcibly eradicated. For drug addicts, their units, villagers' committees, residents' committees, their guardians and their families should establish assistance and education groups with local police stations to prevent them from taking or injecting drugs again.

Thirteenth relevant departments and units shall, in accordance with the division of responsibilities, strengthen the management of the production, operation, use, storage, transportation, import and export of narcotic drugs, psychotropic drugs, drug rehabilitation instruments and precursor chemicals.

Article 14 Whoever produces, manages, stores, transports, imports, exports and uses precursor chemicals shall implement the system of license and quasi-transportation permit in accordance with the relevant provisions of the state. Article 15 Any unit or individual is prohibited from committing the following acts:
(1) illegal possession of drugs;
(2) illegally transporting, trading, storing and using poppy shells;
(3) illegally buying, selling, transporting, carrying or holding the seeds or seedlings of the original plants of drugs that have not been inactivated;
(4) adding poppy shells (seeds) into food and drinks;
(5) luring, abetting, cheating or allowing others to take or inject drugs;
(6) illegally providing narcotic drugs and psychotropic drugs under state control to drug users and injecting drug users;
(7) coercing or inducing others to sell or issue prescriptions or certificates to defraud narcotic drugs and psychotropic drugs controlled by the state.
(8) illegally producing, managing, storing, transporting, importing, exporting and using precursor chemicals;
(9) producing or dealing in drugs for drug rehabilitation without the approval of the state drug supervision and administration department;
(11) engaging in advertising of drugs and devices for drug rehabilitation;
(11) Illegally starting drug addiction treatment business;
(12) harboring drug criminals, hiding, transferring or concealing drugs or property obtained from illegal crimes for them. Article 16 If a drug-related crime constitutes a crime, criminal responsibility shall be investigated according to law.
whoever smuggles, sells or transports drugs, regardless of the quantity, shall be investigated for criminal responsibility and punished. Seventeenth in violation of the provisions of Article 15 (3) to (8) and (12), which does not constitute a crime or the circumstances of the crime are minor and do not need to be sentenced to punishment, the public security organ at or above the county level shall impose a fine of not less than 3,111 yuan but not more than 51,111 yuan.
if a unit violates the provisions of items (1) to (8) and (12) of article 15 of these regulations, the public security organ at or above the county level shall impose a fine of not less than 11,111 yuan but not more than 111,111 yuan, and the directly responsible person in charge and other responsible personnel shall impose a fine of not less than 3,111 yuan but not more than 11,111 yuan.
