Article 4 food workshops and food vendors should be in accordance with food safety laws, regulations and food safety standards for production and business activities, food quality and safety responsibility. Article 5 The people's governments at or above the county level in support of the development of food workshops and food vendors, food workshops and food vendors of food safety work is responsible for the overall leadership, organization and coordination of food workshops and food vendors supervision and management work. Article 6 health administration, quality supervision, industry and commerce administration and food and drug supervision and management departments, shall, in accordance with the following provisions of the law to perform the supervision and management of food workshops and food vendors:

(3) industry and commerce administration is responsible for the issuance of industrial and commercial business license of the food small workshops as well as shopping malls, supermarkets, markets inside the food Small workshops and food vendors other than catering daily supervision and management;

(d) food and drug supervision and management departments are responsible for the daily supervision and management of catering food vendors;

Other relevant departments should be in their respective areas of responsibility to cooperate in the supervision and management of small food workshops and food vendors.

Township people's governments, street offices shall assist the relevant departments to do a good job in the daily supervision and management of food workshops and food vendors and publicity and guidance. Article VII encourages schools, social organizations, grass-roots mass self-government organizations to carry out food safety laws and regulations and food safety knowledge of publicity and popularization activities, advocate a healthy diet, enhance public awareness of food safety and self-protection capabilities. People's governments at or above the county level shall coordinate planning, construction, renovation of suitable food workshops and food vendors production and operation of centralized places, neighborhoods, construction of infrastructure and ancillary facilities, to encourage food workshops and food vendors to improve the production and operation conditions. Article IX small food workshops engaged in production and business activities, shall have the following conditions:

(a) with the production and operation of food varieties, the number of production and processing sites and production and operation equipment and facilities; production and processing sites should be kept at a safe distance from toxic, harmful sites and other sources of pollution;

(b) with the appropriate disinfection, ventilation, lighting, anticorrosion, Dust, fly, rodent, insect, washing, as well as waste water treatment, storage of garbage and waste equipment or facilities;

(3) a reasonable layout of equipment and process flow, to prevent cross contamination of food to be processed and food directly into the mouth, raw materials and finished products, to avoid food contact with poisonous, unclean substances;

(4) employees should hold a health certificate. Article X of the food workshop production and management activities to implement the licensing system.

Food workshop owners should meet the requirements of Article IX of the relevant materials, to the location of the county (city, district) quality supervision department to submit a written application. After reviewing and meeting the prescribed conditions, the issuance of food small workshops permitted production license; do not meet the prescribed conditions, in writing and explain the reasons.

Food workshop operators preside over the food workshop production permit according to law to apply for an industrial and commercial business license.

Food workshop did not obtain permission to produce, industrial and commercial business license, shall not engage in production and business activities. Article XI of food vendors engaged in business activities shall have the following conditions:

(a) the stalls should have food hygiene conditions of food production and sales of pavilions, sheds, carts, platforms, with rain, sun, dust, flies, washing, and treatment of wastewater, storage of garbage and waste facilities;

(b) contact with the food utensils, work surfaces, as well as shelves, cabinets in line with the Food hygiene conditions;

(c) employees should hold a health certificate.
