Production of catering waste treatment equipment
Article 1 In order to strengthen the management of kitchen waste, promote the harmless treatment and resource utilization of kitchen waste, maintain city appearance and environmental sanitation, and ensure food safety and public health, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the generation, collection, transportation, disposal and related supervision and management activities of kitchen waste within the urban area of this Municipality. Article 3 The term "kitchen waste" as mentioned in these Provisions refers to food residue, food processing waste, expired food and waste edible oil produced by units and individual industrial and commercial households engaged in food processing, catering services and collective catering activities (hereinafter referred to as kitchen waste producers) in the process of food production and operation.

The waste edible oil mentioned in the preceding paragraph refers to edible animal and vegetable oils and various oil-water mixtures. Article 4 The management of kitchen waste follows the principles of reduction, recycling and harmlessness, and implements the system of classified delivery, unified collection, transportation and fixed-point disposal. Article 5 The Municipal People's Government shall strengthen the unified leadership, organization and coordination of the management of kitchen waste, and incorporate the funds for the management of kitchen waste into the fiscal budget at the corresponding level.

The Municipal People's Government shall, in accordance with the requirements of the Municipal People's Government, do a good job in the management of kitchen waste.

City urban management law enforcement department is responsible for the supervision and management of the collection, transportation and disposal of kitchen waste in this city, select kitchen waste collection, transportation and disposal service enterprises according to law, and organize the implementation of these Provisions.

Administrative examination and approval, market supervision and management, ecological environment, agriculture and rural areas and other competent departments shall, according to their respective functions and duties, do a good job in the supervision and management of kitchen waste. Article 6 The municipal administrative law enforcement department shall, jointly with relevant departments, prepare a special environmental sanitation plan, incorporate the contents of kitchen waste treatment into it, and make overall arrangements for the layout, land use and scale of kitchen waste collection and disposal facilities.

The land for kitchen waste disposal facilities shall be included in the scope of urban yellow line protection as the land for environmental sanitation facilities, and no organization or individual may occupy or change its use without authorization. Article 7 The relevant catering industry associations shall formulate the industry self-discipline system, and urge the member units to strengthen the management of kitchen waste generation and transportation activities.

Producers of kitchen waste should reduce the amount of kitchen waste by guiding saving meals, listing clean vegetables and improving food processing technology. Article 8 The news media shall carry out public propaganda against the laws, regulations, relevant standards and knowledge of kitchen waste, guide the public to establish a correct concept of consumption of kitchen waste, and supervise the kitchen waste by public opinion. Article 9 An enterprise engaged in the collection, transportation and disposal of business kitchen waste shall obtain a service license for the collection, transportation and disposal of kitchen waste according to law.

Those who have not obtained the service license according to law shall not engage in the collection, transportation and disposal of business kitchen waste. Article 10 An enterprise that has obtained the license of kitchen waste collection and transportation service shall sign an agreement with the producer of kitchen waste collection and transportation service, stipulating the time, frequency, receiving point, classification requirements, liability for breach of contract, etc. Eleventh kitchen waste producers shall abide by the following provisions:

(1) Categorized collection and transportation of kitchen waste and other municipal solid waste;

(two) the use of standard kitchen waste collection containers, and keep the container intact, airtight and clean;

(three) the kitchen waste shall be collected and transported by the enterprise that has obtained the license for the collection and transportation of kitchen waste;

(4) Other requirements stipulated by laws and regulations. Twelfth kitchen waste collection and transportation enterprises shall comply with the following provisions:

(a) in accordance with the standards and norms of environmental sanitation operation and the agreement on the collection and transportation of kitchen waste, timely collect and transport kitchen waste;

(two) the collection and transportation of kitchen waste to the enterprise that has obtained the service license for the disposal of kitchen waste;

(three) after the collection of kitchen waste, the workplace should be cleaned up in time;

(four) the use of special transport vehicles sprayed with prescribed signs to transport kitchen waste in a closed manner, and keep the special transport vehicles clean and tidy;

(5) Other requirements stipulated by laws and regulations. Thirteenth kitchen waste disposal enterprises shall comply with the following provisions:

(a) according to the requirements of kitchen waste disposal facilities and equipment, and ensure its good operation;

(two) in accordance with the provisions of receiving and disposing of kitchen waste transported by enterprises that have obtained the license for the collection and transportation of kitchen waste;

(3) Treating waste water, waste gas, waste residue, dust and waste oil generated in the process of kitchen waste disposal in strict accordance with relevant regulations and technical standards to prevent secondary pollution;

(four) to measure the daily collection, transportation, transportation and disposal of kitchen waste, and submit statistical data and statements to the municipal administrative law enforcement department as required;

(five) keep the kitchen waste disposal site and the surrounding environment clean and tidy;

(6) Other requirements stipulated by laws and regulations. Fourteenth prohibit the following acts in the process of kitchen waste generation, collection, transportation and disposal:

(1) Dumping, scattering or piling up kitchen waste at will;

(2) Discarding or scattering kitchen waste along the way during transportation;

(3) Producing and processing food from kitchen waste or selling it as food;

(four) the use of kitchen waste without harmless treatment as livestock and poultry feed;

(five) the use of waste edible oil to produce edible oil;

(six) other acts as prescribed by laws and regulations.
