First, relevant departments and medical and health institutions should do a good job in early detection, early reporting, early isolation and early treatment of infectious diseases, cut off the route of transmission and prevent the spread.
Second, during the period of prevention and control in novel coronavirus, streets, towns, residents' committees and villagers' committees should, according to the decisions and orders of the local people's government, organize residents and villagers to unite and cooperate with each other to prevent and treat infectious diseases in groups, and assist health administrative departments and other relevant departments and medical and health institutions to do a good job in the prevention and control of infectious diseases in communities and rural areas, such as collecting and reporting epidemic information, isolating people, and implementing public health measures.
Third, citizens, legal persons and other organizations have the obligation to participate in the epidemic prevention and control work, and should obey the command and arrangement of the people's government, residents' committees, villagers' committees or their subordinate units, obey the decisions and orders of the central leading group for responding to the epidemic, the provincial epidemic prevention and control headquarters and the municipal epidemic prevention and control headquarters, cooperate with the implementation of emergency measures, actively participate in emergency rescue work, and help maintain social order.

Four, to participate in the prevention and control of infectious diseases caused by disease, disability, death, in accordance with the relevant provisions of subsidies, pensions.
Five, any unit or individual must accept the disease prevention and control institutions, medical institutions for infectious disease investigation, inspection, sample collection, isolation treatment and other preventive and control measures, truthfully provide relevant information.
Six, disease prevention and control institutions and medical institutions shall not disclose relevant information and materials involving personal privacy.
Seven, the state and society should care for and help patients with infectious diseases, pathogen carriers and suspected infectious diseases, so that they can get timely treatment. No unit or individual may discriminate against patients with infectious diseases, pathogen carriers and suspected patients with infectious diseases.
Eight, infectious disease patients, pathogen carriers and suspected infectious disease patients, before the cure or ruled out suspected infectious diseases, shall not engage in the laws, administrative regulations and the provisions of the administrative department of health of the State Council City, which is prohibited from engaging in the work that is easy to spread the infectious disease.
Nine, any unit or individual who finds patients with infectious diseases or suspected patients with infectious diseases shall promptly report to the nearby disease prevention and control institutions or medical institutions. Do not conceal, delay reporting, make a false report or instruct others to conceal, delay reporting or make a false report.
Ten, according to the needs of epidemic prevention and control, if necessary, the personnel can be evacuated or isolated and the epidemic area blocked according to law. Close contacts of patients, suspected patients and patients with infectious diseases who need isolation treatment and medical observation measures shall cooperate with the health authorities or relevant institutions when taking medical measures; If the public security organ refuses to cooperate, refuse isolation treatment or leave isolation treatment without authorization before the expiration of the isolation period, it shall assist in the implementation according to law.

12. During the epidemic prevention and control in novel coronavirus, the people's government performing unified leadership duties may take one or more of the following emergency measures: organize rescue and treatment of victims, evacuate, evacuate and properly place threatened persons, and take other rescue measures; Quickly control dangerous sources, mark dangerous areas, block dangerous places, delimit warning areas, and implement traffic control and other control measures; Immediately repair damaged public facilities such as transportation, communication, water supply, drainage, power supply, gas supply, heating, etc., provide shelter and daily necessities to threatened personnel, and implement safeguard measures such as medical rescue, sanitation and epidemic prevention; Prohibit or restrict the use of relevant equipment and facilities, close or restrict the use of relevant places, suspend crowd activities or production and business activities that may lead to increased harm, and take other protective measures; Start the financial reserve funds and emergency relief materials set up by the people's government at the same level, and call other urgently needed materials, equipment, facilities and tools when necessary; Organize citizens to participate in emergency rescue and disposal work, and require personnel with specific expertise to provide services; Ensure the supply of basic necessities such as food, drinking water and fuel; Severely punish hoarding, driving up prices, making and selling fakes and other acts that disrupt market order, stabilize market prices and maintain market order; Severely punish acts that disrupt social order, such as looting property, interfering with emergency response, and maintaining social order; Take necessary measures to prevent the occurrence of secondary and derivative events.
13. During the period of prevention and control in novel coronavirus, the local people's governments at or above the county level should immediately organize forces to carry out prevention and control according to the prevention and control plan, cut off the transmission route of infectious diseases, report to the people's government at the next higher level for decision when necessary, and take the following emergency measures and make an announcement: restrict or stop the activities of fairs, theaters or other people gathering; Suspension of work, business or courses; Seal up or seal up public drinking water sources, food and related items contaminated by infectious disease pathogens; Control or cull infected wild animals, domestic animals and poultry; Close places that may lead to the spread of infectious diseases. 14. During the period of prevention and control in novel coronavirus, according to the needs of epidemic control, the local people's governments at or above the county level have the right to urgently mobilize personnel or reserve materials within their administrative areas and temporarily requisition houses, vehicles, related facilities, equipment and other properties of units and individuals. Those who are urgently transferred shall be given reasonable remuneration in accordance with the regulations. Temporary expropriation of property shall be compensated according to law; Those that can be returned shall be returned in time.
Fifteen, during the prevention and control of novel coronavirus, the production and supply units of drugs and medical devices shall timely produce and supply drugs and medical devices for the prevention and control of infectious diseases. Railway, transportation and civil aviation business units must give priority to transporting personnel dealing with infectious diseases and drugs and medical devices for the prevention and treatment of infectious diseases. The relevant departments of the people's governments at or above the county level shall do a good job in organization and coordination.
Sixteen, medical institutions should provide medical aid, on-site rescue and treatment for patients with infectious diseases or suspected infectious diseases, write medical records and other related materials, and properly keep them.
Seventeen, no unit or individual may block or intercept vehicles and personnel who perform the task of handling the epidemic according to law.
Eighteen, the decisions and orders made by the relevant people's governments and their departments in response to emergencies shall be announced in a timely manner. People's governments that perform unified leadership duties or organize the handling of emergencies shall, in accordance with relevant regulations, uniformly, accurately and timely release emergency development and emergency response information.
19. No unit or individual may violate the provisions of the state on market operation and price management during the epidemic prevention and control period, drive up prices, hoard and profiteer.
Twenty, no unit or individual may fabricate or disseminate false information about the development of emergencies or emergency response. It is not allowed to spread rumors, falsely report dangerous situations, epidemic situations, police situations or intentionally disturb public order in other ways. Do not fabricate disaster-related terrorist information such as sudden infectious diseases, or deliberately spread such terrorist information.
Twenty-one, before the national epidemic situation is lifted, the places where wild animals are raised and propagated are isolated, and the dissemination, transportation and sale of wild animals are strictly prohibited. Any form of wildlife trading is strictly prohibited in business places such as farmers' markets, supermarkets, catering units and e-commerce platforms. All localities and departments concerned should severely investigate and punish according to laws and regulations, suspend business for rectification and seal up operators and business premises respectively, and transfer suspected crimes to public security organs.
