(a) pig slaughter at or above the township level;
(two) the slaughter of cattle and chickens in the county (city) people's government is located in the town above;
(three) the slaughter of sheep, ducks and geese shall be carried out in a seasonal fixed-point slaughter, and the specific time of the fixed-point slaughter shall be determined by the regional administrative office and the people's government of the city or county (city), and shall be reported to the administrative department in charge of commodity circulation at the next higher level for the record;
(4) Slaughtering other livestock shall be carried out in designated areas, and the specific designated slaughter areas shall be determined by the regional administrative office and the people's government of the city or county (city) according to the slaughter amount, and shall be reported to the administrative department of commodity circulation at the next higher level for the record.
Livestock and poultry production and processing enterprises with a certain scale of production, processing and sales are not subject to the regional and seasonal restrictions specified in the preceding paragraph, and the designated slaughter is granted by the local people's government (administrative office) and reported to the commodity circulation administrative department at the next higher level for the record.
These Measures shall not apply to the slaughter and sale of livestock and poultry by urban residents and rural villagers in their villages. Article 3 People's governments at all levels shall encourage livestock and poultry slaughter plants (farms) to carry out technological innovation and industrial upgrading, expand exports and provide high-quality livestock and poultry and their products. Fourth provincial administrative departments in charge of commodity circulation are responsible for the management of livestock and poultry slaughter industry in the province, and organize the implementation of these measures; City (prefecture) and county (city) commodity circulation administrative departments shall be responsible for the supervision and management of livestock and poultry slaughter within their respective administrative areas.
The Provincial Land Reclamation Bureau, the Provincial Forest Industry Bureau and their subordinate management agencies are responsible for the management of livestock and poultry slaughter in reclamation areas and state-owned forest industry areas, and accept the guidance and supervision of the provincial commodity circulation administrative department in business.
Industry and commerce, animal husbandry, health, public security, environmental protection, quality and technical supervision and other relevant departments shall, within the scope of their respective duties, cooperate with the administrative department in charge of commodity circulation to do a good job in the supervision and management of livestock and poultry slaughter. Article 5 Livestock and poultry slaughter plants (farms) shall be set up in accordance with the principles of facilitating circulation, facilitating the masses and facilitating quarantine and management.
Livestock and poultry slaughtering plant (field) planning shall be formulated by the provincial people's government. Sixth the establishment of livestock and poultry slaughtering plant (field) shall meet the following conditions:
(1) Protected areas far away from residential areas and drinking water sources;
(two) meet the requirements of general facilities for livestock and poultry slaughter and processing stipulated by the state;
(3) Having qualified livestock and poultry slaughter technicians and meat quality inspectors who have passed the examination and obtained health certificates according to law;
(4) Having pollution prevention and control facilities that meet the requirements;
(five) other environmental protection and health conditions as prescribed by laws and regulations.
The establishment of Muslim livestock and poultry slaughtering plant (field) shall be equipped with professionals to slaughter in accordance with the customs of muslim food. Article 7 Where a designated slaughtering plant (field) for livestock and poultry is newly built, rebuilt or expanded with the approval of relevant departments, an application shall be submitted to the administrative department of commodity circulation at or above the county level before opening, and the administrative department of commodity circulation shall, in conjunction with relevant departments, conduct examination and acceptance within five days according to the conditions stipulated in these Measures. If the acceptance conclusion can be made on the spot, it shall be made on the spot; If the acceptance conclusion cannot be made on the spot, it shall be made within fifteen days.
If it passes the inspection, the competent department of commodity circulation shall report to the people's government at the same level for granting the qualification of designated slaughter, and report it to the administrative department of commodity circulation at the next higher level for the record; If the acceptance is unqualified, the commodity circulation department shall explain the reasons. Eighth supply of livestock and poultry of ethnic minorities, should respect the customs of ethnic minorities, in accordance with the relevant provisions of the state and province. Ninth livestock and poultry slaughtering plant (field) shall slaughter livestock and poultry in accordance with the following operating procedures, and meet other technical requirements stipulated by the state:
(a) before the slaughter of livestock and poultry should stop eating, water supply and rest;
(two) after slaughter, bleeding time is sufficient, hanging blood;
(3) The carcass should be fully acidified;
(four) livestock and poultry products that are not sold in time or not delivered in time shall be frozen or refrigerated.
Cross-contamination should be prevented in livestock and poultry slaughter. Wastes from livestock and poultry slaughter shall be specially stored and disposed of. Tenth livestock and poultry slaughtering plant (field) shall not inject water or other substances into livestock and poultry or livestock products, and shall not slaughter livestock and poultry infected or suspected of being infected, dead, poisoned or unknown. Eleventh in the process of livestock and poultry slaughter quarantine, sick meat treatment and supervision, in accordance with the relevant provisions of the "People's Republic of China (PRC) animal epidemic prevention law" and "Heilongjiang province animal epidemic prevention regulations". Twelfth livestock and poultry slaughtering plant (field) shall establish a meat quality inspection and monitoring management system to ensure the quality of livestock and poultry slaughter.
Meat quality inspection includes the following contents:
(1) Diseases other than infectious diseases and parasitic diseases;
(2) harmful glands;
(3) harmful substances;
(4) Injecting water or other substances;
(5) slaughter and processing quality problems.
Meat quality monitoring includes the following contents:
(1) water content;
(2) nutrients;
(3) microbial indicators;
(4) pesticide residues and veterinary drug residues;
(5) Clenbuterol content.
