chapter I general provisions article 1 these provisions are formulated in accordance with the law of the people's Republic of China on the prevention and control of air pollution and the measures for the administration of urban smoke control areas issued by the environmental protection Committee of the State Council, and in combination with the actual situation of our city. Article 2 The "smoke control zone" built in Kunming refers to the quantitative control of the smoke blackness and smoke concentration emitted by various boilers, tea stoves, business stoves and canteen stoves (hereinafter referred to as stoves, kilns and stoves, excluding residential stoves) within the area specified by our city, so as to achieve the prescribed emission standards.

Chapter III Supervision and Management Article 5 The municipal, county and district environmental protection departments, offices and urban management and supervision departments are entrusted by the people's government to be responsible for drawing up the planning, supervising and inspecting the implementation of the planning for the construction of a "smoke control zone". Article 6 The environmental inspectors of the municipal and district environmental protection departments shall perform their duties, conscientiously publicize and implement the guidelines, policies and regulations of the state and governments at all levels on environmental protection, act impartially, and organize the masses to supervise and inspect the smoke and dust removal work of all units within their respective jurisdictions. The inspectors must wear the "Environmental Monitoring" mark when performing their business. Article 7. Organs, schools, enterprises, institutions and individual operators that discharge smoke, dust and toxic and harmful gases must regularly report the amount of pollutants discharged to the environmental protection department, obey the supervision, inspection and management of the environmental protection department and relevant units, and actively take measures to achieve the discharge of pollutants up to standard. Chapter IV Prevention and Control of Pollution by Smoke and Harmful Gases Article 9 Efforts shall be made to promote centralized heating and utilization of waste heat. All units that can afford centralized gas supply and utilization of waste heat shall provide centralized gas supply and heating. In the future, decentralized and backward heating methods will no longer be approved. Article 11 control of new pollution sources

(1) furnaces, kilns and stoves that are newly built, expanded or rebuilt must go through the examination and approval procedures at the environmental protection department of the county where they operate according to the provisions of "three simultaneities". Other furnaces and kilns shall be submitted to the Municipal Environmental Protection Bureau for approval after being put forward by the county environmental protection department. After the completion of the project, it must be checked and accepted by the environmental protection department, and a certificate of smoke and dust elimination will be issued. It can only be used after the certificate is applied to the industrial and commercial department for business license.

(3) The dust collectors produced in this city must be products that have been approved by the environmental protection department, and the quality of the products must be ensured. (4) All E-class boilers and tea stoves produced or sold in this city must be products approved by the environmental protection department. For boilers with selective coal types, the necessary product introductions indicate that they are suitable for coal types, and users should use them according to the applicable coal types. Article 12 the control of old pollution sources

(1) The furnaces, kilns and stoves that emit smoke and dust from government agencies, schools, military units, enterprises, institutions and individual operators within the "smoke and dust control zone" belong to the control projects within a time limit, and the control tasks must be completed within the time limit.

(2) units that have achieved smoke control must sign a "responsibility letter" with the environmental protection department to consolidate the construction achievements of the "smoke control area" and issue a certificate of approval after acceptance.

(3) For boilers and industrial kilns that have been put into operation, the management of dust removal facilities must be strengthened, and regular maintenance and repair should be carried out to ensure the normal operation of the facilities and discharge up to the standard. Dust removal equipment that is eliminated should be updated in a planned way.

(4) The waste water from furnaces, kilns and slags that are used for wet dust collection should be recycled, and it is not allowed to be directly discharged without treatment.

(5) It is forbidden to transfer or sell obsolete old boilers and dust removal facilities to suburban counties.

(6) In catering service industries and collective canteens, it is necessary to do a good job in smoke elimination and dust removal of stoves, to prevent lazy fires from emitting black smoke, and stoves that fail to meet the smoke emission standards are not allowed to burn bituminous coal and honeycomb coal again.

(7) Business stoves and canteen stoves burning lignite must be equipped with dust removal facilities.

(8) Food service industry and food stalls are not allowed to walk along the street with black smoke stoves or put them along the street. Thirteenth other toxic and harmful gas pollution prevention and control.

(1) It is forbidden to burn asphalt, linoleum, rubber, plastic, leather, garbage and other substances that are easy to produce smoke, odor and toxic and harmful gases in densely populated areas of cities and towns. (2) Hotels, restaurants, canteens and catering industries should be equipped with necessary facilities to smoke and exhaust oil fumes, and prevent the pollution of oil fumes to the surrounding environment.
