Article 2 These Measures shall apply to the management of commercial characteristic blocks within the urban area of Hangzhou (excluding Xiaoshan District and Yuhang District).

all units and individuals who live, work and engage in business, shopping, tourism, culture, entertainment and other activities in commercial blocks shall abide by these measures. Article 3 The term "commercial characteristic block" as mentioned in these Measures refers to a commercial block with the characteristics of catering, shopping, leisure, tourism, culture and entertainment, which is named by the Municipal People's Government according to the overall urban planning of Hangzhou.

the specific four ranges of commercial characteristic blocks (hereinafter referred to as blocks) shall be announced by the local district people's government or the administrative committees of development zones, resorts and scenic spots (hereinafter referred to as district people's governments) according to the scope approved by the municipal people's government. Fourth block management should follow the principle of territorial management, high efficiency and convenience. Article 5 The commercial administrative department of Hangzhou Municipal People's Government shall be responsible for the comprehensive coordination and management of the professional planning, characteristic positioning and commercial network layout of the block. The District People's Government where the sixth block is located shall be responsible for organizing the implementation of these measures.

the district people's government can set up a block management organization and be specifically responsible for the daily supervision and management of the block.

all relevant administrative departments shall, according to their respective responsibilities, * * * do a good job in the relevant management work within the block.

the relevant township (town) people's governments and sub-district offices shall cooperate with the block management agencies and relevant administrative departments to do a good job in the daily supervision and management of blocks. Seventh block management agencies to implement daily supervision and management of the city appearance and environmental sanitation and greening, public order and traffic safety, public facilities, commercial operations, etc ... Article 8 The municipal and district people's governments shall increase the investment in block management funds, and the funds needed for the daily supervision and management of block management institutions shall be guaranteed by the finance. Article 9 All administrative departments shall, in accordance with the provisions of the Administrative Licensing Law of the People's Republic of China, implement administrative licensing for administrative licensing matters involved in block management, and regularly report the results of administrative licensing to the local block management agencies. Tenth in violation of the provisions of these measures, the relevant administrative departments shall, in accordance with the provisions of relevant laws, regulations and rules, impose administrative penalties according to law.

the municipal and district urban management administrative law enforcement organs shall exercise the power of administrative punishment of urban management within the block according to the provisions of the Measures for the Implementation of the Right of Administrative Punishment of Relatively Centralized Urban Management in Hangzhou. Chapter II City Appearance, Environmental Sanitation and Greening Management Article 12 Any unit or individual shall consciously safeguard the good city appearance and environmental sanitation of the block.

The following behaviors that affect the city appearance and environmental sanitation of public places are prohibited in the block:

(1) illegally posting, scribbling or portraying on the external walls of buildings, municipal public facilities, pipelines, trees and other facilities;

(2) Hanging, drying and placing articles that hinder the city appearance on the top of buildings facing the street, outside balconies, outside windows and in windows;

(3) spitting, urinating, or littering, littering or dumping all kinds of wastes;

(4) the construction site does not take measures to prevent dust pollution according to regulations, which affects the city appearance and environmental sanitation;

(5) bathing or washing articles in water spraying facilities;

(6) other behaviors that affect the city appearance and environmental sanitation. Thirteenth it is forbidden for any unit or individual to occupy, damage or dismantle, relocate, rebuild or close the environmental sanitation facilities in the block without authorization. the block management organization is responsible for checking the specific implementation of the "three guarantees in front of the door" responsibility system of the responsible units in the block. Fifteenth blocks in the architectural style, landscape design, outdoor advertising and public facilities, should be coordinated with the characteristics of the block positioning, the overall environment.

no unit or individual is allowed to change the original design style and color of the buildings in the block without authorization, or insert colorful flags, install lighting and other decorations on the buildings (structures) facing the street without authorization. Article 16 The property owners or users of buildings (structures) facing the street in the block shall regularly clean and whitewash the facades of buildings (structures) in accordance with relevant regulations, so as to keep the buildings clean and beautiful; If it is damaged, it should be repaired in time to maintain its original style.

the owners and merchants in the block should decorate the facades of buildings facing the street, which should be coordinated with the characteristic orientation and overall environment of the block. Article 17 If the following activities in a block need to be examined and approved by the relevant administrative departments according to law, the relevant administrative departments shall consult the local block management agencies in writing in advance, and the block management agencies shall conduct daily supervision and management:

(1) Renovating the facade of buildings facing the street;

(2) building, expanding and rebuilding buildings (structures);

(3) setting up landscape lighting facilities;

(4) occupying and digging roads;

(5) setting up outdoor advertisements, or setting up public welfare billboards (columns) and publicity slogans;

(6) other activities that affect the landscape of the block.
