The first three categories of industries to open up, the manufacturing industry will open up 65, accounting for about 30% of the 212 manufacturing industries, including Chinese herbal medicine, automotive, textile, rubber products, plastic products and other industries, as well as the electronic technology industry, the general electronics industry, including televisions, refrigerators, stereos, washing machines, DVD players and computers peripheral and other information home appliances and communications industry, are the future priority to open up the industry. However, wafer and TFT-LCD liquid crystal panel displays are not open for the time being.

The service industry will open up 23 items, accounting for 21 percent of the 113 service industries, mainly wholesale and retail, including department stores, restaurants, and the second category of telecommunications business, which is mainly value-added services. However, the liberalization of services involving licenses, such as lawyers and accountants, will be put on hold.

The construction of public **** will initially open up 11 items, including air terminals and their facilities, ports and harbors, and tourism and recreation facilities, but land-based capital can only participate in the construction of Taiwan's public **** in the form of shareholding or setting up a company to participate in the bidding process.
