Decision of Xiangyang Municipal People's Government on the Adjustment of Administrative Organs' Responsibilities as stipulated in the Municipal Government Regulations in the Institutional Reform of the Municipal Government First, if the responsibilities and work of the administrative organs stipulated in the current municipal government regulations are determined by the Xiangyang institutional reform plan to be undertaken by the established administrative organs or the administrative organs assigned to perform their duties, the relevant municipal government regulations will be adjusted and applied before the relevant municipal government regulations are revised or abolished, and the established administrative organs or the administrative organs assigned to perform their duties will undertake them; Before the relevant responsibilities are adjusted in place, the administrative organ that originally assumed the responsibilities and work will continue to undertake it.

The administrative organs at all levels in counties (cities, districts) and development zones shall undertake the duties and work stipulated by the municipal government regulations, and if adjustments are needed, they shall be implemented in accordance with the above principles. Second, the regulations of the municipal government stipulate that the higher-level administrative organ shall undertake management supervision and guidance duties such as examination and approval, filing and reconsideration to the lower-level administrative organ. The duties of the higher-level administrative organ have been adjusted in place, but the duties of the lower-level administrative organ have not been adjusted in place. The "Xiangyang Institutional Reform Plan" determines that the superior administrative organ that undertakes this responsibility shall perform the duties of relevant management supervision and guidance. Third, the implementation of "Xiangyang city institutional reform plan" needs to formulate, amend or abolish the rules of the municipal government, or need the municipal government to make relevant decisions, the relevant departments of the municipal government shall timely put forward opinions and suggestions, and the legal department of the municipal government shall organize the implementation in accordance with legal procedures. Four, the implementation of the "Xiangyang institutional reform plan" need to modify or abolish the normative documents, the relevant departments of the municipal government should pay close attention to clean up, timely modify or abolish. The relevant duties have been adjusted, and the relevant provisions concerning the adjustment of duties and work in the normative documents formulated by the administrative organ that originally assumed the duties and work have not been revised or abolished, which shall be implemented by the administrative organ that assumed the duties and work. Five, administrative organs at all levels should carefully organize and make careful arrangements to ensure the continuity, stability and effectiveness of administrative organs to perform their statutory duties and carry out their work, especially in key areas involving people's livelihood, emergency and safety in production. The administrative organ at a higher level should strengthen the supervision and guidance to the administrative organ at a lower level, and the departments that delimit and define their responsibilities should take the initiative to link up, strengthen cooperation, prevent work from being stopped, shirking, inaction and chaos, and effectively protect the legitimate rights and interests of citizens, legal persons and other organizations.
