Preparatory period for demonstration (March 1993 to February 1996). Due to the Kazakh government's active diplomatic efforts in Asian countries and the international community, scholars from many Asian countries began to attend CICA expert meetings. 1994, 10 in June, the third CICA expert meeting decided to set up a special working group to prepare for the CICA foreign ministers' meeting. By February, CICA had held three expert meetings and four task force meetings.
Diplomatic coordination period (1February 1996 to 20065438+0 65438+1October). At the same time, CICA held two meetings of vice foreign ministers (165438 on February 1996 and165438 on February 1997). Representatives of various countries expressed their views on the establishment of CICA rules according to their respective regional interests. Most countries have a positive attitude towards CICA becoming another forum in Asia to discuss regional security issues and realize mutual trust and dialogue. The CICA foreign ministers' meetings held in1September 1999 and1October respectively began to discuss and agree on the principles of mutual relations among member States and the plan to establish a mechanism for ensuring stability and security in the Asian region, and jointly signed the Declaration on Guiding Principles of Mutual Relations among CICA Member States.
High-level dialogue period (2006 1 year 1 year to 2004 1 year). On the basis of the previous meeting of CICA foreign ministers and deputy foreign ministers, the Kazakh government began to promote the meeting of heads of state of CICA member States in early May, 2006. To this end, Kazakhstan's Ministry of Foreign Affairs sent ministers and deputy ministers as special envoys of the President to lobby relevant countries and the United Nations, and submitted a personal letter from President Nazarbayev to all countries and the then Secretary-General of the United Nations, proposing to hold the first summit meeting of CICA member States in Almaty on May 25-26, 2006. At this meeting, the heads of state jointly issued the Almaty Document and the Declaration on Eliminating Terrorism and Promoting Dialogue among Civilizations. The meeting adopted the Catalogue of CICA Confidence Measures and CICA Rules of Procedure, which laid a legal foundation for CICA to become a regional mutual trust and security mechanism.
Mechanism improvement period (2004 10 to present). Following the third CICA Foreign Ministers' Meeting, the second CICA Heads of State Meeting was held in Almaty in June 2006. At the summit, countries adopted the CICA Secretariat Agreement, which further created conditions for CICA to become a permanent institutional forum in Asia. From June 5 to1October 38, 2009, the meeting of CICA Senior Officials Committee was held in Beijing International Club. Representatives of member countries fully exchanged views on the potential security risks in Asia after the global financial crisis, and conducted in-depth discussions on continuing to improve CICA mutual trust measures and security dialogue mechanism. On June 20 10, the third CICA summit was held for the first time in Istanbul, a city outside Kazakhstan, which indicated that the CICA concept was being accepted by more Asian countries.
