(1) Regional water right transaction: the water right transaction between administrative regions located in the same basin or in different basins with water transfer conditions, with the local people's governments at or above the county level or their authorized departments and units as the main body and the remaining water in the total water consumption control index and river water distribution index as the target.
(II) Water right transaction: If a unit or individual (including industrial, agricultural and service water rights holders other than urban public water supply enterprises) obtains water rights and saves water resources by adjusting product and industrial structure, technological transformation, water conservation, etc., the corresponding water right transaction will be transferred to other qualified units or individuals with compensation within the validity period of water permit and water quota.
(3) Water right transaction of irrigation users: the water right transaction between irrigation users or water organizations whose water rights have been clearly defined.
The party that transfers the water right through the transaction is called the transferor, and the party that obtains the water right is called the transferee.
Legal basis: Article 2 of the Interim Measures for the Administration of Water Rights Trading includes the ownership and use right of water resources. The term "water rights transaction" as mentioned in these Measures refers to the behavior of realizing the circulation of water resources use rights among regions, river basins, upstream and downstream river basins, industries and water users through market mechanism on the basis of reasonable definition and distribution of water resources use rights.
