1. After thawing the frozen octopus, blanch it in boiling water for 2-3 minutes, then take it out and drain it for later use.
2. Chop ginger and garlic, and shred green and red peppers for later use.
3. Heat the pan and cool the oil. Add ginger and garlic and stir-fry until fragrant. Add octopus and stir-fry evenly.
4. Add cooking wine, soy sauce, salt, sugar, chicken essence and appropriate amount of water, then add shredded green and red peppers and stir well.
5. Cover the pot and simmer for 5-8 minutes on medium heat until the octopus becomes soft and rotten.
