Enterprises should give priority to the development of self-sustaining commercial housing. Self-sustaining commercial housing should be designed synchronously with the commercial housing on the plot, the corresponding supporting infrastructure and public facilities, and started, completed and delivered according to the land transfer contract. In principle, enterprises' self-sustaining commercial houses should be built in units of buildings, and the layout is relatively centralized.
