Fourth, a strong social atmosphere to help the unemployed has not yet formed. Some functional departments responsible for implementing preferential policies for employment and re-employment lack the initiative to help unemployed people re-employment, and more than 80% of unemployed people think that the policies of tax reduction and exemption for re-employment have not been implemented by industry and commerce and taxation. Some non-public economic organizations are still biased against recruiting "4050" personnel and other groups with employment difficulties.
