QS is the English abbreviation of "Quality Standard" for food. Products with QS mark mean that all food production enterprises must pass compulsory inspection after being approved by the state, mark the food production license number on the food packaging of the smallest sales unit and print the food quality and safety market access mark ("QS" mark) before leaving the factory for sale. No food quality and safety market access signs, shall not be sold.
Since 2004 1 month 1 day, China has first implemented the food quality and safety market access system in five food industries: rice, edible vegetable oil, wheat flour, soy sauce and vinegar. At present, China has implemented 28 categories of food production license systems, including material submission, on-site review, etc. Production enterprises must be based on general hygiene standards for food production, general rules for food production license review, detailed rules for product category review and product standards.

For enterprises that have basic production conditions and can ensure food quality and safety, issue a Food Production License and allow the production of products within the scope of the license; Enterprises that do not have the necessary conditions to ensure product quality shall not engage in food production and processing.
(2) Mandatory inspection of ex-factory products produced by enterprises. Food that has not been inspected or failed to pass the inspection is not allowed to be sold out of the factory. For the production enterprises that do not have the self-inspection conditions, it is mandatory to carry out entrusted inspection.
(3) The market access mark, i.e. QS mark, is affixed to the food that has passed the food production license system.
