The second-class constructor is a qualification in the construction industry and a necessary condition for being a project manager. Those who have passed the qualification examination of the second-level constructor shall be awarded the "Qualification Certificate of the Second-level Constructor in People's Republic of China (PRC)" by the personnel departments of provinces, autonomous regions and municipalities directly under the Central Government.
