China Youth Daily reporter learned at the scene that this "fresh milk bar", which Ms. Guo said was "safe to drink", is a shop without business license, health certificate, fresh milk purchase license and other licenses, and the fresh milk sold does not have any production date and milk source identification.

According to the reporter's understanding, Hohhot has opened dozens of "fresh milk bars" in succession over the past year. After visiting more than a dozen "fresh milk bars" at random, the reporter found that everything from machinery and equipment to sanitary environment is passable, but incomplete licenses, no production date and no milk source are common problems, and how to supervise them has become a weakness.

The word "fresh" is a selling point

"Fresh milk on the same day, direct access to pasture, pasteurization, safety and health" is almost the standard slogan of more than a dozen "fresh milk bars" visited by reporters.

In a store called "Temuer" organic fresh milk in Xinjian West Street, Hohhot, Ms. Zhou, the parent of a primary school student outside Nanmen, is getting a card. She plans to let her children drink milk here every day. She said that "fresh milk bars" have been opened in many places recently, which is very attractive because merchants claim to sell fresh milk.

"In addition to fresh milk, there are ice cream, yogurt, etc., all of which are made now. It is more reassuring for children to eat here." Ms. Zhou said.

According to the reporter's understanding, every "fresh milk bar" said in its introduction that it supplies fresh milk on the same day, adopting the leading technology "pasteurization method" and being carefully produced by professional technicians under strict anti-virus measures.

The clerk of Mu Zhi Chun Fresh Milk House in Hohhot told the reporter that fresh milk is delivered to the store at about noon 1 o every day, and it is refrigerated first. This is the fresh milk that has just been squeezed out that day. Wait until about 6 o'clock the next morning, and then pasteurize the refrigerated fresh milk. From 7 o'clock to 9 o'clock, consumers can drink hot fresh milk. In other words, the fresh milk that consumers buy is the milk that was refrigerated the day before and then processed, not the fresh milk that was sent from the pasture that day.

"Because the shelf life of fresh milk is short, it needs to be finished in one day. If the fresh milk processed on the same day is not sold out, it will not be sold again the next day, and the remaining fresh milk will be made into yogurt or ice cream for sale. " The clerk said.

Judging from the price of milk products sold by "Fresh Milk Bar", the retail price of fresh milk is basically around 8 yuan per catty, and the member price is around 6 yuan per catty. Many "fresh milk bar" operators say that the selling point is the word "fresh", and the "fresh milk bar" gathers popularity with the word "fresh" and plays fresh cards.

Most of the "fresh milk bars" have no quality inspection report.

In the investigation, the reporter found that there are many neglected problems in the fresh milk sold at a high price by the "fresh milk bar".

In the cow's "Fresh Milk Bar" in Liuzhongqian Street, Yuquan District, Hohhot, the price of fresh milk per catty is 8 yuan, which is more than twice as expensive as ordinary pure milk sold in the market. However, people who come to buy fresh milk are in an endless stream, and only a tax registration certificate is hung indoors.

The reporter said that it is necessary to apply for a membership card and order milk for a long time. The clerk of Niu's "Fresh Milk Bar" said that fresh milk comes from a pasture in Baimiaozi Town, Tuzuoqi, Hohhot. Every morning, it is uniformly distributed by the head office from 6 am to 7 am, and then it is made into pasteurized milk through a pasteurizer to ensure that the milk is fresh every day, and there is a quality inspection report for the fresh milk every day.

The clerk showed the reporter a food purchase and sale account. On the purchase and sale ledger, the reporter saw a quality inspection report of milk, which recorded the test data of milk fat, protein, antibiotics, melamine and other indicators. This quality inspection report is a copy, and the report date is 20 13 years 10 month. When the reporter asked to see the quality inspection report in recent days, the clerk changed the subject on the grounds that the quality inspection report was not in the store.

According to the reporter's understanding, there are strict regulations on the production of dairy products in China. Before selling, fresh milk must go through various tests such as specific gravity, protein, fat, PH value, heavy metal content, melamine and microorganism, reaching more than 30 items. The Regulations on the Management of Fresh Milk in Inner Mongolia Autonomous Region also has strict restrictions and management on the units engaged in the production, purchase, management and processing of fresh milk. The physical, chemical, sanitary and other quality indicators of fresh milk must meet the national acquisition standards for fresh milk and local standards.

Many "fresh milk bars" visited by reporters, most of the fresh milk sold have not been tested for protein, melamine and heavy metals.

When the reporter asked about the origin of milk, the operator of "Fresh Milk Bar" only said that the milk came from a district or county around Hohhot. When asked about the specific pasture, most of the operators of "Fresh Milk Bar" would prevaricate with "trade secrets", and the origin of milk was a mystery.

Supervision becomes a weakness

Haoxian Fresh Milk Station on Racecourse North Road in Hohhot does not have any business license. The store's operator, Mr. Hao, has a small-scale ranch in Hohhot and Gonglama Town, Linxian County. Since its opening in June this year, Mr. Hao has gone to many departments and failed to apply for a certificate.

"I first went to the industrial and commercial department to prepare for the Food Circulation Permit. The industrial and commercial department asked me to do the Food and Beverage Permit first, and then I went to the food and drug supervision department. As a result, this certificate could not be done." Mr. Hao said, "My greatest wish now is to get the certificate as soon as possible, so that I can operate normally and do business in a down-to-earth manner."

The owner of Niumami Fresh Milk Stack, who has the same idea as Mr. Hao, also hopes that the "fresh milk bar" can be brought into the supervision of relevant departments as soon as possible, so that the industry will be regularized.

A person in charge of Tianlu "Fresh Milk Bar" in Hohhot said that this industry does not need to be certified. "Fresh milk bar" belongs to a new industry, and it has not been divided into attributes yet. I don't know whether it belongs to production, catering or beverage shops, so even if I go to apply for a certificate now, I can't do it.

The reporter learned that the "fresh milk bar" sells fresh milk, which involves the management department of agriculture and animal husbandry, while the sale of homemade yogurt and ice cream involves the departments of industry and commerce, quality supervision and health. Most "fresh milk bars" will put several tables in the store, which in turn involves the food and drug supervision and management department. In view of the management of "fresh milk bar", the reporter interviewed five departments of Hohhot, namely, health, quality supervision, industry and commerce, food and drug administration and agriculture and animal husbandry bureau, but no corresponding regulatory department was found for "fresh milk bar".

A staff member of Hohhot Food and Drug Administration said that at present, there is indeed a regulatory problem in the "fresh milk bar". If the "fresh milk bar" simply sells fresh milk products, it is managed by the industrial and commercial department; If there is catering service while selling fresh milk and tables and chairs are provided in the store, it should be the responsibility of the food and drug supervision and administration department. At present, the Food and Drug Administration only manages beverage shops. "Fresh milk bar" is a new industry, and its attributes have not been divided yet. The law does not stipulate who will supervise it. As for the management of "Fresh milk bar", not only the merchants are confused, but also the regulatory authorities are confused.

The staff of Hohhot Industrial and Commercial Bureau said that there are very few registered individual business licenses for "fresh milk bars" in Hohhot. According to the national regulations, if you want to apply for individual business license for drinks, you must have a hygiene license, a health certificate for employees and a rental agreement. You can apply for a business license as long as the procedures are complete. The industrial and commercial bureau only supervises the circulation of products. However, it is difficult for the industrial and commercial departments to test the products of "fresh milk bar" because of the lack of technical equipment, so there are great difficulties in supervision.

According to the reporter's understanding, in order to formulate the supervision method of "fresh milk bar" as soon as possible, the Hohhot municipal government decided to make a comprehensive sampling of the "fresh milk bar" in the city, and the Hohhot CDC and the Food and Drug Administration jointly acted, and the Food and Drug Administration was responsible for sampling, and the CDC was responsible for testing. After the test results came out, it would make a risk assessment of the "fresh milk bar" in the city and then decide how to manage it next.
