Schools should establish a democratic supervision mechanism for food safety with the participation of school leaders, representatives of faculty, students and parents. Schools should set up and publish telephone numbers, e-mails, suggestion boxes, etc. for food safety complaints, and handle complaints or suggestions in a timely manner. Schools with centralized meals should arrange relevant responsible persons to accompany meals. Schools with conditions can choose parents' representatives to accompany meals according to parents' applications. The "Measures" stipulate that school canteens adhere to the principle of public welfare and are not allowed to make profits. In addition to prohibiting the purchase and use of food and food-related products whose production and operation are explicitly prohibited by the Food Safety Law, schools should also abide by the following provisions: it is forbidden to purchase, store and use nitrite (including sodium nitrite and potassium nitrite); It is forbidden to purchase and use bulk edible oil and bulk salt; It is forbidden for school canteens to sell cold food (except fruits), raw food, decorated cakes and freshly squeezed fruit and vegetable juices; It is forbidden to process and produce high-risk foods such as green beans, wild mushrooms, fresh day lilies and blue sprouted potatoes in school canteens. No food vendors are allowed to operate within 50 meters outside the school gate.

The "Measures" clarify that school canteens should strictly follow the "Food Safety Operation Standards for Catering Services" when processing and making food. Each functional area (room), facilities and equipment shall not be arbitrarily changed or used interchangeably.

If a school orders food from a catering unit, it shall establish and improve the off-campus catering management system, choose a catering unit that has obtained a food business license, can bear the responsibility for food safety and has a good social reputation, and sign a contract with the catering unit to clarify the rights and obligations of both parties on food safety and the handling methods of unqualified food. The school shall inspect and keep samples of the food provided by the catering unit, and keep records.

When an emergency related to food safety occurs in a school, it shall promptly report to the local school industry department and education administration, food safety supervision and management, health and other departments, and the relevant departments that receive the report shall report to the local people's government and the higher authorities in accordance with the regulations. Schools and relevant departments should take the initiative to deal with food safety emergencies, pay attention to public opinions related to school food safety, and respond to social concerns accurately, timely and objectively.

The food safety supervision and management department shall establish a school food safety credit file to record the licensing situation, the results of supervision and inspection, the investigation and punishment of illegal acts, the responsibility interview and rectification. Focus on the supervision of schools with bad credit records, and notify the education administrative department and the school industry department.

Schools should strengthen food safety management in food sales places such as canteens and supermarkets on campus. Non-boarding schools are generally not allowed to set up food sales places on campus. Within 50 meters outside the school gate, it shall not be determined as the business activity area of food vendors. Food vendors are managed in accordance with the Regulations of Sichuan Province on the Administration of Small Food Workshops, Shops and Vendors. The relevant person in charge of the Provincial Food Safety Office said that the "Regulations on the Management of Small Food Workshops, Small Business Stores and Vendors in Sichuan Province" stipulates that "kindergartens, primary and secondary schools shall not be identified as food vendors' business activities areas." However, the specific distance range is not clear. In order to facilitate the operability of relevant departments in the supervision process, the Measures stipulate that the food vendor business activity area shall not be determined within 50 meters outside the school gate.

Article 10 People's governments at all levels should strengthen publicity and education on food safety, popularize food safety knowledge, encourage social organizations, grassroots mass autonomous organizations and food producers and operators to popularize food safety laws, regulations, food safety standards and knowledge, advocate healthy eating styles, and enhance consumers' food safety awareness and self-protection ability.

The news media should carry out public welfare publicity on food safety laws and regulations, food safety standards and knowledge, and supervise food safety violations by public opinion. Publicity and reporting on food safety should be true and fair.
