It's called "Globe Trekker" (some TV stations introduced it as "pilot guides"), and at the end of the title sequence, a person falls down while drawing a circle on the beach.
There are several hosts. The one you mentioned is called Ian Wright, and he is the absolute mainstay of this show.
Ian can make seemingly boring places very interesting. Sometimes when I watch this show, I just go to him and have little interest in the travel destination itself.
In one episode, he participated in a live recording in Canada and said that the most boring place he had ever seen was Canada's Kill Cartoon. I happened to come back from there not long ago, and I felt it so deeply that I almost died laughing.
