The first type: layer style makes streamer.
First, enter text and create a text layer.
Step 2: Double-click the text layer to open the Styles panel (or press the icon similar to FX below the layer bar), and the selected styles will be graded and superimposed. The gradient color is white in the middle and transparent on both sides (you can also adjust your favorite color. Rainbow streamer if a rainbow gradient is used). Angle can adjust the angle of streamer on the text, and scaling can adjust the size of streamer.
Third, after adjusting the color, angle and size, don't close the style panel, press and hold the left button to move to the left of the text until you can't see the streamer on the text, and then press OK.
Four. Window animation opens the animation panel. There is an animation frame marked 1 on the animation panel. This is the first frame. The frame delay time below the first frame is 0 seconds, and then the cycle time below is forever.
Select the first frame, click the file template icon below to copy the selected frame, and use the first frame to copy the second frame.
5. Select the second frame, double-click the text layer to open the Style panel, select Gradient Overlay, press and hold the left key to move to the right in the text until the streamer on the text is invisible from left to right, and then press OK.
6. Select the first frame, click to copy the over-animated frame next to the selected frame, and select the next frame in an over-animated manner.
Fill in the number of frames to be added between 10 and 15. The bigger the number, the slower the streamer.
Choose any layer because there is only one layer.
Parameters [Effect] must be selected, and [Position] and [Opacity] are optional, because the text and the opacity of the text have not changed.
Seven, press the following play to see if there is any problem with the effect. If there is no problem, please open the storage panel according to the format used by web pages and devices, and select the optimization mode above. You can see the animation size and other information at the bottom of the preview.
The format selected on the right is GIF, and others are related to the size, color and quality of GIF. You can debug it yourself and see the changes. It's best to try to adjust it with a color image, but you can't see much effect in monochrome.
When all adjustments are made, press Store.
The second method: mask making streamer.
First, enter text and create a text layer.
Step 2, create a new file, resize it with a soft-angle brush and press SHIFT to draw vertical white (of course, you can also draw other colors, and if the rainbow streamer is flowing, please use the gradient tool to pull out the rainbow gradient), use the filter Gaussian blur for about 2-4, and use CTRL+T to adjust the slope and size of the streamer, preferably higher than the canvas, so as to ensure that there will be no shortage. Use the Move tool to move the streamer to the left of the text until it does not cover the text.

5. Hold down the left mouse button of CTRL and click on the text layer to convert the text into a selection, select the streamer layer, and then press the circular icon in the middle of the Add Vector Mask box under the layer bar.
If the streamer is the same color as the background, this step can be omitted. If it is different or transparent, this step is necessary.
The following is the same as above, so I won't repeat it.
The first one in the picture is made by the first method, and the second one is made by the second method, and the effect is basically the same.
