ps can make filter effects as follows:
1. First open PS, and then press CTRL+N to create a document with black background content.
2. Then click Layer → New in the menu bar to create a new layer 1. Set the blending mode of this layer to color filter in the layer panel on the right, and then select the ellipse marquee tool in the toolbar on the left to draw a full circle in the canvas by holding down the SHIFT key.
3. Click Select → Modify → Feather in the menu bar, then set the feather radius to 21 in the popped-up feather selection dialog box, and then click OK.
4. Then select the gradient tool in the toolbox on the left, then select the radial gradient, open the gradient editor, select one of the presets, click OK, and drag it outward in the center of the circle to produce a gradient effect.
5. press CTRL+J again to copy layer 2, and click on the front of layer 1 to close it.
6. then select layer 2 in the layer panel on the right, press CTRL+T to bring up the free transformation, and then right-click and select the zoom option from the drop-down menu to zoom the circle into an ellipse.
7. Then click Filter → Twist → Rotate Twist in the menu bar, set the angle to 999 degrees in the pop-up Rotation Twist dialog box, and then click OK.
8. Then click the unhidden layer 1, and then select the move tool in the toolbar on the left to move the graph, adjust the center position, then press CTRL+T to enlarge it proportionally, and finally press Ctrl+S to save it.
